IT IS HEREBY AGREED:ARTICLE 1 – PURPOSEThe parties to this Agreement agree that the fundamental objective of the Company is tooperate a safe, efficient and effective railroad transport operation and a key component tothe success of this venture is the contribution of Locomotive Engineers (hereinafter referredto as Engineers.)This Agreement is founded on a principle of paying for Engineers' time on an all-inclusivebasis and contemplates that in order for the operation to be successful, individuals willperform all duties requested of them, subject to the provisions contained herein. Nothing inthis Agreement is intended to restrict the right of the Company to operate productively.ARTICLE 2 - GENERAL PRINCIPLESA. In this Agreement, words importing the singular shall include the plural and vice versawhere the context requires. Words importing the masculine gender shall include thefeminine where the context requires.B. This Agreement is intended to be applied in a non-discriminatory manner withoutregard to age, race, creed, color, gender, national origin, disability, sexual orientation ormarital status.C. The parties recognize that this is a new Agreement, which replaces any and all existingAgreements, unless otherwise provided, and introduces changes in the workplace. Inrecognition of this a committee consisting of the BLE General Chairman, a BLEMember appointed by the General Chairman, and the Company's General Manager (s)Operations and Director Labor Relations or their respective designates, will beestablished. This committee will be known as the Labor / Management ResolutionCommittee, and will meet quarterly (the second Friday of January, April, July andOctober, unless otherwise agreed) to review the application of this Agreement.Question: Under paragraph 2 (c) all former Agreements are replaced .Further, Article8 Section 2 provides for a standing bid system. Will all former Agreements pertaining tomarking to permanent and temporary vacancies within the new seniority districts, alongwith local-30 day seniority moves remain in effect until the standing bid system isimplemented?Answer: Yes(Q & A from Circular Letter 26-2002, September 16, 2002)ARTICLE 3 – RECOGNITIONA.
