SER section <strong>of</strong> review have been met.<br />

Appendix – provides the Requests for Additional Information issued by the FANR staff to<br />

support the review process <strong>and</strong> the disposition <strong>of</strong> those RAIs.<br />

4.5.3 Requests for Additional Information (RAIs)<br />

In the review <strong>of</strong> the PSAR, the FANR staff determined in some cases that there was the<br />

need for a Request for Additional Information (RAI). The RAIs were formally sent to the<br />

applicant, <strong>and</strong> the applicant was required to provide a formal response. Each response to<br />

an RAI was then evaluated by the FANR staff to determine if the additional information<br />

provided was adequate. In general, the RAI <strong>and</strong> its response supplement the information in<br />

the PSAR, thus this information in many cases is or will be incorporated into the PSAR at a<br />

subsequent revision <strong>of</strong> the PSAR.<br />

In addition, a process was also put into place for a Request for Information (RFI) from KINS<br />

when additional detail was needed beyond what KINS documented in their SER for Shin-<br />

Kori <strong>Units</strong> 3 <strong>and</strong> 4.<br />

A database has been arranged for storing <strong>and</strong> retrieving the more than 1600 RAIs issued by<br />

FANR together with the responses provided by ENEC, <strong>and</strong> the evaluation <strong>of</strong> the response by<br />

the FANR staff. A list <strong>of</strong> the RAI correspondence is provided in the full version <strong>of</strong> the <strong>Safety</strong><br />

<strong>Evaluation</strong> <strong>Report</strong>.<br />

4.5.4 Compliance with FANR Regulation<br />

The <strong>Barakah</strong> <strong>Units</strong> 1 <strong>and</strong> 2 PSAR Section 3.14, “Conformance with Federal Authority for<br />

Nuclear Regulation (FANR) Regulations,” summarizes how the application complies with the<br />

applicable FANR regulations <strong>and</strong> includes references to sections <strong>of</strong> the PSAR where more<br />

detailed information is given. FANR has evaluated PSAR Section 3.14 to ensure that the<br />

applicant has provided sufficient information to ensure conformance with each <strong>of</strong> the<br />

applicable FANR regulations.<br />

4.5.5 Conditional Acceptance <strong>of</strong> ENEC Commitments<br />

It is recognized by FANR that not all the design or operational information is available at the<br />

construction application stage. FANR also recognizes that the entire design information is<br />

not needed for issuance <strong>of</strong> a Construction Licence, <strong>and</strong> pieces <strong>of</strong> information can reasonably<br />

be left for later consideration to be satisfactorily resolved at or before the latest date stated<br />

for completion <strong>of</strong> the construction <strong>of</strong> the <strong>Barakah</strong> 1 <strong>and</strong> 2. Therefore, commitments <strong>and</strong><br />

undertakings made by ENEC in the PSAR <strong>and</strong> in RAI responses to provide information or to<br />

complete actions after the issuance <strong>of</strong> the Construction Licence are evaluated by the FANR<br />

staff for Conditional Acceptance. These commitments fall into the following four categories.<br />

• Provide an update to the PSAR including information from RAI responses<br />

• Provide the information in the Final <strong>Safety</strong> Analysis <strong>Report</strong> or in one <strong>of</strong> the other<br />

documents that is provided with the Operating Licence Application (OLA) which will<br />

be evaluated during the next phase <strong>of</strong> the FANR review for <strong>Barakah</strong> <strong>Units</strong> 1 <strong>and</strong> 2<br />

• Provide information at a certain date after Construction Licence issuance
