2. ARREST OF SUSPECTS INVOLVED IN ROBBERY OF A SHELLGASOLINE STATION IN ILAGAN, ISABELA• On June 8, <strong>2010</strong>, elements of Isabela CIDT-2RCIDU of thisGroup together with Ilagan <strong>Police</strong> Station conducted hot pursuit operation againstsuspects involved in the robbery of Shell Gasoline Station located in Brgy.Alibagu, Ilagan, Isabela, which resulted in the arrest of three (3) suspects at thecompound of Manggahan Grill Videoke Bar, Brgy. Alibagu, Isabela; namely:- Oscar CABALDO y Espinosa, 32 years old;- Jerry MANDAC y Anselmo, 20 years old; and- Alvin SADORRA y Garcia, 21 years old.• Investigation conducted disclosed that prior to the incident,suspects on board a colored black motorized tricycle bearing Plate No. BU-7750owned by Constante RAMOS passed by at the said gasoline station severaltimes. After a few minutes, suspects wearing black and green jackets and whosefaces were covered with t-shirts arrived coming from the back of Shell shopoffice. Armed with cal .38 revolver, struck the head of Richard Resureccion, thefore court attendant and then pointed the gun to Mayeth Siagan, the fore courtcashier. Suspects carted away the cash collection amounting to Php 4,779.00from the cashier booth and immediately fled to unknown direction.• A case for Robbery was filed against the arrested suspectsbefore the NPS, DOJ, Provincial Prosecutor’s Office, Ilagan, Isabela docketedunder NPS No. II-04-INQ-10F-00067.3. ARREST OF SUSPECTS INVOLVED IN THE DISTRIBUTION OFFAKE/COUNTERFEIT DRIVER’S LICENSE• On June 8, <strong>2010</strong>, elements of AFCCD of this Groupimplemented Search Warrant Nos. 10-15978 to 10-15980 issued by Hon. Ma.Theresa Dolores C. Gomez-Estoesta, 1 st Vice-Executive Judge, NCJR, RTC,Manila at the residence/premises of Cesario ENDAYA, et. al. located atMapagmahal Street, Brgy. Pinyahan, Quezon City.• The operation resulted in the seizure/confiscation of thefollowing pieces of evidence used in the production of fake LTO driver’s license,stickers, official receipts and certification of registration for motor vehicle:- Eight (8) pieces PUJ sticker;- Two (2) pieces private sticker;- Two (2) pieces LTO Official Receipt;- Two (2) pieces Professional Driver’s License card;2 Groups’ Accomplishment Report

NEUTRALIZATION OF “ARADANAS” GUN RUNNING ANDDRUG TRAFFICKING SYNDICATE IN DAVAO CITY• On June 4, <strong>2010</strong>, elements of Davao City CIDT-11RCIDU ofthis Group intercepted and flagged-down gunrunning and drug trafficking groupon board a Toyota Hi-Ace Van with Plate No. LGA-680 at Matina Public Market,Davao City that resulted in the arrest of the following suspects, namely:- Michael Vincent ARADANAS y Avancena, 41years old, alleged leader of the group;- Reynaldo CHAN y Maribojo JR @ Toto, 25 yearsold;- Ralph MANGUBAT y Jubilan, 28 years old; and- Marvin RAMOS y Aradanas, 21 years old.• The following pieces of evidence were confiscated from thesuspects inside the vehicle:- Three (3) pieces fake Php 1,000.00 bills;- One (1) cal. 38 revolver without SN;- Five (5) rounds live ammos for cal. 38;- One (1) sachet containing white crystallinesubstance believed to be Shabu;- One (1) unit Nokia cellphone;- One (1) Hand grenade M72;- One (1)plastic tube;- One (1) test tube;- One (1) 1 needle;- Three (3) “used” aluminum foils;4 Groups’ Accomplishment Report


• Likewise, the following pieces of evidence were confiscatedinside the rented room of Michael ARADANAS:- Eight (8) rounds live ammos for cal. 22;- Twenty (20) rounds live ammos for cal. 45;- Two (2) empty cartons of cal. 45;- One (1) Impulse sealer;- One (1) water pipe tooter;- Two (2) sachets containing brown powdersubstance believed to be a concentratedMarijuana;- Three (3) sachets containing white crystallinesubstance believed to be Shabu; and- Three (3) magazines for cal. 45.• Follow-up operation was conducted at Flores Subdivision,Bangkal, Davao City, which resulted in the confiscation of two (2) sachetscontaining white crystalline substance believed to be Shabu on each arrestedsuspects, namely:- Edgar DELA CRUZ y Demafeliz, 47 years old; and- Ibrahim AYADA y Manonggal, 35 years old.• After the two (2) were arrested they immediately divulged acertain “Jeanneth”, the alleged main source of illegal drugs who was later knownas Jozamebet Canelo CALLIEDO. Sac-on, Carmen, Cebu• Consequently, when the operatives were on their way toeffect the search warrants in the vicinity of ML Lhuiller Watermelon Farms inBrgy. Cantumog, Carmen, Cebu, a firefight ensued between the subject JoshuaPARING and the police operatives, wherein the suspect was hit after engagingthe approaching policemen into a shootout. Three (3) malefactors namely,Rolando GONZALES JR @ “Kabang”, Jesus MORALES and Melvin SENCIO, allsecurity guards of the said farm who were present in the area when shoot outoccurred.• Recovered beside the body of Joshua PARING who waswounded and was immediately rushed to Danao District Hospital in Danao Cityfor medical attention but expires upon arrival, were one (1) cal .45 Armscor pistolwith SN: 1173487 with one (1) live ammunition on chamber and one (1)magazine for cal .45 loaded with one (1) ammunition. Another cal .45 Colt pistolbearing SN: 210331 with one (1) magazine loaded with five (5) rounds ofammunition were confiscated from the possession of Rolando GONZALES JR.Also recovered from the nipa hut located at said place were one (1) cal .357homemade magnum revolver without serial number, one (1) 7650 Nokiacellphone, one (1) 6630 Nokia cellphone and one (1) unit VHF radio.• When search was done in the house of Joshua PARING inBrgy. Corte, Carmen, Cebu in the presence of his wife and witnessed by thebarangay captain, recovered among others were Php 14,600.00 cash in paperbills and coins as part of the loot and assorted ammunition for various caliber offirearms. An M2 Carbine rifle was also turned-over by the wife of JoshuaPARING through the said barangay captain. ENCOUNTER WITH ROBBERY/HOLD-UP SUSPECTS ALONGMAYHALIGUE STREET, STA. CRUZ, MANILA• On April 26, <strong>2010</strong> at about 1:25 A.M., elements ofWMMCIDT-NCRCIDU of this Group together with Anti-Crime Unit of MPD <strong>Police</strong>Station 3 encountered a Robbery/Hold-up Group along Mayhaligue Street, cornerF. Huertas, Sta. Cruz, Manila that resulted in the killing of three (3) members:• @ Jonathan, about 25 to 30 years old, wearing redt-shirt, black short pants, black slippers, armedwith fragmentation grenade;• @ Cocoy, armed with one (1) cal .38 revolverloaded with four (4) rounds of ammunition; and• One (1) unidentified member described as longhair, slim built, armed with an improvised handgunor “sumpak”.• The operation stemmed from the complaint of victim, JocelynArbuyes y Mendoza, 41 years old, businesswoman and a resident of No. 91,Quezon Boulevard, Sta. However, at about11:00 P.M. of same day, Maribel Lopez received a telephone call from Ms.Rowena Martinez, the daughter of Rodolfo Martinez, informing her that the duo(Rodolfo and Joel) were arrested in front of San Roque Church, Avenida, Sta.Cruz, Manila for unknown reason and were brought to Camp Bagong Diwa,Bicutan, Taguig City.• On March 17, <strong>2010</strong>, complainant Maribel Lopez togetherwith Mrs. Rebecca Martinez, the original wife of Rodolfo went to Camp BagongDiwa, but failed to locate the whereabouts of their husband, hence, they decidedto go back home. While on their way home, Ms. Rowena called her up again andinformed them that the arresting officers of the duo were waiting for them at thecamp’s gate, thus, they were forced to go back to the said camp. Thereat, Mrs.Rebecca was approached by a male person riding on a motorcycle and identifiedhim as police officer and brought her to their office, while herein complainantstayed inside a taxi cab. Moments later, Mrs. Rebecca came back and informedher that the police officers demanded Php 150,000.00 in exchange of notpursuing the drug cases against Rodolfo and Joel and they will be freed instead.• When herein complainant and Mrs. Rebecca cannot producethe demanded amount, the police officers, later identified as SPO2 HectorGUBATINA reduced the amount to Php 100,000.00. Herein complainant insisted that she ownsthe vehicle and it has nothing to do in any manner with the offenses or crimecommitted by Rodolfo and Joel, if there was any, much so with their casesettlement.• SPO2 GUBATINA however, refused to release the saidvehicle and demanded for the original OR/CR. Since then, complainant Lopezreceived several calls and text messages from SPO2 GUBATINA and PO1REYES who continuously asked for the original OR/CR. When the complainantrefused to give the original documents of the car, SPO2 GUBATINA and PO1REYES demanded another Php 200,000.00 in exchange for the release of saidcar which was later reduced to Php 160,000.00.• With the foregoing, an entrapment operation was planned atthe agreed place and time using marked money placed on top of thebogus/bundle cash amounting to Php 160,000.00. At the height of the stake-out,the team spotted PO1 REYES on board a blue Honda Wave motorcycle withPlate No. UT-4016 passed in front of the Jollibee Food Chain and parked at thenearby street. The team was able to secure composite sketch of suspects from theartist of the Cavite PPO.• On April 21, <strong>2010</strong>, another team from AOCD of this Groupwas dispatched to Gen. Trias, Cavite to conduct follow-up investigation. Theycoordinated with PCINSP ISAGANI L CULANDING, Chief Admin of Gen. TriasMPS and concurrent PCP Commander of Manggahan Sub-Station which hasjurisdiction over the place of incident. PCI CULANDING discussed the details oftheir investigation and then furnished the team with a copy of sworn statementsof the two (2) witnesses identified as Alen Baldeo y Banaban and Ritchie Arcilla yLoren.• On the basis of the documents obtained, the AOCD teamanalyzed and thoroughly studied the modus operandi as well as description ofthe suspects given by the witnesses. Trias MPS and arranged for another round of meeting with the witnesseswherein photos of bank robbery suspects contained in the AOCD Photo Galleryof Bank Robbers.• Witness BALDEO, 30 years old, married, security guard ofsaid bank readily recognized the photograph of Baldwin BULAON and MarcelinoCAMENARES in the photo gallery and immediately executed a supplementalaffidavit pointing to the two (2) suspects from the pictures presented to him. (4) pieces of big sealed transparent plastic bag containing of MOL one (1)kilogram of suspected cocaine with DDB value of Php 2.6 Million.• During the conduct of operation, other suspects @ Nancyand @ Garcia an alleged member of PDEA, sensing the presence of operatingunits eluded arrest on board a Honda Civic colored black bearing Plate No. NAN-24 towards Dasmariñas City. Operating teams gave chase but the suspectsmanaged to escape from pursuing police operatives.• Arrested suspect was apprised of his constitutional rights,brought to PIB, Cavite PPO for investigation and proper disposition anddocumentation, while confiscated evidence was submitted to the Cavite CrimeLaboratory for chemical analysis.• On June 2, <strong>2010</strong> at around 4:40 A.M., a suicide incidenttranspired at the PIB Extension Office Detention Cell, Cavite PPO, Camp Gen.Pantaleon Garcia, Imus, Cavite. Initial investigation disclosed that the duty jailerPO2 Lyndon Mindo discovered the suicide when he woke-up to answer the callof nature. Victim committed suicide with the use of a noose made from his jeanswrapped around his neck and tied at the iron bar of the said locked-up cell.Victim was rushed to Our Lady of Pilar Hospital, Imus, Cavite for medicaltreatment but later died at about 5:35 A.M. of same date.3. BUSTING OF A MINI SHABU LABORATORYAT NO. 1088 AGUILAR STREET, MANILA• On May 24, <strong>2010</strong>, elements of WMMCIDT-NCRCIDU of thisGroup together with Station Anti-Illegal Drugs SOTG and Anti-Crime Unit of PS11-MPD implemented Search Warrant issued by Judge Amor Reyes, RTCBranch 21, Manila at premises of No. 1088 Aguilar Street, Manila which resultedin the arrest of Liang HUNG-HUI, Ko Kwon PING and one (1) John Doe. THE FILING OF CASES FOR SEDUCTIONIN RELATION TO RA 7610AND RA 9262• On May 6, <strong>2010</strong>, SPO3 Nelia Lamac, WCPD PNCO ofQuezon CIDT-4ARCIDU of this Group, assisted a walk-in-complainant/victimMyka Angelie Hernandez, 17 years old, who was sexually molested by oneRommel GUINTO of Yale Street, University Site, Lucena City, Quezon.• Investigation revealed that suspect courted the victim MykaAngelie Hernandez and order to win her affection the suspect pretended that hewas unmarried. That in doing so, suspect was able to bring the victim to DREWZHotel located at Brgy. Bocohan, Lucena City on April 27, <strong>2010</strong> where she wassexually molested twice. The incident was repeated on April 28, <strong>2010</strong>, also at thesame hotel where she was sexually molested thrice. RESCUE OF MINOR WORKING AS GRO/ENTERTAINERIN CALABANGA, CAMARINES SUR• On April 8, <strong>2010</strong>, elements of Camarines Sur CIDT-5RCIDUof this Group together with Iriga <strong>Police</strong> Station in coordination with Calabanga<strong>Police</strong> Station conducted operation at Siony’s Place located at Brgy. San Isidro,Calabanga, Camarines Sur, which resulted in the rescue of Luz AMANTE yOrcine, 15 years old and working as GRO/entertainer of said establishment.• Mrs. Amelia Orcine-Amante, assisted by Brgy. Captain JuanDela Cruz of Brgy. Sta. Cruz, Iriga City, sought assistance from the CamarinesSur CIDT Office to rescue her 15-year old daughter who was reported missingand allegedly working as GRO/entertainer at Siony’s Place Bar at Brgy. SanIsidro, Calabanga, Camarines Sur.• During the operation, three (3) other minors also working atsaid establishment were rescued. RESCUE OF ENDANGERED BIRDS INPUERTO PRINCESA CITY, PALAWAN• On June 16, <strong>2010</strong>, elements of Palawan CIDT-4BRCIDU ofthis Group together with Palawan Council for Sustainable Development (PCSD),RIDMD, PNP Health Service and Puerto Princesa City <strong>Police</strong> Office conductedbuy-bust operation at Brgy. Concepcion, Puerto Princesa City, Palawan whichresulted in the rescue of sixty-seven (67) pieces of Tokay Gecko or locally knownas “Tuko” and the arrest of the following suspects after receiving Php 1,000.00marked money:• Mario TIMBANCAYA SR y Aungon; 47 years old;• Mario TIMBANCAYA JR y Aungon; 25 years old;and• Zaldy DALABAJAN y Dagomboy, 29 years old.• All recovered birds were brought to PCSD Office andsubsequently turned over to Palawan Wildlife Refuge and Rescue Center(PWRRC) for custody and safekeeping, while arrested suspects were brought toPalawan CIDT Office for documentation and proper disposition.• A case for violation of RA 9147 (Wildlife Act) was filedagainst the arrested suspects before the City Prosecutor’s Office, PuertoPrincesa City, Palawan docketed under CC No. 19490.72 Groups’ Accomplishment Report


4. ARREST OF SUSPECT INVOLVED IN THEFALSIFICATION OF ATM CARD• On June 9, <strong>2010</strong>, elements of AFCCD of this Group togetherwith Sterling Bank of Asia personnel conducted entrapment operation at SterlingBank of Asia branch located at Masangkay Street, Binondo, Manila, whichresulted in the arrest of Rolando VILLAMAYOR y Belga, 51 years old, marriedand a resident of No. 77 B. Mendoza Street, San Francisco Del Monte, QuezonCity after receiving the ATM card he fraudulently applied for.• The operation conducted stemmed from the request ofSterling Bank of Asia Security Department headed by retired PDDG.JEWELCANSON, located at Masangkay Street, Binondo, Manila for alleged falsificationof commercial documents and for using fictitious name of applicant for savingsaccount.• According to the report from Sterling Banks officials, thesuspect applied for a savings account at the above mentioned bank usingspurious documents under the name of Erwin ALEJO y Cruz, with residenceaddress at No. 1620 JeorgeBocobo Street, Malate, Manila. After a thoroughevaluation of suspect’s documents, the application was approved and then told toreturn to claim his ATM card.• Cases for violation of Article 172 and Article 178 with CC No.385769-71 under Hon. Crispin B. Bravo, Judge of MTC Branch 16 and RA 8484with CCNo. 276671 under Hon. Reynaldo G. Ros, Judge of MTC Branch 33,Manila were filed against the arrested suspect.5. ARREST OFSUSPECTS INVOLVED IN THE SELLINGOF FAKE JEWELRY IN APALIT, PAMPANGA• On May 25, <strong>2010</strong>, elements of Pampanga CIDT-3RCIDU ofthis Group together with Apalit <strong>Police</strong> Station conducted entrapment operation atPG Pawnshop located at Mac Arthur, San Vicente, Apalit, Pampanga, whichresulted in the arrest of Marissa ADRIANO y Panlilio and two (2) others.• The operation stemmed from the request for policeassistance of Mr. Joseph PONCE y Gomez of said pawnshop regarding a largevolume of assorted jewelry pawned to them since May 1, <strong>2010</strong>. Allegedly, in midMay <strong>2010</strong>, complainant noticed that suspects have loaned almost Php 40,000.00per day, which is not usual to their branch at Apalit, Pampanga. They checkedand appraised the jewelry pawned at their pawnshop and found out it is 18Kgold, but out of curiosity and doubt they destroyed one of the jewelries and foundout that it is silver coated with 18K gold. That upon inventory the total amount offake jewelries pawned to them amounted to Php 400,000.00.• A case for Estafa was filed against the arrested suspectsbefore the Provincial Prosecutor’s Office, Pampanga docketed under NPS No.III-12-10E-00417.73 Groups’ Accomplishment Report


6. ARREST OF A BLACK MAILER IN JENRA MALLANGELES CITY, PAMPANGA• On May 7, <strong>2010</strong>, elements of Pampanga CIDT-3RCIDU ofthis Group together with the victim/complainant Cristina Jianoran y Catliconducted entrapment operation at Jenra Mall, Angeles City which resulted in thearrest of Jodel CAYANAN y Fabian after receiving Php 4,000.00 marked moneyfrom victim/complainant.• The operation was based on the complaint of JIANORANagainst the arrested suspect who intentionally downloaded her uncompromisingpictures with her boss, Nelson L. Deang, an Auditor on Commission on Auditfrom her laptop. Suspect post those pictures on Facebook where he tagged thevictim’s relatives, friends and officemates without her knowledge and approvaland put some nasty comments of the photos. Further, suspect asked Php12,000.00 from the victim/complainant in order to stop him from uploading andposting of other pictures on Facebook.• A case for Robbery with Violence/Intimidation AgainstPerson was filed against the arrested suspect before the City Prosecutor’s Office,Angeles City, Pampanga docketed under IS No. III-01-INQ-10E-00230.7. BUY-BUST OPERATION AT BRGY. SAN BARTOLOME,STO. TOMAS, PAMPANGA• On April 22, <strong>2010</strong>, elements of Pampanga CIDT-3RCIDU ofthis Group together with personnel from NMIS and crews from TV ProgramImbestigador of Channel 7 conducted buy-bust operation at Brgy. SanBartolome, Sto. Tomas, Pampanga that resulted in the arrest of Lilia MORALLA ySalisud and the recovery of twenty (20) kilograms of double dead chicken meat.• During the interview, suspect admitted that the source of thedouble-dead chicken was the poultry farm of one Urbano PINEDA of San Pedro,Minalin, Pampanga.• A case for violation of RA 7394 (The Consumer Act of the<strong>Philippine</strong>s) was filed against the arrested suspect before the ProvincialProsecutor’s Office, Pampanga docketed under NPS No. III-12-INQ-00347.8. ARREST OF A SECURITY GUARD FOR OBSTRUCTIONOF JUSTICE DURING OPERATION• On April 17, <strong>2010</strong>, elements of 4ARCIDU of this Group ledby PSINSP CRISTOPHER C. GUSTE implemented the SW No. 1651-10 issuedby Hon. Cesar A. Mangrobang, Judge of RTC Branch 22, Imus, Cavite againstRyan TORRES y Almira for violation of PD 1866 as amended by RA 8294 atBrgy. Aplaya, Sta. Rosa City, Laguna.• The team rerouted to Villa Caseres Subdivision, Sta RosaCity to avoid delay and for an easy access to the location of the subject person.Upon arrival, the team introduced themselves as police officers assigned with<strong>CIDG</strong> 4A together with the Sta. However, LODOBISE resisted arrest by PO2 Donald Moratalla.• Recovered from his possession were: one (1) 12 GAShotgun bearing SN: 860540 and ten (10) live ammos for same caliber withoutpertinent documents to present during the arrest.Due to the delay caused by theincident, subject wanted person Ryan TORRES y Almira eluded arrest and theimplementation of search warrant yielded negative result.• On same date, cases for Violation of PD 1866 as amendedby RA 8294, Direct Assault, Resisting Arrest and Obstruction of Justice againstthe arrested person was filed before the Provincial Prosecutor’s Office, Sta. CONCLUSION:The above data showed the <strong>CIDG</strong>’s success in the implementation of thedifferent flagship projects which this Group was primarily tasked to implement. Asignificant number of arrest of members of OCGs/CGs was recorded in ourpursuit to crackdown the proliferating criminal gangs and crime groups whosenefarious activities are very detrimental to our economy. Our efforts in runningafter robbery/hold up syndicates have proven effective with thearrest/neutralization of notorious bank/pawnshop robbers and has slowlyregained the trust and confidence of the business sector.Likewise, we intensified our efforts to run against the perpetrators of childabuse, prostitution, smut and pornography and this results in the rescue ofseveral minors and women employed in prostitution dens, confiscation ofpornographic dvds/vcds and other pornographic materials, and arrest ofowners/operators of these establishments.The recently concluded <strong>National</strong> and Local elections were generallypeaceful and the PNP is part and parcel for its success. As part of the PNP’smission to totally eliminate the various Private Armed Groups (PAGs) and stopthe proliferation of loose firearms, the <strong>CIDG</strong> has intensified its efforts inidentifying politicians and other influential personalities who were known to havemaintained PAGs.
