Scientific Article | Special IssueFigure 2.2010 legislation successfully passed with the support and/or recommendation of theCSAB.along with community specialists,physicians, and pharmacy doctoralstudents will provide the educationalcomponent of this project. Successof the project will be evaluatedby a patient survey assessment.A third project is the developmentof best practices for disposal ofprescription drugs for the state. Thiswill <strong>in</strong>clude a plan for a prescription“take-back” process for drug disposalas well as guidel<strong>in</strong>es for publiceducation on medic<strong>in</strong>e cab<strong>in</strong>etcleanout and the appropriate disposalof “left-over” or unused medication.state, county, and local audiences. Wehave created a 30 hour dental reviewcourse for the <strong>WV</strong> Board of DentalExam<strong>in</strong>ers on pa<strong>in</strong> management andprescrib<strong>in</strong>g that is be<strong>in</strong>g consideredfor national distribution, as well as aneight hour law enforcement tra<strong>in</strong><strong>in</strong>gcourse for law enforcement officersat all levels on how to identify anddeal with prescription drug abuse,diversion and addiction. We arealso plann<strong>in</strong>g to conduct cont<strong>in</strong>u<strong>in</strong>geducation programs for physiciansand other professionals, which will<strong>in</strong>clude guidel<strong>in</strong>es on waste disposal,tools to m<strong>in</strong>imize drug diversion,and education on how to ma<strong>in</strong>ta<strong>in</strong>optimal medical board compliancefor prescrib<strong>in</strong>g controlled substances.Current data <strong>in</strong>itiatives of theCSAB <strong>in</strong>clude track<strong>in</strong>g DEA/ARCOS (Automation of Reportsand Consolidated Orders System)statistics and trends, various statecontrolled substance monitor<strong>in</strong>greports, drug task force statisticsand trends, recovery networkstatistics, hospital discharge data,<strong>WV</strong> Poison Center data and <strong>Medical</strong>Exam<strong>in</strong>er data. The goal of thiseffort is <strong>in</strong>tegration of multipledatabases <strong>in</strong>to one system so thatdata is collated, <strong>in</strong>tegrated, anddissem<strong>in</strong>ated <strong>in</strong> a way that allowsfor optimization of state and localfunds used for prevention, detection,education, and prosecution ofprescription drug diversion andalcohol / substance abuse.Current Projects of the CSABThe CSAB is currently compar<strong>in</strong>gdata from the <strong>West</strong> Virg<strong>in</strong>iaBoard of Pharmacy’s Controlled<strong>Substance</strong> Monitor<strong>in</strong>g Programdatabase with data from the <strong>West</strong>Virg<strong>in</strong>ia Poison Control Center toevaluate methadone prescrib<strong>in</strong>gtrends and deaths over the pastfive years. Data from these twodatabases will be comb<strong>in</strong>edwith other state data to developrecommendations concern<strong>in</strong>gmethadone education, prescrib<strong>in</strong>g,utilization and potential legislation.Another project the CSAB iscurrently study<strong>in</strong>g is a pilot projectfor prescription drug education<strong>in</strong> areas of high opiate abuse. Wehave secured $22,800 of fund<strong>in</strong>gfor a 5-county pilot project fromthe PPAF (Purdue Pharma AssetForfeiture fund), and will conductthe project <strong>in</strong> M<strong>in</strong>go, Wayne, L<strong>in</strong>coln,Cabell, and Logan counties. Thisproject will cover drug disposal andshar<strong>in</strong>g of prescription medications.Dr. Michael O’Neil, Pharm.D.,ConclusionThe <strong>West</strong> Virg<strong>in</strong>ia Controlled<strong>Substance</strong> Advisory Board wascreated to fill a void <strong>in</strong> the approachto substance abuse and diversion <strong>in</strong><strong>West</strong> Virg<strong>in</strong>ia. The CSAB strives tobr<strong>in</strong>g together professionals <strong>in</strong> alldiscipl<strong>in</strong>es <strong>in</strong>volved with the issueof controlled substance abuse anddiversion, <strong>in</strong>clud<strong>in</strong>g law enforcement,education, health care, licens<strong>in</strong>gboards, social services, epidemiology,and government, <strong>in</strong> order to discussthe issues <strong>in</strong>volved and to promoteappreciation and awareness of eachdiscipl<strong>in</strong>e’s unique perspective onthis issue. The CSAB also provideseducation for law enforcement,medical professionals, and thepublic on issues related to controlledsubstance abuse and diversion.F<strong>in</strong>ally, the CSAB is develop<strong>in</strong>gan <strong>in</strong>tegrated data collectionsystem which <strong>in</strong>cludes collection,<strong>in</strong>tegration and dissem<strong>in</strong>ation ofdata to allow optimization of stateand local funds used for prevention,detection, education, and prosecutionof prescription drug diversion andsubstance abuse. Each of thesefunctions is essential <strong>in</strong> order for<strong>West</strong> Virg<strong>in</strong>ia to deal effectively withthe issues <strong>in</strong>volved <strong>in</strong> controlledsubstance abuse and diversion.24 <strong>West</strong> Virg<strong>in</strong>ia <strong>Medical</strong> Journal
