RIVM Report 703719064Abstract<strong>Drugs</strong> <strong>of</strong> <strong>abuse</strong> <strong>and</strong> <strong>tranquilizers</strong> <strong>in</strong> <strong>Dutch</strong> <strong>surface</strong> <strong>waters</strong>, dr<strong>in</strong>k<strong>in</strong>gwater <strong>and</strong> wastewaterResults <strong>of</strong> screen<strong>in</strong>g monitor<strong>in</strong>g 2009In the <strong>surface</strong> <strong>waters</strong> <strong>of</strong> the rivers Rh<strong>in</strong>e <strong>and</strong> Meuse, twelve drugs that are listed<strong>in</strong> the <strong>Dutch</strong> Opium act were detected at low concentrations. They are from thegroups amphetam<strong>in</strong>es, <strong>tranquilizers</strong> (barbiturates <strong>and</strong> benzodiazep<strong>in</strong>es) opiates<strong>and</strong> coca<strong>in</strong>e. Dur<strong>in</strong>g dr<strong>in</strong>k<strong>in</strong>g water production, most compounds are removed orconcentrations are substantially lowered. In f<strong>in</strong>ished dr<strong>in</strong>k<strong>in</strong>g water, threebarbiturates were still detected <strong>in</strong> very low concentrations (up to 12 ng/L). Theamounts are below health based provisional dr<strong>in</strong>k<strong>in</strong>g water limits. Ongo<strong>in</strong>gmonitor<strong>in</strong>g <strong>of</strong> the presence <strong>of</strong> these compounds <strong>in</strong> water <strong>and</strong> possible long-termeffects on human health are a po<strong>in</strong>t <strong>of</strong> <strong>in</strong>terest. It is recommended to <strong>in</strong>vestigatepossible ecotoxicological effects. These f<strong>in</strong>d<strong>in</strong>gs are the results <strong>of</strong> a RIVM <strong>in</strong>vestigation performed under theauthority <strong>of</strong> the VROM-Inspectorate <strong>of</strong> the <strong>Dutch</strong> M<strong>in</strong>istry <strong>of</strong> Infrastructure <strong>and</strong>the Environment. This <strong>in</strong>vestigation was carried out <strong>in</strong> cooperation with KWRWatercycle Research Institute <strong>and</strong> the Research Institute for Pesticides <strong>and</strong>Water <strong>of</strong> the University Jaume I (Spa<strong>in</strong>). A total <strong>of</strong> 65 water samples wereanalysed for 37 different drugs <strong>of</strong> <strong>abuse</strong> <strong>and</strong> metabolites. In addition to <strong>surface</strong><strong>waters</strong> <strong>and</strong> dr<strong>in</strong>k<strong>in</strong>g water, sewage <strong>waters</strong> were also analysed. The compoundscan be detected due to the <strong>in</strong>creased sensitivity <strong>of</strong> analytical methods nowadaysavailable. However, drugs have probably been present <strong>in</strong> the aquaticenvironment s<strong>in</strong>ce they have been used by humans.Substantial fractions <strong>of</strong> the total load <strong>of</strong> drugs <strong>in</strong> the Rh<strong>in</strong>e <strong>and</strong> Meuse riversenter the Netherl<strong>and</strong>s from abroad. There is also a contribution througheffluents from sewage water treatment plants <strong>in</strong> the Netherl<strong>and</strong>s. Theconcentrations found <strong>in</strong> <strong>Dutch</strong> sewage water are <strong>in</strong> the same range asconcentrations found <strong>in</strong> other Western European countries. Based on themeasured concentrations, coca<strong>in</strong>e consumption <strong>in</strong> some <strong>Dutch</strong> cities could beestimated <strong>and</strong> compared.Keywords:<strong>Drugs</strong> <strong>of</strong> <strong>abuse</strong>, dr<strong>in</strong>k<strong>in</strong>g water, <strong>surface</strong> water, sewage treatment plants,monitor<strong>in</strong>gPage 3 <strong>of</strong> 90
