INTELLIGENCE COMMUNITY CAMPUS – BETHESDA<strong>Site</strong> <strong>Development</strong> <strong>Guide</strong>6.1 Short Range Execution StrategyIn order to prepare the ICC-B site for future use, the highest priority is to implement life-safety forceprotection measures to protect building occupants. The critical item on this is establishing theappropriate setback zones around the occupied building on site and consolidating parking to a centralfacility where vehicle borne threats can be managed more appropriately.This will require implementation of the north zone improvements as the first part of the executionstrategy as shown on Figure 6.1. These improvements include construction of the new Parking Facility,Entry Control Point, Visitor's Control Center and Access Road Improvements as described in Section 3 ofthis guide. These improvements are expected to require a period of approximately 15 months to becompleted depending on the extent of related underground utility work that must be conducted inassociation with these projects.As this phase of construction gets underway, design of the south campus improvements can begin sothere is no delay in completing required building safety upgrades. Given the need to coordinate this workwith ongoing site operations a detailed construction phasing plan will need to be developed to avoid anymission conflicts during construction.Provided construction of the north campus improvements is initiated in 2011, we expect the site could beready for full personnel loading by the end of 2016. Integral to this plan is the focus on providing corebuilding completion suitable for occupants to fit out with required mission equipment, user ITinfrastructure and furnishings as part of the building rehabilitation efforts.6.2 Long Range Execution StrategyThe design basis for these space planning redevelopment efforts is based upon 25-year site occupancyprojections. These include operational space for up to 3,000 employees at the site and all expectedfuture mission equipment that may be required during this planning window.6.3 Project MilestonesThe ICC-B redevelopment project was a result of the 2005 series of Base Re-Alignment and Closure(BRAC) decisions which consolidated existing site operations to Ft. Belvoir, Virginia. <strong>Planning</strong> for reuse ofthe Sangamore Road site began in 2008 when the Department of Defense requested authorization toevaluate the site for alternate uses.Over the last three years there has been a significant number of site evaluations conducted to adapt thesite for future missions. The current program identifies requirements for redeveloping the site over thenext six to eight years as an integrated intelligence community campus. This will be accomplished in aphased manner as funding permits. The interim objective is to have the initial site upgrades completeand ready for use by the end of 2016.Section 6: Page 1 of 2
