We mustremember that the presence of theOwner (or third party inspector)performing QA on a project does notrelieve the contractor of theresponsibility of performing QC.We must remember that only thequality control has the authority todirect the contractor’s employees orproduction operations unless thecontractor was required to use a 3rdparty quality control representative whois not an employee of the contractor.If an Owner performs his own qualityassurance, he then has a contractualrelationship with the contractor andtherefore exert control through thecontract or by withholding paymentsor stopping of work when operationsor conditions are non-conforming.Should the Owner employ a third partyquality assurance, then the third partyquality assurance does not have acontractual relationship with thecontractor; therefore they can onlyadvise and document the nonconformanceof the contractor’soperations and advise the contractor’squality control or the owner. Shouldthe contractor fail to correct the nonconformance,the owner must decidewhether to stop work, withholdpayment/retention, accept the nonconformanceor take other action.The only way in which the full benefitof the total quality managementprocess can be realised, is throughthe establishment of clearqualifications, responsibilities anddocumentation requirements for bothquality control and quality assuranceon a given project. This will reduceconflicts, avoid duplication ofdocumentation and inspection andmost importantly, offer long lastingprotection of the structure or asset.#1 If essential third party inspection is required it isimperative that the third party coating inspector beadequately qualified to understand the reasons forcompliance and non-compliance – see theAssociation’s Coating Inspectors Course),#2 The hot dip galvanizing process, is controlled by ametallurgical principle between molten zinc andheated steel, should the steel not be cleaned of allcontaminants, such as millscale, grease, etc. thereaction will not take place, resulting in obviousuncoated areas. It is for this reason that hot dipgalvanizing has become to be known as the “Honest”coating.
