If youhappen to be looking up, you willoften see the planes long before youhear them. Once in a while, it is nottoo annoying - in fact, it can be quiteexciting. For a group of residentsin northeastern Corrèze, however,enough is now enough.Since the number of fighters at thelocal airbase recently increased, theroar of low-flying jets has becomea regular occurrence, often for asmany as 8 hours a day. “Sometimes,I think I can see the pilot's helmet,”said one resident. “It is as if a stormis breaking directly over your head,”complained another.<strong>The</strong> area in question is to theeast of the Beaulieu-Tulle-Treignacaxis, a zone used intensively formilitary training. For several yearsnow, trainee pilots have taken to theskies for 5 days each week, startingat 10:30 and often continuing untilaround 18:00. Night flights are alsonot uncommon. According to localresidents, they would previouslyonly hear the aircraft once a week atmost.“When you consider that peopleoften complain about the noisemade by dogs and chickens, I findit baffling that we are not allowedto complain about these aerial exercises,”complained one resident ofSoursac. “I am not against this kindof training, but why does it have tobe concentrated in our area?”So angry have the residents become,that they have formed a collectiveto try to put pressure on theauthorities. “We want to tell peoplethat we are taking action,” said YvesMasson. “<strong>The</strong> idea is to get as manypeople together as possible so that ourvoice carries more weight. For example,we are planning to have a huissierdocument the noise and present ourcase to the European Court.”Despite the eye-witness testimonyof a number of locals, the Ministryof Defence is adamant that planes donot fly below 2,000 metres, claimingthat “the planes can appear lowerwhen they are flying down valleys”.<strong>The</strong>re is a precedent for the AirForce breaking their own rules. In2011, an unexplained explosion washeard over much of Haute-Vienne,just after 10 a.m. one morning. Formost of the day the Gendarmeriewere unable to explain the noiseuntil the Air Force admitted that aRafale fighter jet had been in the regionaround that time; the prefecturesubsequently surmised that it hadprobably broken through the soundbarrier.Also in 2011, a Rafale fighter jetcrashed near Crocq in the east ofCreuse, killing both pilots. Locals,while upset, were not surprised bythe tragedy. “I’ve been expecting anaccident like this for many years,”said local resident Michel Baré atthe time, adding that he had complainedto the authorities on numerousoccasions. “<strong>The</strong> planes pass 20or 30 metres over the rooftops, dayand night. Sometimes we’re in thegarden with our grandchildren… it’sterrifying!” ■

It's a miracle,” MrCouzinié told the Daily Telegraph.Another resident, BaptisteDubois, put it in simpler terms:“We've hit the jackpot. It's EuroMillionson a village scale. Lotsof people were initially againstthe wind farms with people claimingit would destroy local floraand fauna, but that's not the caseat all.”When the village met to decidehow to allocate the money, itwasn't gold-plated roadsigns thatthe villagers asked for. <strong>The</strong> pressingissues in Arfons appear tobe sterilising stray cats, tacklingAsian hornet nests, eradicatingpigeon droppings and sprucing upthe old village phone box. “<strong>The</strong>ywere asking for almost ridiculouslymodest changes,” the mayorsaid. “At first these proposals oversuch trifling problems almost irritatedme. Bosniannative, Fehim Hamidovic,60, who was describedby his lawyers as a “goodgrandfather”, was chargedwith running a widespreadpickpocketing operation thatpolice believe was at onestage responsible for up to 75per cent of all thefts on theParis Metro.<strong>The</strong> Dickensian gang ofRoma girls, some as youngas 12, were forced to stealcash and valuables frommainly Asian tourists or facepunishment in the form ofcigarette burns, beatings orworse if they failed to steal€300 a day. <strong>The</strong> girls, manyof whom had been broughtto France from the Balkans,were trained to tell policethey were 12 years old - anage at which criminal prosecutionis difficult in France.<strong>The</strong> male leaders kept theirdistance from the everydayoperation of the gang.When Mr Hamidovic appearedbefore a judge inMarch this year, he appearednonplussed when asked howhe was able to fund a lavishlifestyle in his Romevilla, one that included drivinga Porsche Cayenne andDAVIDspending much of his timegambling, while declaringnothing to the taxman. Investigatorsestimated thatthe pickpocket earnings nettedhim €1.3 million in 2009alone. <strong>The</strong> court heard howphone tapping suggestedMr Hamidovic had bought a€58,000 Mercedes and discussedbuying and selling aFerrari and other luxury cars,along with a €30,000 six-caratdiamond ring and designerwatches. “We gipsies tend toboast about things that aren'tnecessarily true,” he told theincredulous judge.Mr Hamidovic claimedto be the victim of a plot toincriminate him by a rivalBosnian clan run by a mysteriousman called “Elvis”.He also claimed that signsthat the girls had been beatencould have been “selfinflicted”in further attemptsto incriminate him. “<strong>The</strong>reare 500 women and childreninvolved. I'm accused in thisaffair but have nothing to dowith it. It's Elvis,” he said.<strong>The</strong> judge disagreed andMr Hamidovic, who alreadyhas a conviction in Austriafor people trafficking, willspend the next 7 years behindbars. Cuts to the defence budgethad been suggested, but met with stiff oppositionfrom lawmakers and the armedforces. Francewill remain Europe’s number 2 in termsof military spending, behind Britain.<strong>The</strong> unveiling of the budget looksto have saved several ongoing Franco-British projects like the development ofa helicopter launched anti-ship missileand the planned renovation of the StormShadow air-launched cruise missile. <strong>The</strong>future of France's only aircraft carrier,the Charles de Gaulle, is also now secure,meaning that proposals for France andBritain to 'share' their carriers are still onthe table. Both France and Britain currentlyeach have one aircraft carrier inoperation, which spend long periods oftime in dock being serviced and refitted.Under the proposals, both countries willbe able to use the other’s aircraft carriersand one carrier will always be at sea.Opponents of budget cuts feared thata reduction in defence spending wouldhamper France's ability to mount militaryoperations such as its recent interventionin Mali. Until now, teaching andlecturing in a foreign language atFrench universities has been bannedby law, except in the case of languagecourses or visiting professors.<strong>The</strong> law in question is the 1994“Toubon” law which, among otherthings, states that French must be usedin classrooms from nursery schoolright through to university. <strong>The</strong> governmentis relaxing this law in orderto try and attract more foreign studentsto France's universities. A quickscoot round the internet reveals that cigarettetips are one of the most commonlitter items found on streets, roadsides,beaches and waterways all over theworld.But they aren’t just unsightly, did youknow that cigarette tips are also toxic?A survey conducted recently hasshown that more than 64% of smokerspolled admitted to having dropped acigarette on the ground and nearly 52%have dropped a cigarette out of a car window.Guilty as charged on the former. Duringmost of my years as a smoker, andwhile working for the world’s biggestcigarette manufacturer, I believed filterswere biodegradable and I didn’t take intoconsideration the high concentration oftoxins in the tip.Simply put, cigarette tips are toxicwaste and need to be disposed of as such.For example, another recent studyfound similar patterns of poly-aromatichydrocarbon levels, some of which arecarcinogenic, in roadside soil as cigarettetips found in the immediate vicinity, indicatingthat the chemicals had leachedfrom the tips into the soil.<strong>The</strong>re is now a growing campaign totry and help reduce the littering of cigarettetips and to highlight the very importantpoint that the billions of cigarette tipslittered around the world annually representa huge environmental and publichealth threat.Something to think about as you runthe gauntlet of smokers, and step overthe piles of tips outside the bars and restaurantshere in France…---------------------------On the subject of pavements (I seemto have been looking down a lot lately),I have become aware of just how muchdog poop there is lying on the streets. It certainlymust be in the millions of tonnes.Until relatively recently, dog poopwasn’t considered a huge biologicalhazard, except for in rare cases causinga disease called Toxocariasis.But scientists have been reconsideringthat notion after having made disturbingdiscoveries such as bacteria levels beingso high at some beaches that people haveto stay out of the water. One of the culpritsthat has been found to significantlyraise the bacteria levels is dog poop.It’s not just from poop on the beaches,as most beaches now have a ban on dogs,but run-off from surface water drains afterthat water has come into contact withthe poop. Some of the bacteria harbouredin dog poop includes E. coli and salmonella.Other than that, dog poop is just plaingross and pollutes our parks and pavements.Most of us will also have seen somebodyout walking their dog when Fifidecides to answer a call of nature, andthe owner doesn’t clean up afterwards.A fairly commonplace occurrence inFrance.Many people carry plastic bags withthem, which is great, but unfortunatelystandard plastic bags aren’t all that earthfriendly and take years to break down,although there are biodegradable/degradablebags on the market designedjust for this purpose.According to research, the ‘green’bags are mostly starch-based and willbreak down in landfill in approx 90 days.I’m assuming that the common blackbag, like most other plastics, is petrochemical-based,so the ‘greener’ bagwould be the one considered by many asbeing the more environmentally friendlyoption. It’s a little difficult to accuratelysay which is more ‘green’ as even starchbasedplastics require petrochemicalsalong the way, plus herbicides, pesticidesand other chemicals in the manufacturingprocess. Well, when you consider that'phishing' scams alone in the UK earnedthe cyber criminals £600 million last year,plenty of people are caught unawares - itis much easier to fall foul of the scammersthan you would think!It is not simply a case of being 'naïve'or 'stupid'... circumstance, timing andyour emotional state of mind all comeinto it. If a scam artist sends an email to 1million people saying that there has been'unauthorised access' on their credit card,you can bet that a good number of themwill have mislaid their card that very dayand will panic.Sadly, at <strong>The</strong> <strong>Bugle</strong> we have heardquite a few stories over the years fromreaders who have fallen foul to theseattacks, so we have complied a list of afew of the more common scams that youare likely to come across in France, aswell as tips on how to avoid them. Thislist is not exhaustive, and the scammersare constantly updating them, but itshould give you an idea of the kind ofthing to look out for.Overdue Utilities/UnauthorisedAccess 'Phishing' ScamThis is one of the most common onlinescams. You receive an authentic-lookingemail from a trusted institution informingyou there has been an 'unauthorisedtransaction' on your account, or that theycouldn't 'verify your information'. In thecase of a utility company, the email mayappear to come from EDF or Orangesaying that your invoice is overdue. <strong>The</strong>email will ask you to click on a link andultimately enter your personal bankinginformation somewhere. You have infact been taken to a bogus website, whereyour information has been intercepted bycriminals, who will then use it to try towithdraw funds from your account.Microsoft Help Desk ScamThis scam involves people, oftenfrom Asian call centres, ringing up andsaying that they are representatives fromMicrosoft Technical Support. <strong>The</strong>y thentell you that they can see your computeron the internet and that it is runningslowly, either because of viruses orbecause it needs an additional piece ofsoftware - at a cost, of course. Once thescammers have gained your trust, theywill ask you to log onto your computerand then guide you through a series ofsteps that will ultimately give them accessto your computer. <strong>The</strong>y can then damageyour computer with malicious software,including installing viruses and spyware.Occasionally, they will direct you to awebsite where you are asked to fill in yourcredit card details to pay for the 'fix'.Microsoft do not, never have andnever will make unsolicited phone calls.If you receive a call from someoneclaiming to be from Microsoft TechSupport, or Microsoft, simply hang up.That, or tell them you only have Macsin your house and see how quickly theyhang up!Item for Sale Scam/Overpayment ScamIn its simplest form, this scam is oftena form of money laundering. <strong>The</strong> emailwill sound like a genuine reply to yourad. <strong>The</strong> tip-off is that the scammer willnever actually refer to the item for sale byname. It will always be referred to as the‘item’ or some similar term. When theircheque arrives in the mail, the amount onthe cheque will be much more than theprice you were asking for. If you emailthe person telling them of their errorthe scammer will respond and probablysuggest that you just deposit the chequein your account and send him back theoverpaid amount. <strong>The</strong>y may even offeryou additional money for your honestresponse. After depositing the chequeand sending the overpayment back tothe scammer, you will find out that thecheque was stolen or counterfeited - youmay be liable to the bank for the fullamount of the cheque if it cleared!Nigerian Email ScamThis scam is reportedly Nigeria'sthird largest industry, bringing up to $1million a day to fraudsters. You receivean emotional email from someone inNigeria asking for help to get eitherthemselves, or their money, out of thecountry. In return they will pay youa large percentage of the often hugeamount of money. However, they firstask for your bank details to pay for legalfees and transaction costs. In the end youlose a lot of money and get nothing inreturn. <strong>The</strong> scheme itself violates section419 of the Nigerian criminal code, henceit is often known as the “419 fraud.”Foreign Lottery ScamLogically, if you haven't entered alottery, you can't win it, so any lettersor emails that tell you otherwise shouldbe treated with the greatest suspicion.<strong>The</strong> 'winner' will be told to phone theprize line, which unsurprisingly is apremium-rate number, or asked to sendoff a cheque for a small amount to coveradministration fees. <strong>The</strong> amounts onoffer are often huge and the fee relativelysmall, but don't be fooled. If you sendoff any money, you will be placed on a'suckers list' and the amount of spam youreceive will explode!<strong>The</strong> imagination and sheer audacity ofthe scammers never ceases to amaze, butthere are 2 golden rules to follow that willhelp you to avoid most of them. Firstly, ifit sounds too good to be true, it probablyis. Secondly, and most importantly,TRUST YOUR INSTINCTS! ■French Savings & InvestmentsBank AccountsFrench banks offer a varietyof accounts from the straightforwardcurrent account “CompteCourant”, instant access savingsaccount “Compte sur Livret” tofixed term deposits, offering betterinterest rates over a definedperiod e.g. 3 months “Compteà Terme”. For large amounts a“Certificat de Dépôt Négotiable”can offer slightly more interestand a shorter term if necessary.For French residents, there arealso various tax-free bank depositaccounts. <strong>The</strong> most commonare the “Livret A” and the “Livretde Développement Durable”(LDD).<strong>The</strong> maximum deposit perperson is €22,950 for the “LivretA”’ and €12,000 for the “LDD”.<strong>The</strong> general conditions of theaccounts are the same and areregulated by the government.Interest is free of all taxation andthe annual interest rate is currently1.75%. Rates are generallyreviewed on a six-monthly basis.For low taxpayers, the “Livretd’Epargne Populaire” (LEP)offers an interest rate of 2.25%for savings limited to depositsof €7,700 each. To qualify, youmust prove, via a tax certificate,you pay less than €769 of incometax (in 2012) in France.<strong>The</strong> “Plan d’Epargne Logement”(PEL) is a four year savingsplan, aimed at saving forhouse purchase and home improvement.<strong>The</strong>re is no tax payableon the interest earned whilstyou are saving. If the sum is thenused for the above purpose andhas been blocked for four years,it can be withdrawn free of incometax but will be subject to“social taxes”.Share DealingYou can hold a share dealingaccount at your bank, a stockbroker,or on the internet. <strong>The</strong>normal safe custody account iscalled a “Compte Titres”. A shareis an “action” and a Governmentor Corporate Bond is an “obligation”.Most people deal in sharesthrough a specific form of investmentcalled a “Plan d’Epargneen Actions” or PEA. This accountallows you to hold and deal inFrench and European shares andprovides considerable tax advantagesON CONDITION THATno withdrawals are made for thefirst five years. Taxes may be applicabledepending on when thewithdrawal is made. Please seeour information on our website.Life AssuranceOne of the most popular formsof investment for French residentsis the “Contrat d’AssuranceVie”, a Life Assurance InvestmentBond (investments with aLife Assurance company).<strong>The</strong> reason that such policiesare so popular is because they offersignificant inheritance advantages,as well as beneficial taxtreatment for any growth and/orincome generated.To benefit from the preferentialtax treatment of thesepolicies, the insurance companyprovides the ‘wrapper’, but investorsare then able to choosethe investments which will beheld within this, either from alist of funds produced by the insurancecompany, or, for largersums (generally €500,000+), adiscretionary investment managercan be appointed to run abespoke portfolio.All French insurance companiesalso offer access to their“Fonds en Euros”. As a result,they are therefore only makingabout 3% a year at present, dueto low interest rates.An alternative to the “Contratd’Assurance Vie” is a “Bonde Capitalisation”, Capital RedemptionBond.<strong>The</strong> basic contract terms arethe same for both policies, as isthe income and social tax treatment.However, “Bons de Capitalisation”carry no inheritanceadvantages and the value of thepolicy on death is part of yourestate.<strong>The</strong>re are two clear advantagesof using these policies.Firstly, for wealth tax purposes,the amount that is declared isthe initial investment amount (orthe current value, if lower). To this 10,700 Euros can also be added the fact thatseveral people have become regular donators as a direct result of Christine being given Etoile, so the real total is much more.When this tragedy struck Christine in 2007, as you can imagine, it was both terrifying and devastating. When I posed thequestion of a Guide Dog to the Consultant at the CHU Limoges he was immediately in favour and so we started on the road thatled to Christine being accepted for a Guide Dog from Landouge School. Every single person there was kindness personifiedand each one of them went out of their way to help Christine and make her feel confident and cared for.Christine was the first English person to be given a Guide Dog from the School, and having Etoile has made a huge differenceto her life. We have always had dogs. All of them have been wonderful, but they have been pets, very much loved pets.Etoile is a pet in the house but pick up her harness and she is there waiting for it to be put on and to do the job for which shehas been lovingly trained. Walking with Etoile Christine is happy and confident, without her she is nervous and afraid, it isas simple at that. Etoile has changed her life, and she never stops being grateful for that. Together, as a family, Christine andEtoile, myself and Jack, our wonderful, now very old, Portuguese Water Dog, go for long walks, but also Christine and Etoileventure out on their own frequently for a walk around the village or a long walk into the country.
