InterviewRené Samek is <strong>the</strong> Director <strong>of</strong> UK and IrelandOperations at <strong>Czech</strong>Invest, <strong>the</strong> <strong>Czech</strong> governmentagency for bus<strong>in</strong>ess developmentand <strong>in</strong>vestment promotion. He graduatedfrom Charles University <strong>in</strong> Prague and alsostudied at <strong>the</strong> Central European University<strong>in</strong> Prague and Budapest, where he obta<strong>in</strong>eddevelopment programmes. We also act as an <strong>in</strong>termediary between <strong>the</strong> EU andsmall and medium-sized enterprises <strong>in</strong> implement<strong>in</strong>g EU structural funds <strong>in</strong> <strong>the</strong><strong>Czech</strong> <strong>Republic</strong>.We have changed our name from <strong>Czech</strong>Invest: <strong>Czech</strong> Agency for ForeignInvestment, to <strong>Czech</strong>Invest: The Investment and Bus<strong>in</strong>ess Development Agency,but potential foreign <strong>in</strong>vestors should not be afraid that we will put less emphasison attract<strong>in</strong>g foreign <strong>in</strong>vestment. On <strong>the</strong> contrary, <strong>the</strong> merger prompted us to lookDo not neglect <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>at our services and <strong>in</strong>formation materials and after a bit <strong>of</strong> restructur<strong>in</strong>g and consolidation,our services to <strong>the</strong> potential <strong>in</strong>vestor and our <strong>in</strong>formation materials willbe better than ever!The role <strong>of</strong> our foreign <strong>of</strong>fices rema<strong>in</strong>s unchanged: to promote <strong>the</strong> <strong>Czech</strong><strong>Republic</strong> to potential <strong>in</strong>vestors abroad and work with colleagues <strong>in</strong> Prague and <strong>the</strong><strong>Czech</strong> regions on help<strong>in</strong>g <strong>the</strong> <strong>in</strong>vestors choose <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong> over our rivalcountries. Competition is tough – almost every country <strong>of</strong> <strong>the</strong> world has an <strong>in</strong>vestmentpromotion <strong>of</strong>fice <strong>in</strong> London.Could you describe <strong>the</strong> structure <strong>of</strong> <strong>in</strong>com<strong>in</strong>g <strong>in</strong>vestments? Has it changed over<strong>the</strong> past few years (<strong>in</strong> <strong>the</strong> sense <strong>of</strong> traditional manufactur<strong>in</strong>g projects versusbus<strong>in</strong>ess development services, know-how etc.)?Most <strong>in</strong>quiries and projects come from <strong>the</strong> follow<strong>in</strong>g six sectors: automotive components,electronics, plastic components, precision eng<strong>in</strong>eer<strong>in</strong>g, s<strong>of</strong>tware developmentand bus<strong>in</strong>ess support services, (shared services, call centres and high-tech repaircentres). These are also our target sectors – most <strong>of</strong> my market<strong>in</strong>g activities <strong>in</strong> <strong>the</strong>UK are directed towards <strong>the</strong>m.The last two years saw a big shift towards higher value added manufactur<strong>in</strong>gprojects and non-manufactur<strong>in</strong>g projects. In 2001-2 <strong>the</strong> London <strong>of</strong>fice had just ahandful <strong>of</strong> <strong>in</strong>quiries <strong>in</strong> bus<strong>in</strong>ess support services and s<strong>of</strong>tware development. Today,<strong>the</strong>se sectors account for nearly one-third <strong>of</strong> all my <strong>in</strong>quiries and I am confidentthat <strong>in</strong> a year or two more than half <strong>of</strong> <strong>in</strong>quiries/projects from <strong>the</strong> UK will be nonmanufactur<strong>in</strong>gknowledge based projects.The London <strong>of</strong>fice was <strong>the</strong> first po<strong>in</strong>t <strong>of</strong> contact for successful projects such asDHL Systems (pan-European IT support centre), Symbol Technologies (high-techrepair centre) and Ricardo (design <strong>of</strong> automotive components).his Master’s degree <strong>in</strong> <strong>the</strong> field <strong>of</strong> InternationalRelations and European Studies, and at <strong>the</strong>London School <strong>of</strong> Economics, where he obta<strong>in</strong>edano<strong>the</strong>r Master’s <strong>in</strong> Political Economy. Hehas been with <strong>Czech</strong>Invest s<strong>in</strong>ce 1997 – he was<strong>the</strong> Deputy Director <strong>of</strong> Market<strong>in</strong>g and <strong>the</strong>Market<strong>in</strong>g Director for four years before com<strong>in</strong>gto London at <strong>the</strong> end <strong>of</strong> 2001 to head<strong>the</strong> agency’s UK & Ireland <strong>of</strong>fice.We asked him a few questions about <strong>the</strong>role <strong>of</strong> <strong>Czech</strong>Invest <strong>in</strong> <strong>the</strong> UK and <strong>the</strong> structure<strong>of</strong> <strong>in</strong>com<strong>in</strong>g <strong>in</strong>vestments, as well <strong>the</strong> <strong>Czech</strong><strong>Republic</strong> as an <strong>in</strong>vestment target.What is <strong>the</strong> mission <strong>of</strong> <strong>the</strong> ‘new’ <strong>Czech</strong>Investafter <strong>the</strong> merger <strong>of</strong> <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Trade andIndustry’s agencies – Agency for Bus<strong>in</strong>essDevelopment (ARP) and Agency for Development<strong>of</strong> Industry <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>(<strong>Czech</strong>Industry) with <strong>Czech</strong>Invest? What is<strong>the</strong> specific role <strong>of</strong> <strong>the</strong> London/UK branch<strong>of</strong> <strong>Czech</strong>Invest?<strong>Czech</strong>Invest contributes to attract<strong>in</strong>g foreign<strong>in</strong>vestment and develop<strong>in</strong>g domestic companiesthrough its free-<strong>of</strong>-charge services and severalHow would you def<strong>in</strong>e <strong>the</strong> CR as an <strong>in</strong>vestment target? Does it have somespecific characteristics <strong>in</strong> comparison with o<strong>the</strong>r neighbour<strong>in</strong>g states?The <strong>Czech</strong> <strong>Republic</strong> <strong>of</strong>fers a unique comb<strong>in</strong>ation <strong>of</strong> a strategic location <strong>in</strong> <strong>the</strong> centre<strong>of</strong> Europe, well developed <strong>in</strong>frastructure, highly educated and technically skilled labourforce and low costs. There are many countries <strong>in</strong> sou<strong>the</strong>astern Europe and <strong>the</strong>former Soviet Union where labour is cheaper than <strong>in</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>, but <strong>the</strong>yusually lack one or more <strong>of</strong> <strong>the</strong> o<strong>the</strong>r advantages <strong>of</strong> <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>. You maybe able to produce your products cheaper fur<strong>the</strong>r East, but gett<strong>in</strong>g <strong>the</strong> products toyour clients <strong>in</strong> Germany may be significantly more expensive and time consum<strong>in</strong>gthan from <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong>.The availability <strong>of</strong> technically skilled labour, especially university-educated eng<strong>in</strong>eers,has become <strong>the</strong> most important factor <strong>in</strong> our success <strong>in</strong> attract<strong>in</strong>g foreign <strong>in</strong>vestment.The <strong>Czech</strong> <strong>Republic</strong> still has a large percentage <strong>of</strong> students graduat<strong>in</strong>g <strong>in</strong>science and technology subjects. This <strong>the</strong>oretical background is comb<strong>in</strong>ed with an<strong>in</strong>novative approach <strong>of</strong> <strong>Czech</strong> people that helps to f<strong>in</strong>d solutions to almost everytechnical problem. Let us hope that young <strong>Czech</strong>s will not turn <strong>the</strong>ir backs on <strong>the</strong>sediscipl<strong>in</strong>es and <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong> will be able to ma<strong>in</strong>ta<strong>in</strong> this advantage.One <strong>of</strong> <strong>the</strong> significant advantages <strong>the</strong> <strong>Czech</strong> <strong>Republic</strong> <strong>of</strong>fers to <strong>British</strong> companiesand entrepreneurs is <strong>the</strong> excellent accessibility <strong>of</strong> Prague and <strong>the</strong> rest <strong>of</strong> <strong>the</strong> <strong>Czech</strong><strong>Republic</strong>. I know that you <strong>in</strong> Prague are fed up with all <strong>the</strong>se stag parties, but dueto Prague’s popularity you can fly to Prague directly from twelve UK airports – noo<strong>the</strong>r city <strong>in</strong> Central and Eastern Europe can <strong>of</strong>fer you that. I have been contacted bya company from Carlisle – <strong>the</strong>y want to be able to fly to <strong>the</strong>ir future <strong>Czech</strong> subsidiary<strong>in</strong> <strong>the</strong> morn<strong>in</strong>g and be back <strong>in</strong> Carlisle <strong>in</strong> <strong>the</strong> even<strong>in</strong>g. They were very pleased tohear that from <strong>the</strong> end <strong>of</strong> October <strong>the</strong>y will be able to choose between Newcastleand Glasgow airports.
