PRESIDENTIAL ELECTION '96Andy Holiar, RD-3USPSA PresidentI. How do you intend to managethe president's office? The President's office wouldcontinue to be in Rocky Ford. Iwould make trips to SedroWoolley as necessary. Experiencehas demonstrated that thetask requires a full-time commitmentto remain in contactwith the members, the board ofdirectors, officers, staff andI Incumbentsponsors. I would continue toemploy Sarah Hollar part timeas administrative assistant. She would work half time at asalary set by the ExecutiveManager.2. Who will handle the financesfor the president's officeand report same to the executivemanager?I will continue to reportevery expenditure to the executivemanager monthly. All expenditureswill be audited bythe board's auditor every year, along with all the other USPSAfunds.3. What qualifications willthis person have?Answered in Question 2.4. PRESIDENTIAL ELECTION '961 rChallengerMy name is Larry Bullock, and I am running for presidentof USPSA. I am providingyou my background andsome of my thoughts as theyrelate the President's office.I am currently the USPSAArea 3 Director. I was marriedlast September and have abrand-new baby girl. I live inJefferson City, Missouri. I owntwo businesses, and being abusiness owner will allow methe time required to effectivelymanage the position of presidentof USPSA. I have a completeoffice with e-mail, fax, andother items needed to conductUSPSA business in a professionalmanner. My involvement in practicalshooting began in 1977. I joinedUSPSA its first year. Since1977 I have competed at severalWorld Shoots, many internationalcompetitions, and themajority of USPSA NationalChampionships.I have not limited myself tothe shooting side of the sport; Ihave served as local club matchdirector, Section Coordinator,Area Match Director (threetimes), and am a certified RO.The experience I have gatheredover the years has given me asolid knowledge of the workingfoundation of USPSA andIPSC.What I think important toconsider is what direction thisorganization takes in the nextthree years. I have provided anoverview of some of the morecritical issues that we shouldaddress.Remembering when the discussionwas taking place overthe hiring of an executive manager,I heard a lot of pros andcons. One reason put forth forhiring an executive managerwas it would provide a seniormanagement position withinUSPSA, allowing the president'sposition to become parttime. As a full-time position, the office of president was not ajob that most members wouldconsider, even though theywere well qualified. Who wouldquit their job, given the realitiesthat it might be only forthree years? Very few. If I amelected, the president's positionwill return to a part-time positionwith a salary which reflectsthe amount of time required. The executive managerwould run the day-to-day businessof USPSA.One of the really importantpositions within USPSA is theSection Coordinator. I wouldseek additional funding to supportthese SC's in doing theirjobs. Right now our SC's receiveno funding from USPSA.The membership owns thisorganization and should be affordedcourtesy and respectwhich goes along with that. Aspresident I will treat all memberswith respect and dignityeven though our opinions maydiffer. I will also attend each ofthe area championships so thatyou, the members, can expressyour thoughts and views to meface to face. The National Championshipsare very important to usall, but they have begun to loseprominence among the membersover the last several years. The days of a shooter winninga slot at the local level, just forthe honor of representing his orher club at the biggest match ofLarry Bullock, L-488Area 3 Directorthe year, have diminished. Wenow have slots that remainedunused. I know 30 to 40 memberswho would love to shootthe nationals but cannot for avariety of reasons. Most ofthose reasons come down totime and money. The National Championshipsneeds to be turned aroundin the way it's administered, inthe number of competitors itcan accommodate, and in thetime needed to shoot the event. In my first year as president Iwill expand the match to 600shooters, with no one having tospend more than two days incompetition.I took on the Area 3 Championshipswhen no one would, and turned it into the best attendedarea match in the countryfor three years running. Ifyou have a good product, itsells; a bad product will not. Wehave more and more competitorseach year. Why? Becausewe have a solid product.
