I am not complaining.The high-pressuresystem that is bringingus this unseasonably hotweather thus far has kepttropical storms well out inthe Atlantic. As a result, ournew Emergency OperationsCenter (EOC) still awaitsits first real test as a stormmanagement center. Forthis, we are thankful. TheCenter is state-of-the-artand functioning for otherneeded services, but weare not eager to give it the“hurricane shakedown”.The old operations centerwas in the lower level ofthe building that housesthe Commission. It took areal beating during Wilma,f l o o d i n g a n d l e a k i n g ,unable to offer essentialspace or communicationresources for critical personnelto function optimally.We were climbingover each other and wadingacross wet and breezyspaces strung with cablesto get the job done.The new center is a blessingand its existence is duein great part to the efforts ofour former County Manager,Jim Mudd. You may notknow that the Commissionnamed the new EOC afterJames V. Mudd, who servedus as County Manager untilrecently when his rapidlyfailing health forced himto step down. If you haver e a d t h e l o c a l p a p e r,you cannot have missedthe outpouring of movingtributes to this exceptionalman. These tributes arewell-deserved.There is a marked differencebetween the positionof this County nowand where it was sevenyears ago. Then, many vitalservices were failing outrightor were struggling tomaintain adequate capacity.Our current municipalhealth can be attributedto Jim Mudd’s capacity toenvision what was neededand develop a clear path torealization of the vision andgoals that he and the Boardshared. His couragein the face of major personaladversity and hiscontinuing demonstratedconcern for the people ofCollier County and theCounty employees whoserve them was matchless.Facing a diagnosisand symptoms that wouldhave caused most peopleto step down immediately,he put his personal considerationsaside. He continuedto find a way to reportto work, neglecting noneof his duties, and displayingthe daily leadershipdesperately needed to getthis County through a verychallenging and difficultfinancial time. He met boththe personal and professionalchallenges headonand without flinching,sense of humor intact. Icommend him for this andexpress my appreciationfor his farsightedness, hisintelligence, his dedication,and his strength. Hegives real-time meaningto “Army Strong”. He is amodel for us all. He will begreatly missed.Jim Mudd’s parting recommendationwas that LeoOchs, his Deputy, be promotedto County Managerimmediately. He was confidentthat Mr. Ochs wouldtake over the reins andprovide a seamless transitionduring the current fiscalcrisis. The Commissionaccepted this recommendation,and Mr. Ochs tookthe position on October 1. Ibelieve he has an excellentgrasp of the problems weface, and I have pledged mysupport to him as he takeson the many managementresponsibilities the positiondemands.Working together, wemake a difference.
