SER Summary-CLA <strong>Barakah</strong> <strong>Units</strong> 1&2<br />

The facilities <strong>and</strong> equipment include counting rooms, a personnel decontamination facility,<br />

an instrument hot shop, <strong>and</strong> an access control station, as well as the various types <strong>of</strong><br />

radiation monitoring instrumentation. This includes the laboratory, portable, air, individual<br />

<strong>and</strong> emergency radiation monitoring equipment that will be available at the <strong>Barakah</strong> facility.<br />

FANR concludes that Chapter 12 <strong>of</strong> the PSAR, along with supplemental application<br />

materials, demonstrates the compliance with relevant regulatory requirements, contained<br />

primarily in FANR-REG-03, FANR-REG-04, <strong>and</strong> FANR-REG-11. FANR concludes that there<br />

is a sufficient basis for establishing that expected doses will be within established dose limits<br />

for workers <strong>and</strong> members <strong>of</strong> the public, <strong>and</strong> for demonstrating that the plant design is<br />

ALARA.<br />

FANR will conduct further review <strong>of</strong> source terms used in shielding <strong>and</strong> the contamination<br />

control <strong>and</strong> minimization <strong>of</strong> waste program during construction.<br />

5.16 Chapter 13 - Conduct <strong>of</strong> Operations<br />

Chapter 13 <strong>of</strong> the PSAR describes the proposed conduct <strong>of</strong> operations which includes<br />

management <strong>and</strong> support organizational structure, staffing levels, qualification requirements,<br />

contractor relationships, training <strong>and</strong> procedures programs for plant staff, <strong>and</strong> internal review<br />

<strong>and</strong> audit processes, including auditing <strong>of</strong> the quality assurance <strong>and</strong> emergency planning.<br />

The PSAR describes corporate functions, including executive management involvement with<br />

the project; the division <strong>of</strong> responsibility between ENEC <strong>and</strong> the prime contractor; ENEC’s<br />

organizational definitions, management controls, <strong>and</strong> responsibilities <strong>of</strong> key management<br />

personnel; <strong>and</strong> the personnel qualification requirements to support design, construction, <strong>and</strong><br />

initial testing for <strong>Barakah</strong> <strong>Units</strong> 1 <strong>and</strong> 2.<br />

The PSAR describes plant staff training plans <strong>and</strong> programs <strong>and</strong> procedure development<br />

plans that facilitate qualification <strong>of</strong> personnel <strong>and</strong> help to guide safe, reliable, <strong>and</strong> efficient<br />

plant operation. In addition to plant operation, the training <strong>and</strong> procedure plans <strong>and</strong><br />

programs reviewed are applicable to administrative controls, plant maintenance, emergency<br />

preparedness, testing, security, <strong>and</strong> radiation protection.<br />

The purpose <strong>of</strong> the ENEC’s internal review <strong>and</strong> audit program is to confirm that internal<br />

audits <strong>and</strong> independent reviews <strong>of</strong> the management system, including the quality assurance<br />

program, across all levels <strong>of</strong> the organization are adequately planned, scheduled, <strong>and</strong><br />

conducted.<br />

The PSAR states that ENEC’s emergency planning <strong>and</strong> preparation include planning <strong>and</strong><br />

design process, <strong>and</strong> the organizational capability to adequately execute the plan in response<br />

to emergency situations.<br />

FANR concludes that Chapter 13 <strong>of</strong> the PSAR, along with supplemental application<br />

materials, demonstrates the compliance with relevant regulatory requirements, contained<br />

primarily in FANR-REG-01, FANR-REG-02, FANR-REG-03, FANR-REG-06, FANR-REG-12,<br />

<strong>and</strong> FANR-REG-17.<br />

FANR will conduct further review <strong>of</strong> the development <strong>of</strong> the elements <strong>of</strong> emergency planning<br />

for operation, during construction.<br />
