The building of the Delegation of the European Commission,for instance, became unsuitable and the staff was evacuated to Santo Domingo.Losses, material and human, of such a magnitude that affected external agencies contributedto making the rapid organization of an emergency response all the more precariousand more dependent on headquarters outside of Haiti.As noted in the PDNA, by striking at the very heart of the Haitian economy andadministration, the earthquake had an acute effect on the human and institutionalresponse capacity both of the public and the private sectors, of international technicaland financial partners, and certain NGOs.17
In the affected area, 30 out of 49hospitals were damaged or destroyed.Haiti’s University and EducationalHospital (HUEH), the country’s largesthospital, suffered serious physical as wellas functional losses. The hospital lostseveral staff during the earthquake.Photo: PAHO/WHO, Victor Ariscain
