3. The Framework Program of the European Union for R&DThis is the biggest program in global terms for scientific andindustrial cooperation. ISERD is the administrative bodyestablished by the Government of Israel to promote theparticipation of Israeli entities in the framework program.The current program - the seventh, is built from four mainprograms, which are engaged in the principal components ofEuropean R&D and which are detailed on the Administration'sWebsite. Participation in this program opens the door to Israelientities to strategic intergration into the research, developmentand marketing strategy in Europe. The criteria for the evaluationof a project seeking to participate in the framework programare: scientific and technological excellence, benefit, andquality of the consortium. The grants that are given to bodieswho qualify for financing are up to 75% of their expenditurefor carrying out the project and they are totally exempt frompayments of royalties and repayments.Further details of the seventh program are on theProgram Administration's website the address of whichis: www.iserd.org.il4. Generic Technological Development and transfer ofknow-how from Academia to Industry.5.1. Generic Technology R&D (GTRD) - "Magnet"-The "Magnet" Program operates within the office of the ChiefScientist with the aim of reinforcing the long term competitivetechnological advantage of industry in Israel by supporting thedevelopment of generic technology infrastructures that will actas a platform for the development of future products.Technological infrastructure development is based oncollaboration between a number of industrial corporations anduniversity research institutes which expresses itself in terms ofjoint activity as part of a consortium or association of the users.The amount of the grant provided in the GTRD framework toan industrial manufacturing company is 66%, and up to 80% tothe Research Institute.5.2. "Magneton" -Aim of the program is the encouragement of a transfer oftechnologies from academia to industry, in order to exploit theachievements of academic research in an industrial application,and for development of a product possessing economicpotential. The program is based on dual collaboration betweenthe academic research group and the industrial manufacturingcompany - and this by way of an aid grant for a project inorder to prove its feasibility, it being a working program of thepartners in terms of technological or system-related feasibilityfor continuation of product development in industry and tofacilitate an orderly transfer of technology from the researchbody to industry. The project period, and of the grant, isbetween 12 to 24 months.Extent of the grant: for an approved scheme, it will amount toup to 66% of the approved budget, with the approved budget forevery scheme being for an amount not exceeding NIS 3,400,000.35 < Invest in the Negev and GalileeMinistry of Indusry, Trade and Labor > Negev and Galilee Development Center
5.3 "Nofar" - Industrial Application for Academic ResearchThe aim of the program is to bridge the gap between the basicand the applicative research, and to direct it towards industrialbasedrealization, in order to increase the applicative potentialof academic research - via the opportunity of directing it to anindustrial manufacturing sector with economic potential. Thework is only carried out in academia after the basic researchstage has concluded, being a preparatory stage before itscontinuation in other frameworks. The program is restricted tobiological fields.Initial applicative research, is research that does not qualify forsupport by the universities because it is not basic researchand is not sufficient to warrant support by industry or in the"Magneton" framework.Extent of the grant: research in the program qualifies for agrant of up to 90% of the approved budget, and all the knowhowrights will belong to the Research Institute. For every"Nofar" Project there must be an overseeing industrial companythat can provide professional instruction for the research andcontribute 10% to the financing of its cost. Upon conclusionof the research the overseeing company will be given the firstright of conducting negotiations with the Research Institute.The program is restricted to the fields of biotechnology andonly technology and for one year of research, the maximumresearch budget is up to NIS 466,000.5.4 "Katamon" - Encouragement of transfer of watertechnology from academia to industry -An additional aid program that operates within the frameworkof the Chief Scientist for the reinforcement and expansion ofthe technology base in the water sector, The object of thisprogram is to encourage local development of state of the arttechnologies which will form a basis for systems and solutionsin the water sector, by exploiting industrial resources andacademic know-how.The target group is comprised of an academic researcher, anindustrial manufacturing company and a water infrastructurecompany who will jointly make progress with technology upto the stage of proof of actual feasibility.
