No, that song hastaken on resonance due to the other latesummer occurrence which is as regularas the seasons... the annual visit of thein-laws.For every force there is an equal andopposite force; the Chinese have themore spiritual concept of yin and yang.My mother-in-law descended into ourlives a week or so ago - lets's call her yinand imagine that she floated down on asunbeam. As most parents will know,the summer holidays can be challenging,to say the least. I'm sure we all love ourkids, but 2 months off from school?!Let's just say my patience has beenwell and truly tested by my little ones...and it came up short. Yin arrived andsuddenly the mountain of washing thatwas stubbornly refusing to diminish isgone! Clothes iron themselves for a fewglorious weeks and it is almost as thoughthe children aren't even in the house.Unfortunately, yin comes with yangand those who have been reading TheBugle will know what is coming next.Yang means well, I'll give him that, buthas a habit of creating work. No piece ofskirting or trim is safe from my father-inlaw'smyopic eyes. “Does that look looseto you?” “No,” will invariably come theanswer, “not until you pulled it off”.I'm not saying that yang is anunwelcome house guest - he comeswith yin after all! We actually get onrather well, but it has almost become atradition for me to give him a kickingon this page. He does try and help out,by proofreading the paper for example.Only yesterday, he was checking anarticle I had written and asked, “Doyou mean illegal or unlawful in thissentence?” I was caught off guard for amoment: “Errrm, I'm not sure, what's thecontext?” He had an answer ready: “Youknow how to remember the difference,of course: unlawful means against thelaw and illegal is a sick bird!”Seriously, I have to put up with 2 and ahalf weeks of this!!I had a good laugh this monthreading the 'homework' that PresidentHollande's ministers have done over thesummer answering the question “Whatis your vision of France in 2025?” Theresponses were incredibly funny: theminister for law predicted there wouldbe no crime, the minister for housingpredicted everyone would have a cheaphouse and the minister of industrialrenewal said that France would leadthe world in industry. I'm not kidding -see the article on page 8. These are thebrightest brains in the country, peoplein whom we place the responsibilityof moulding the future of the nation.I'll admit to in the past answering thequestion “What do you want to be whenyou grow up?” with variously a cowboy,an astronaut or James Bond, but all theseanswers would have been deliveredwhen I was still at primary school. According to Lionel Roubeyrie, anengineer at LimAir, “Rain is the best weather forhigh quality air,” as this is when the level of particlesin the atmosphere is at its lowest.The figures are gathered from 10 high-techmeasuring stations across the region which collectthe readings and send them to a central databasewhere they are posted online. This importof 'yellow gold' saved manyfarmers' livelihoods as wellas many animals' lives.Now it seems the region'sfarmers are more than happyto repay that generosityas they find themselveswith the boot on the otherfoot. Following storm andflood damage earlier in theyear, many farms in thePyrenees were badly damagedleaving them withoutenough food for their livestock.The region's farmers havenot forgotten the help givento them and so far morethan a dozen local farmershave offered their reservesfor free to their compatriotsfrom the south west. Oneof those farmers is ThierryJamot, who rememberswell the trouble he facedin 2011 on his farm of 60cattle and 110 hectares. Althoughthe pass rate for driving testsin the Limousin increased by3.33% in 2012 to 53.8%, theregion still has the lowestpass rate in the entire country.It would appear that Corsicais the place to try for thefamous pink slip, with 66.9%of learner drivers passing thetest at the first attempt. The average womannow has 1.84 children - thisis below the national averageof 2.01.At the height of the babyboom years, the Limousinsaw birth rates of 2.43children per woman, but bythe early 1990s this was aslow as 1.31. Since then, therehas been a steady increase totoday's numbers. The rise inbirth rates - the largest seenin France - can only be agood thing for a largely ruralarea, but the Limousin is stilllanguishing in 17th placeamong mainland France's 22regions.Coupled with relativelylow birth rates, the Limousinis also an ageing region andthe number of deaths hasonce again outweighed thenumber of births - 9,160people died in the Limousinlast year.The average age of thelocal population is certainlythe most significant factorbehind these figures, but thecurrent economic climatecould also be dissuadingpeople from having morechildren. Detailsare still emerging, but the proposalslook set to please the artisanlobby and are expected to drop theannual earning limits for the autoentrepren<strong>eu</strong>rregime from €32,600to €19,000 for services and from€81,500 to €47,500 for sales basedbusinesses. While these precise figureshave not been detailed in thedraft law which was presented tothe cabinet, Ms Pinel did say thenew levels will correspond to the“Smic” minimum wage (on whichthe above figures, mentioned by theminister in June, were based). Not so long ago itwas cool, and wet, and then, almostovernight, it went to scorching hot andwatering suddenly became top priority.All credit to the plants that so manycould resist this temperature arch. Ofcourse, those planted last year havemore resistance than those planted inthe last few months, and annuals, whichthe majority of vegetable plants oftenare, usually suffer first. But boy doesmulching really help. Again and again,you can see the difference in a plantthat's suffering after you've applied agood mulch to its feet. It doesn't have tobe expensive - there is a lot of brackengrowing in the road verges whichwill only get destroyed later when thecantonniers do their fauchage. Rootheat is a major factor in plant death, sokeep roots as cool as possible by layingan insulating layer on top of them, andplanting in big pots so that the roots donot touch the sides too quickly. You caneven think about insulating your potswith a layer of thick newspaper, etc.before adding the compost. Obviously,this will mostly be useful for nextyear's containers now, although autumndisplays of mixed grasses with ivies,pansies or violas do look very attractive,and the insulation can protect equallyfrom the cold. You must ensure there isgood drainage.In the potagerSeptember should be quite busy... It'sreally the last opportunity to sow stufffor next year, as days are still warmenough for germination and the youngplants should, hopefully, have enoughtime to bulk up before the cooler weatherand shorter days kick in. Sow radish,spinach, spring cabbage, radicchio,oriental vegetables like kohlrabi, winterlettuce, lambs lettuce, rocket and winterpurslane. It's quite a long list that one canmake, especially if you are going to givethem a bit of protection. My favouritesare the various leaf mustards - beautifulto look at, and tangy, spicy flavours topep up a winter salad. Try Red Frills orOsaka Purple. Peas, broad beans andsweet peas can also be sown. If you sowearly enough, and October is kind, youcan have a second crop of dwarf beans topick before the frosts start.You can also sow hardy annuals andbiennials for next year - foxgloves,wallflowers, sweet williams, etc.You can plant onion sets and garlic,which will not seem to do much overthe winter but should crop earlier thanthose spring sown. If you have verywet winter ground, plant them on slightmounds to improve drainage.HarvestingThere's still lots of harvesting tobe done and gluts to be transformed.Tomatoes are still going strong, as arecourgettes and squashes/pumpkins.Runner beans and other climbing beanskeep producing as long as you pickthem regularly. When you've really hadenough, leave the last few pods to dry onthe canes for next year's seed. Walnuts,chestnuts and the last of the hazelnutscan be collected for storage. Latervarieties of apples, pears and quincesare in full spate. Try and find the timeto pick and store unblemished fruit, aswell as bottling or freezing. Foragingaround the edges of your garden canbe rewarding too, to find blackberries,sloes, rowan berries, etc. Check theedibleness, or not, of any mushroomscollected at your local pharmacy, unlessyou are an expert.Leave medlars on the tree until thefirst frosts.Collect fruit and veg seedsCollect fruit and veg seeds and,having made sure they're fully dry,store them somewhere cool and dry.This includes stones of particularlygood peaches or plums. They shouldgerminate easily in the spring if yousow them now. Remember to labelthem, and protect them from the mice.Prepare for the coldThis sounds like a strange thing tosay after such hot temperatures but itwill surely come. As well as enjoyingthe usually excellent autumn weather,consider what you'll want to grow overthe winter, and how you'll protect yourcrops. If you aren't planning to use yourveg patches, then think about how tosave yourself work in the spring andcover them with weed suppressanttextile. Get a load of manure (fumier)from a friendly farmer, or turn out yourcompost heap. Collect free brackenfrom the road verges or buy a bale ofstraw. Follow the rhythm of the yearand enjoy the changes in the quality ofthe light. At the end of the month youcan probably cut back tall perennials byhalf so they don't get blown down overthe winter. Don't waste this greenery -start mulching the slightly tender things.Divide up old clumps of things likecampanulas, hemerocallis, etc. so theystart to re-establish themselves beforethe real winter weather. Marvel at thebeauty of the asters and the late seasonflowers. Label any self-sown sports thatare of particular interest.Go round the garden witha notebookMake notes about what needs to bemoved, split, increased, etc. next year.Note what worked well for you thisyear, and what to change. Visit friendsand people with good gardens to swapor cadge treasures! It's our everyday fruit par excellence, isn'tit? Sitting demurely, maybe even boringly, alongsideits more glamorous cousins the bananas, pineapples,oranges and mangoes, nobody really stops in theirtrack and goes “Wow, a Cox's!”But this is to make a serious error because the appleis just amazing!!It's from far far away: central Asia, to be precise inthe Tien Shan region of Kazakhstan, where its wildancestor, Malus sieversii, is still found today. It migratedwest via the movements of ancient peoples - down the Silk Road, with traders, armies and evenbarbarian hordes - and has been grown for thousands of years. There are even impressions of apple pips inprehistoric pottery shards! The apple appears in ancient mythology, of course. Look at the Garden of Eden -Eve wasn't tempted by a nectarine, was she?Wherever you find apple trees, you know that someone brought them there.It is a highly portable and versatile fruit; fresh, dried, stored for months or transformed into cider, the applehas major advantages in terms of food value. Indeed, the old adage “An apple a day keeps the doctor away”has been proven true scientifically.Apples don't typically come from seed, but are usually grafted. That said, if you plant an apple pip, youwill end up with a tree which will probably bear fruit. Think about Johnny Appleseed in the States.The grafts can be moved easily, and the young trees are easily grown. In a village near me there are treesof a certain variety from the other side of France, brought in the knapsack of a man fleeing the German occupationduring the war. As well as being of practical importance, it was a way of keeping links with hishomeland.How sad it is that we are now used to just a handful of perfect supermarket fruits - the Pink Ladies and theGolden Delicious among them. Our kids will think that this is all there is to apples, but …There are more than 7,500 known cultivars of apples, with a huge variety of tastes and textures and qualities.Some are for cooking, others for keeping, making compote, drying, making cider, etc. There are endlessvariations, if we don't lose them all through our neglect!!France was at one stage a hotbed of orchard production and hundreds of varieties were created, but it hasunfortunately, as elsewhere, lost many of these. While in some countries there has been a resurgence, here itis only just starting and we should all give it our support. Why not try asking for old varieties in your localgreengrocer or farm shop?So, September is an excellent month to go out spotting orchards and trying to taste the diverse world ofapples.

The maindifference when writingout a French cheque is that theamount that the cheque is forgoes at the top where on a Britishcheque you would normally putthe name of the person that youare making the cheque payable to.After “Payez contre ce chèque”write the amount in words. Youcan write the cents in letters ornumbers. You will find usefulinformation to help you to converta number into French words atwww.<strong>eu</strong>ro-cheque.com/EC-fr.htmFrom a legal point of view theamount in words is more importantthan the amount in numbers.After “à” write the name of theperson or company you want topay (e.g. Mme Brown / EDF).After “€” you need to fill in thisbox with the amount in numbers.Do not forget that in French apoint marks the thousands, whilea comma marks the cents (e.g.1,030.20 in English = 1.030,20 inFrench).After “A” under the box with theamount in numbers write the nameof the place where the cheque isbeing written (e.g. Limoges).After “Le” write the date.Signature: Finally, you need tosign the cheque in the space underthe place and date.WARNINGOnce an account is opened, youcan order a chequebook, which issent to you or held at the branchfor collection. The bank mayrefuse to give you a chequebookbut you must be told the reasonwhy.In France there is no equivalentto the UK cheque guarantee cardsystem. Your cheque is consideredto be as good as cash. It is commonto be asked for proof of identitywhen paying by cheque.If you find yourself in thesituation where you have writtena cheque that your account cannotcover, this can result in a ban onwriting cheques or opening a newbank account for up to five years.It is a criminal offence to write acheque that your account cannotcover.Banks in France cannot issuea chequebook to a person listedon the Banque de France unpaidcheque database. Capital gainsmade on the sale of a primaryresidence by a French-residentowner will not be affected becausethe main residence exemptionwill continue to apply.On 1st February 2012 theprevious government introduceda scale of “taper relief”reduction applied to gains inaccordance with the length ofproperty ownership. The effectof this was that 100% gainrelief was given after 30 yearsownership.This scale was introduced toreplace the scale which providedfor full relief after 15 yearsof ownership. However, PresidentHollande has describedthis extension as excessive andnow proposes to reduce thelength of ownership to qualifyfor 100% relief to 22 years.The 22-year scale is, in fact, are-introduction of an old scaleand if the measure follows thesame formula as the old scalethen there will be relief at 5%per annum after the first 2 yearsof ownership.Interestingly, the president ishopeful of formulating the proposalin such a way that it canactually come into force witheffect from the 1st September2013, in advance of parliamentaryapproval of the FinanceBill.The government is also proposingan additional 20% reduction,for a limited period, oncapital gains arising on sales ofsecond homes and investmentproperties. What better entertainment for all ages during the Hallowe’en season?Newly formed amat<strong>eu</strong>r group, CastawaysDrama, is staging its first production from 24-27 October in La Souterraine.We are talking ghoul, evil plots and lots of crashing and banging, for this is CastawaysDrama’s very own version of Will Shakespeare’s“Macbeth”.“We know our audiences are going to have as much fun watching as we are having in rehearsals,” says Jackie Grant, who plays one of thewitches and has been practising her hag-like cackling at every opportunity. “It’s a very visual play, extremely well directed, and you don’tneed to speak English to join in the hilarity!”This is your chance to enjoy a live theatrical performance of a play within a play that someone, somewhere intended to be a seriousproduction of the Bard’s blackest tragedy. Inevitably, everyone loses the plot and the production disintegrates into a side-splitting andeye-watering, slap-stick farce.
