The <strong>Highway</strong> <strong>Patrol</strong> hashad troopers at the constructionsite watching for any signs ofTpr. Guthrie’s remains as thework proceeded. The discoveryof the remains was madeas work took place January 12,2012.Family and friends held aprivate graveside service on Saturday,January 21, 2012.He is survived by his wife,Teresa, daughter, Amber, andsons, Dylan and Cody. Troop B Assists Two Local FamiliesTroop B adopted two families this year. One family lives in Canton, MO, and included agrandmother who is raising her two grandsons, ages seven and nine. The second family(pictured) is from Lewiston, MO, and includes a dad who is raising his seven-year-old twingirls, an eleven-year-old daughter, and a 15-year-old son. Santa (retired Lt. Mike Platte) madea special appearance when Troop B’s elves delivered gifts and food. The troop holds fundraisersthroughout the year to make this project happen.Officers, Kmart Take Our Youth ShoppingOperation T.O.Y.S. (Take OurYouth Shopping) took place on December17, 2011, at the Kmart store inJefferson City, MO. Troop D Recognizes Sonya PerrymanBy Sgt. Michael W. “Mike” Watson, Troop DSummertime for most nine-yearoldsis filled with playing outside, makingtrips to the city pool, and generallyenjoying not having to get up early forschool. One July day proved to be lifechanging for one youth from JasperCounty.On July 3, 2011, Sonya Perrymanwas traveling in Barry County withher brother in a pickup driven bytheir mother. Driving around a curve,Sonya’s mother lost control of the vehicleand overturned off the roadway.Following the crash, Sonya unbuckledherself from her seat belt and attendedto her brother, Logan, but was notable to remove him from his seat belt.Sonya’s mother, Linda, who was notwearing a seat belt at the time of thecrash, was ejected and her leg pinnedunder the truck.Seeing both her mother andbrother injured and unable to summonassistance, Sonya decided to leavethe crash scene to locate help. Withinternal injuries, numerous cuts andscrapes, and a neck injury, she rannearly a half-mile to a residence andmade contact with the home owner,(officers l to r) Cpl. Jeffery L. Prewitt, Sgt. Sonya describedwhat had happened, and wasable to direct emergency personnel towhere the vehicle was located.Later, at a hospital in Springfield,Sonya required surgery to repair internalinjuries, several staples due tocuts, and until recently, had to wear aneck brace for a torn ligament in herneck. A family member described thefinal rest of the vehicle as an area noteasily seen from the roadway. If Sonyahad not gone for help, it might haveextended the period of time before discovery.Both her mother and brotherhave since recuperated.The <strong>Patrol</strong> recognized her courageousefforts on October 14, 2011,with a Certificate of Appreciation.Members of Troop D presented it toher at the Service Center in Carthage,MO.Communications Operators Gather For TrainingBy Chief Oper. Roger D. Martin, Q/ICTDCommunications operators fromaround the state converged in JeffersonCity in October and Novemberto complete 16 hours of in-servicecontinuing education. This year’s inservicefocused on the professionaldevelopment courses required for allcommunications operators within Missouri.Topics included telephone andradio technique, customer service,and Americans with Disability Act(ADA) standards. In addition, operatorsreceived an overview of <strong>Patrol</strong>car mobile radio system installationand troubleshooting on both the FordCrown Victoria and DodgeCharger. High-Tech Rapid Response Vehicle Joins <strong>Patrol</strong> FleetChief Oper. Roger D. Martin, Q/ICTDIn late September 2011, the Missouri<strong>State</strong> <strong>Highway</strong> <strong>Patrol</strong> took deliveryof the fourth Rapid ResponseVehicle (RRV) purchased to supportemergency response needs throughoutthe state. The RRV transport is aspecially equipped one-ton ChevroletSuburban carrying a high tech communicationsplatform. It is designed towork alone or in conjunction with theMobile Command and CommunicationsVehicle (MCCV) maintained by the<strong>Patrol</strong> and Sikeston DPS, as well as theother RRV maintained throughout thestate.The electronic systems are poweredeither by the Suburban engine ornormal household electrical power. Theinterior redesign of the RRV includes arearward facing operations bench thatallows two operators to work systemelectronics from inside the truck. Thisis an improvement from the single seatoperations capability of earlier RRV. Inaddition, the capabilities of the RRV canbe moved inside a standing structureusing fiber optic cable fly-away equipment.The RRV satellite communicationsdish provides voice over internet protocol(VoIP) telephone service as well asdata connectivity to the <strong>Patrol</strong> networkand the open Internet. The data packagehas been improved slightly overearlier models to allow more broadbandcapability, thus increasing the numberof mobile computer devices the platformcan support. The RRV is equippedwith four cameras mounted to the top ofthe vehicle. A fifth camera is mountedto a six-foot mast. The mast mountcamera features full function pan-tiltzoom(PTZ) from an interior controlor through the Internet. Video is recordedon site for evidence, and can bestreamed over the Internet to publicsafety officials allowing them to see acrisis situation firsthand. In addition tothe standard camera systems, the RRVis equipped with a receiver array forthe microwave downlink feed from thecamera system affixed to the <strong>Patrol</strong> helicopterstationed at Jefferson City, andwill link to the two wireless camerakits owned by the <strong>Patrol</strong>.The RRV has <strong>Patrol</strong> and mutualaid radio systems onboard; 700/800megahertz systems used by manymunicipalities; and both marine andaviation band radios. JoeSchuengel Memorial <strong>Highway</strong>”.On October 21, 2011, ColonelRonald K. “Ron” Replogle, Q/Staff,and Captain Ronald S. “Ron” Johnson,Troop C’s commanding officer, leda ceremony dedicating a portion ofInterstate 64 from Boone’s Crossingoverpass west to the Spirit of St. Louisoverpass in St. Louis County the “<strong>Highway</strong><strong>Patrol</strong> Sgt. Joe Schuengel Memorial<strong>Highway</strong>”. Sgt. Joseph G. “Joe” Schuengelwas killed tragically on October 15,2010, when the helicopter he was pilotingcrashed. He was the 29th member of the <strong>Patrol</strong> to lose his life in the line ofduty. Col. Replogle spoke of Joe’s career and of his piloting skills. His mother,Georgianna Schuengel, briefly spoke about how Joe would have been soproud to have this portion of the interstate, adjacent to the Spirit of St. Louisairport where Joe spent most of his time, dedicated in his honor. Joe’s familyand representatives of Laclede Gas Company, his previous employer, attendedthe ceremony. Representatives from MoDOT, The MASTERS, BackStoppersInc., and Missouri <strong>State</strong> Troopers Association, several <strong>Patrol</strong> chaplains, andmembers from Troop C also attended.January-February 2012/<strong>Patrol</strong> News 15

CAP Class Celebrates GraduationBy Sgt. Al P. Nothum, Troop CAfter eight weeks of classroominstruction and hands-ontraining, the 2011 Troop C CommunityAlliance Class graduated!During the awards presentation,members of the class receivedplaques recognizing them fortheir dedication to the program.Graduation night took place atTroop C, and included a slideshow featuring the class and themany activities in which theywere involved. Some of the photoshighlighted the participantsshooting at the range, taking partin DWI night, and learning allabout stop and approach.This year’s program startedon October 4, 2011, with 18 peoplefrom the community making up theclass. They met every Tuesday eveningthroughout the months of October andNovember. These students areenrolled in the Crime Scene Investigation/LawEnforcement vocational pro-gram through the Northland CareerCenter. The students were exposed tothe history of the <strong>Patrol</strong>, the Troop ASpecial Weapons and Tactics (SWAT)team, and the <strong>Patrol</strong>’s Major Crash InvestigationUnit. They attended coursesinvolving DWI enforcement, and stopand approach. Upon completing thealliance program, each student receiveda certificate of recognition signed byColonel Ron Replogle, Q/Staff, andCaptain Robert L. Cobb, Q/PIEDAs they entered the Academygymnasium on December 16, 2011, the94th Recruit Class made their presenceknown with their quiet, dignifiedprocession. They walked a little bit taller... a little bit straighter ... and witha little more confidence than they hadon July 1, 2011, when they first enteredtraining. The graduation ceremonybegan with the regal presentation ofcolors by the Troop F Color Guard.Trooper Andrew A. Armstrong, TroopF, sang the national anthem. His clear,tenor voice washed over the audiencewith a gentle vibrato in allthe right phrases.Missouri AttorneyGeneral Chris Kosterserved as keynotespeaker. AG Koster toldthe class the AttorneyGeneral’s Office valuesdeeply its relationshipwith the <strong>Patrol</strong>. “It is anhonor to serve you, toserve with you, and to beyour friends.” He thentold the class that fromDecember 16, 2011, forward,everything they do,every decision they makewill be done in the nameof the people of the stateof Missouri. “Understandingthis responsibility is aprocess,” said AG Koster.“It reveals itself over along time.” He said the reason theMissouri <strong>State</strong> <strong>Highway</strong> <strong>Patrol</strong> is soselective is because the responsibilityis so large. Administrators, Staff SchoolLaw Enforcement OfficersBy Sgt. Douglas J. “D.J.” Hedrick, Troop AIn October 2011, a group of PlatteCounty R-3 School District administratorsand staff played a game ofbasketball. Their opponent consistedof local law enforcement officers, andthe game took place at the Platte CityMiddle School in Platte City, MO. Thegame served as a way to raise moneyfor the Platte County Education Foundation(student scholarship fund) and“Shop With A Cop”. A total of $341 wasraised for the two causes.It was evident from the start thatthe school’s team had prior playingexperience–they quickly jumped toa 20 to 7 lead. We learned later thatone staff member held the record forthe most free throws made and freethrows attempted in MIAA women’scollege basketball. In fact, several staffmembers had played collegiate basketball.There were some highlights forthe officers. Troop A’s “High flying”Corporal Carl A. Taibi’s “run andgun” enthusiasm brought severalcheers from the crowd. Carl threw upa half court shot because his teammateson the bench yelled, “Shoot!”Carl thought the clock was runningout. (There were five minutes left inthe half.) Trooper Matthew J. “Matt”Yoder–we like to call him “Hillbilly”–kept the quick pace going, while otherplayers were asking for a “sub” aboutevery other time down the court.The law enforcement team consistedof officers from the Missouri <strong>State</strong><strong>Highway</strong> <strong>Patrol</strong> (assigned to PlatteCounty), the Platte City Police Department,and the Platte County Sherriff’sDepartment. The <strong>Patrol</strong> members participatingincluded Tpr. Yoder, TrooperChadwick S. “Chad” Kutzner, Cpl.Taibi, and myself.Platte City Sergeant RobertNewan and <strong>Patrol</strong> Officer Matt Mc-Combs were able to bring this benefittogether. The basketball game willbenefit two valuable organizations. Sgt.Newman said the “Shop With A Cop”program allows area law enforcementto spend a few hours with local childrenwhile they enjoy picking out theirfavorite toys and games. This year’s“Shop With A Cop” event took place atthe local Wal-Mart on December 10,2011.The ending score was 74 to 35 infavor of the school district. The route tookrunners along the Current River, BigSpring, and the Civilian ConservationCorps (CCC) historic district.The 71 runners and walkers enjoyedboth the event and the beautifulweather, raising more than $1,500 forthe Sgt. Dewayne Graham ScholarshipFund. Awards were presentedin four divisions, from ages 12 to 50and above, for both female and maleentries. Association Honors Two TroopersBy Sgt. William W. “Bill” Lowe, Troop AOn November 18, 2011, the MetropolitanPolice and Sheriff’s Associationhonored Trooper Frederick F. “Fred”Guthrie Jr., posthumously, with theirMedal of Valor. This organization honoredSergeant Mark D. DeGraffenreidwith the Medal of Valor, and namedhim Officer of the Year.On June 1, 2011, Sgt. DeGraffenreidwas involved in a pursuit on U.S.<strong>Highway</strong> 65 in Saline County. The St.Joseph man driving the vehicle wasconsidered to be a suspect in a homicide.As the suspect made a U-turn ata median crossover, he fired severalrounds at Sgt. DeGraffenreid, whoexpeditiously exited his patrol vehicleand returned fire.While pursuing the suspect northon U.S. <strong>Highway</strong> 65, the suspect beganfiring indiscriminately, with a highpowered rifle, at motorists travelingsouth. Two innocent motorists sustainedgunshot wounds during thecourse of the pursuit; both survivedthe incident. When the suspect’s vehiclebecame disabled, he stopped thevehicle on the right shoulder, exitedhis vehicle, and began firing at Sgt.DeGraffenreid and other law enforcementofficers as he rounded a curve.The suspect subsequently died of aself-inflicted gunshot wound. Sgt. De-Graffenreid placed himself at risk toensure this suspect was apprehendedand was no longer a threat to the citizensof Missouri. Because of this actof valor, the Metropolitan Police andSheriff’s Association not only honoredSgt. DeGraffenreid with the Medal ofValor, but they also named him the Officerof the Year.On August 1, 2011, Tpr. Guthriewas assigned to Missouri River flooddetail in Holt County with his partner,K9 Reed. Tragically, both were sweptaway by swift-moving floodwaters onMissouri <strong>Highway</strong> 118. Tpr. Guthriewas a combined 17-year-veteran of theformer Missouri <strong>State</strong> Water <strong>Patrol</strong>and the Missouri <strong>State</strong> <strong>Highway</strong> <strong>Patrol</strong>.Tpr. Guthrie is survived by hiswife, Teresa, daughter, Amber, andSgt. Mark D. <strong>Patrol</strong> Recognizes <strong>State</strong> Park Marina EmployeesBy Sgt. Jason M. Pace, Troop DA year has passed since the heroicrescue of passengers from the ShowboatBranson Belle, but the effortsof many will never be forgotten. OnDecember 11, 2010, over 600 peopleboarded the Showboat Branson Bellefor a dinner cruise, but what they gotwas quite an experience. The showboatlost power and the weather tooka turn for the worse. Strong gustsof wind pushed the Branson Belleinto a rocky peninsula, about 70 feetfrom the shore, and the temperaturesdipped to the 20-degree mark. As the50 mph winds were threatening abreach of the boat’s hull, the situationdemanded immediate attention.Responding agencies had to determinehow to remove the large numberof people from the boat safely, and doso across the frigid water, avoiding thethreat of injury or death. With the assistanceand expertiseof the employees fromthe <strong>State</strong> Park Marina,a decision was madeto bulldoze a pathfrom the shoreline tothe boat, and utilizethe marina’s 40-footcatwalk. For the nextseveral hours, throughthe challenging elements,the marina staffworked to create apath across the lake tothe showboat, whicheventually allowed forthe safe removal of allof the passengers.Recently, Capt. Gary Haupt,Q/WPD and now retired, presented aCertificate of Appreciation to the <strong>State</strong>Park Marina employees. The <strong>State</strong>Park Marina employees gave unselfishlyof themselves and their resourcesto help rescue the passengers ofthe Showboat Branson Belle. Michael A.“Mike” ThayerOn July 1, 2011, Chief CommunicationsTechnician Michael A. “Mike”Thayer, Q/CommD, retired after 32years and 10 months of service withthe Missouri <strong>State</strong> <strong>Highway</strong> <strong>Patrol</strong>.Mike started his career with the<strong>Patrol</strong> at Troop A Headquarters onSeptember 1, 1978, as a radio operator.In 1985, he moved to Jefferson Cityto fill the tower maintenance positionat the Radio Shop. For 10 years, Mikeclimbed towers and shared his expertisewith our communications centersaround the state. He also workedinstalling mobile radios in patrolcars, and performing electronic radiotesting in the shop’s screen rooms.In 1995, he moved to General Headquartersto provide <strong>Patrol</strong> telephonesystem support as well as maintenanceand support of other communicationssystems. He remained in that postionfor more than 16 years until his retirement.Before joining the <strong>Patrol</strong>, Mikeworked part time at the MissouriDepartment of Conservation. He soldappliances and television sets, workedon radios and televisions at a repairshop, and at the local radio station inCarrollton, MO.Mike and his wife, Lois, weremarried in 1990. Lois has two grownchildren from a previous marriage and28 <strong>Patrol</strong> News/January-February 2012Retirementsfour grandchildren. Mike and Loisare active in the Community of ChristChurch in Jefferson City. Mike is anavid HAM radio operator, serving onthe board of the Association of SaintsChurch Radio Amateurs (ASCRA).He is a member of the Mid-MissouriAmateur Radio Club, where he is aninstructor for club-sponsored amateurradio classes. His other hobbies includephotography and other outdooractivities like camping.Mike wasn’t retired for verylong—he returned as a part-timeemployee in July 2011, to work ontelephone and other upgrades to the<strong>Patrol</strong>’s communications systems. Hisfuture plans include continued parttimeemployment with us, camping,and traveling to amateur radio activitiesaround the state.Mike, thank you for your dedicationto the <strong>Patrol</strong>. Tracy startedwith the <strong>Patrol</strong> on July 16, 1984, as ahousekeeper, at Troop G Headquarters.She became a commercial vehicleinspector in October 1989, andtransferred to Troop E, Poplar Bluff,where she spent a little over a yearbefore transferring to Troop D, Springfield.In 1992, Tracy transferred backto Troop G, where she became a commercialvehicle officer and finishedher career.Tracy is married to CVO II JohnD. Hudson, who retired February1, 2010. She has two children: herdaughter, Kim Brown, lives in WillowSprings, and son, Scott Moore, livesin Pomona, MO. Cobb, Q/PIEDThe Missouri <strong>State</strong> <strong>Highway</strong> <strong>Patrol</strong> joined a special gathering ofvictims, families, friends, safety groups, and state leaders to rememberthose affected by impaired drivers. This memorial event tookplace November 29, 2011, in the Capitol rotunda. It served as an opportunityto remember those who have been killed or injured in impaireddriving crashes. It also reminds everyone of the importanceof driving sober.Colonel Ronald K. “Ron” Replogle, Q/Staff, spoke at the event.He encouraged everyone to drive with the highest degree of care,and stressed the importance of planning for alternate transportationor a designated driver when celebrations include alcohol.While fatalities in Missouri have steadily decreased since 2005,the number of fatal crashes attributed to impaired driving has remainedsteady. In 2010, a total of 821 people died in Missouri intraffic crashes. Of those, 218 people were killed in crashes wheredrinking involvement was a significant contributing factor.The Missouri Remembers event takes place annually and isopen to the public.Col. Taylor was recognized for his part in the apprehensionof three armed men who held up the Bank of Fordland.35 years agoFebruary 1977 — Articles announced both the retirement of Col.Sam S. Smith and the appointment of Col. Al Lubker. The centerfoldshowed photos from the 1977 gubernatorial detail.25 years agoJanuary 1987 — Tpr. R.F. Wolf, Troop C, arrived at a traffic crash onMissouri <strong>Highway</strong> 47 in Franklin County. A Union, MO, firefighter wason the scene and had called for an ambulance. By the time Tpr. Wolfarrived, the ambulance had left. The firefighter told him there was onlyone occupant, and that she was probably drunk. Tpr. Wolf then droveto the hospital and inquired about the traffic crash victim. Hospital personneldirected him to an examination room, where he found a middleagedwoman. She didn’t appear injured, so Tpr. Wolf asked the womanwhy she’d been brought in an ambulance. The lady said, “I’ve got abroken heart.”15 years agoFebruary 1997 — After a rest area attendant located a purse left in theladies restroom, she called the <strong>Patrol</strong>. Tpr. Brad L. Spicer respondedand took possession of the purse, which was found to have morethan $1,850 and numerous credit cards inside. Tpr. Spicer contactedthe owner, who lived in Texas, and made arrangements to return thepurse. About a month later, the purse owner sent a money order for$400 made out to the rest area attendant and asked that Tpr. Spicerdeliver it. Tpr. Spicer arranged for a <strong>Highway</strong> <strong>Patrol</strong> Certificate of Appreciation,also. He presented both at a press conference at the touristcenter.5 years agoJanuary/February 2007 — The Department of Public Safety namedTpr. Keith A. Kinsey, Q/GD, DPS Employee of the Month for November2006. The story appeared in this issue, and explained that Tpr. Kinsey’sinvestigative skills solved three cases in a month’s time. The firstcase involved a methamphetamine laboratory in a casino hotel room.The second case included stolen money a subject was attempting to“launder” at the casino. Stosberg, Troop AOn Friday, December 16, 2011,Missouri and Kansas state trooperscooked a tasty spaghetti dinner forthe temporary residents of the RonaldMcDonald House in Kansas City, MO.Families stay at the house while theirchildren undergo medical treatment inthe KC area—sometimes for monthsat a time. Approximately 80 peopleenjoyed spaghetti that evening. Thetroopers, their families, and other <strong>Patrol</strong>employees helped with this event.The spaghetti supper was anextension of the 9th Annual TrooperMichael Newton ToyDrive. It’s the first yearthe group provided ameal in conjunctionwith delivering toys.Tpr. Newton’s parents,Bobbie and Garry, andhis son, Tyler, 13, werethere and did a lot ofthe cooking. The volunteersalso distributedthe toys they’d collectedduring the toy drive tothe kids in the house. Itwas a very heartwarmingexperience, andthe Ronald McDonaldHouse welcomed theextra effort. CEO Holly Buckendahlwas very appreciative and impressedwith the effort this year.The group also delivers toys tochildren at Children’s Mercy Hospitaland the Kansas University MedicalCenter. This annual event is the resultof the efforts of the Missouri <strong>State</strong><strong>Highway</strong> <strong>Patrol</strong> Troop A, Kansas<strong>Highway</strong> <strong>Patrol</strong>, and Krispy KremeDoughnuts. He servedin both the United <strong>State</strong>s Army andthe United <strong>State</strong>s Navy. Ralph wasemployed with the Missouri <strong>State</strong><strong>Highway</strong> <strong>Patrol</strong> from 1952 until his retirementas chief telecommunicationsengineer in 1987. He was a memberof the Veterans of Foreign Wars, RoySone Post 1003.Survivors include: two daughters,Linda Morris (and her husband, Dale)and Sammie Kirchner (and her husband,Roger), all of Jefferson City; twosons, Michael Sweaney (and his wife,Marla), of Oklahoma City, OK, andRusty Sweaney (and his wife, Tami),of Jefferson City; one brother, GarySweaney, of St. Louis, MO; nine grandchildren,Kimberly Cash (and herhusband, Bob), Della Morris, TabithaMorris, Jim Morris, Danelle Stockman(and her husband, Bill), KevinKirchner (and his wife, Cassie), AndyKirchner, Brad Sweaney (and his wife,Jessica), and Brooke Sweaney; andnine great-grandchildren, Steven Cash,Sydney Cash, Samantha Fleetwood,Abigail Fleetwood, Alexander Werdehausen,Isaac Gianoli, Paige Stockman,Taylor Stockman, and BrodyStockman.He was preceded in death by hisparents, his wife, and one sister, BettyAnn Sweaney.Graveside services were conductedon Monday, December 19, 2011,at Hawthorn Memorial Gardens withthe Reverend Ken Harland officiating.Funeral arrangements were under thedirection of Freeman Mortuary.In lieu of flowers, memorial contributionsare suggested to the CapitalWest Christian Church.The <strong>Patrol</strong> family extends its sincerestcondolences to the Sweaney family.(Reprinted with permission from the News-Tribune,Jefferson City.)Mar. 2Mar. 11Mar. 20MarchTpr. He was a good lieutenant.He was a good family man andvery devoted.”Describing Baird’s death as a“tragic loss”, Major Shelton said hewas a “good friend and a good allaroundperson.” Shelton said Bairdand his wife, Janet, did everythingtogether.<strong>Patrol</strong> Lieutenant Larry W. PlunkettJr. said, “The <strong>Patrol</strong> family lost aspecial member. Capt. Baird was notonly an outstanding troop commander,he was an exceptional friend and mentorto those who had the privilege toknow him.”Plunkett Jr. continued, “Despiterising to the rank of captain, P.C. neverlost sight of what’s really importantabout our job—the people we serveand the men and women who makethe <strong>Patrol</strong> such a great organization.That said, I think the most importanttribute I can offer Capt. Baird is thefact that his officers considered him a‘road trooper’s kind of captain’. I thinkhe would take more pride in that thananything. I hope he knew that’s justhow we feel.”Retired <strong>Patrol</strong> Lieutenant R. BrentDavis said, “Pat Baird was one ofthe finest people I have ever workedwith or for. He was a great captainwho deeply cared about the men thatworked for him. He took great painsto get to know each and every personunder his command and their families.He was a good friend and he will bedeeply missed by all those who knewhim well.”Larry Plunkett Sr., who retiredfrom the <strong>Patrol</strong> as a sergeant and isa former Wayne County sheriff, said,“Pat was one of the finest troop commandersI worked under.” DescribingBaird as “a true gentleman”, PlunkettSr. said he became friends with everyonewho worked with him “because werespected him.”Once Plunkett Sr. was electedWayne County sheriff, he continuedworking with Baird. “He worked wellwith everyone.” Plunkett Sr. added, it“made me really sad to hear he died.He will be greatly missed.”Poplar Bluff Police Chief DannyH. Whiteley recalls, “Capt. Baird wassuch a nice guy, and the ultimate lawenforcement professional. He didhis job, but the citizens he came intocontact with, whether a victim or asuspect, felt like they had been treatedfairly and professionally. He was agood friend and I will miss him.”Butler County Sheriff Mark Dobbssaid, “I remember him best from whenhe was commander over Troop E. Healways was very professional and verygood to work with. He seemed like avery good man.”In his retirement story printed inthe Daily American Republic newspaperin August 2003, Capt. Bairdexplained he came from a law enforcementfamily. His father was a policeofficer and both his older and youngerbrothers also served on the <strong>Patrol</strong>.His brother, Mike, served on the <strong>Patrol</strong>for five years, while his brother,Rick, served his entire career with the<strong>Patrol</strong> in Southwest Missouri.Capt. Baird was a student at MissouriSouthern <strong>State</strong> when he appliedand was accepted at the <strong>Patrol</strong> Academy.He began his career in TroopA’s Cass County at Harrisonville, MO,after he graduated from the <strong>Patrol</strong>’ssix-month Academy.He then worked the interstate indowntown Kansas City, MO, and becamea zone sergeant in Henry County,in Clinton, MO. He came to PoplarBluff in 1987, as a lieutenant.Capt. Baird said it was “very rewarding”to him to be promoted tolieutenant and then captain at Troop E.“I couldn’t have a better family aroundme than the personnel of Troop E. Icouldn’t have a better bunch of peopleto work with. ... I’ve got the best staffon the <strong>Highway</strong> <strong>Patrol</strong> of any troop.”“I’ve always felt that being fair andhonest was the key,” said Capt. Baird,who described it as stressful “whenyou are sitting in this chair”.Working the 13 counties of TroopE are “all these officers,” Baird explained.With the changing world, hesaid he worries about the safety ofeach one. “Every time I talk to eachone of these officers ... my last commentto them is to be careful, becauseI don’t want anything to happen tothem,” Baird explained. “...That’s mybig concern — officer safety.”On Aug. 26, 1995, he marriedJanet Wilson Walker in Clinton, MO.Mrs. Baird survives of the home.Other survivors include five children:Matthew Baird, Patrick Baird,and Bill Baird, all of Kansas City, MO,Kit Walker (and his wife, Lorie), ofNashville, TN, and Jason Walker (andhis wife, Anna), of Virginia Beach, VA;10 grandchildren; and three brothers,Rick Baird (and his wife, Glenda), ofCarthage, MO, Mike Baird (and hiswife, Connie) of Carl Junction, MO,and Brad Baird (and his wife, Tracie),also of Carthage.A memorial service was held onMonday, January 2, 2012, at CotrellFuneral Chapel in Poplar Bluff.
