FANR concludes that Chapter 15 <strong>of</strong> the PSAR, along with supplemental application<br />
materials, demonstrates the compliance with relevant regulatory requirements, contained<br />
primarily in FANR-REG-03.<br />
5.19 Chapter 16 - Technical Specifications<br />
Chapter 16 <strong>of</strong> the PSAR describes the Technical Specifications for <strong>Barakah</strong> <strong>Units</strong> 1 <strong>and</strong> 2.<br />
Technical Specifications provide detailed operating conditions which the plant must conform<br />
to during operation. The PSAR describes the criteria to determine which structures,<br />
systems, <strong>and</strong> components (SSCs) must be included into the Technical Specifications. In<br />
addition, the PSAR describes the Definitions used to implement TS requirements, the rules<br />
<strong>of</strong> reading <strong>and</strong> complying with the Limiting Conditions for Operation (LCO), Actions, Logical<br />
Connectors, <strong>and</strong> Surveillance Requirements, <strong>and</strong> the <strong>Safety</strong> Limits, the system LCOs, <strong>and</strong><br />
Design Features. There are also requirements for the Radiation <strong>and</strong> Environmental<br />
Monitoring <strong>of</strong> the Nuclear Facility <strong>and</strong> the requirements for the facility’s Administrative<br />
Controls.<br />
FANR concludes that Chapter 16 <strong>of</strong> the PSAR, along with supplemental application<br />
materials, demonstrates the compliance with relevant regulatory requirements, contained<br />
primarily in FANR-REG-03 <strong>and</strong> FANR-REG-06.<br />
5.20 Chapter 17 - Management <strong>of</strong> <strong>Safety</strong> <strong>and</strong> Quality<br />
Assurance Program<br />
Chapter 17 <strong>of</strong> the PSAR describes the ENEC quality assurance program <strong>and</strong> describes the<br />
management systems used to continually improve nuclear safety, security, <strong>and</strong> quality for<br />
the <strong>Barakah</strong> facility <strong>and</strong> site. ENEC’s management system encompasses the processes<br />
used to manage the company’s business <strong>and</strong> technical functions, <strong>and</strong> provides the<br />
framework for the development <strong>of</strong> policies, procedures, <strong>and</strong> a strong nuclear safety culture.<br />
The ENEC Management System is described in a program document <strong>and</strong> conforms to IAEA<br />
st<strong>and</strong>ards.<br />
ENEC’s quality assurance program is documented in ENEC Quality Assurance Manual<br />
(EQAM). The EQAM is identified as the top-tier QA document that provides ENEC’s overall<br />
philosophy for quality <strong>and</strong> safety. The EQAM complies with the Quality Assurance<br />
st<strong>and</strong>ards <strong>of</strong> ASME <strong>and</strong> KEPIC. The PSAR states that the EQAM establishes the QA<br />
requirements, <strong>and</strong> that they are applied in a graded manner in order to address certain<br />
equipment <strong>and</strong> activities that are not safety-related. Management system, safety, <strong>and</strong><br />
security culture, <strong>and</strong> quality assurance for commissioning <strong>and</strong> operations are not described<br />
in the PSAR but will be described in the FSAR.<br />
FANR concludes that Chapter 17 <strong>of</strong> the PSAR, along with supplemental application<br />
materials, demonstrates the compliance with relevant regulatory requirements, contained<br />
primarily in FANR-REG-01 <strong>and</strong> FANR-REG-06.<br />
There are no significant issues requiring further assessment following the issuance <strong>of</strong> the<br />
construction licence <strong>and</strong> before the submission <strong>of</strong> the OLA.<br />
