Abstract<strong>The</strong>re are over 50000 Registered <strong>Electrical</strong> Workers (REW) in Hong Kong SpecialAdministrative Region (HKSAR). <strong>The</strong> average number <strong>of</strong> electrical accidents is 56 casesper annum over the past eight years. Electrocution has been one <strong>of</strong> the highest fatalaccident rate amongst all industrial mishaps. <strong>Use</strong>s <strong>of</strong> insulating gloves are <strong>of</strong>ten prescribedafter an electrical accident. In searching the documentation on 402 electrocution cases <strong>of</strong>the National Institute for Occupational Safety <strong>and</strong> Health <strong>of</strong> USA (NIOSH), concluded that95 cases could have been prevented with uses <strong>of</strong> insulating gloves <strong>and</strong> other personalprotective equipment (PPE).In Hong Kong SAR, the application <strong>of</strong> insulating gloves has neither been popular in theworkplaces or nor been appropriately placed in the hierarchy <strong>of</strong> hazard control. Instead <strong>of</strong>being applied as the last line <strong>of</strong> defence, the apparent simplicity <strong>of</strong> insulating gloves wasused in common sense for live working without due electrical risk assessment. Furtherreview on international st<strong>and</strong>ards <strong>of</strong> insulation gloves for live working indicated that thest<strong>and</strong>ards were mainly specification on manufacturing <strong>and</strong> testing <strong>of</strong> gloves underlaboratory conditions. <strong>The</strong>re is no <strong>of</strong>ficial guideline on the selection <strong>and</strong> use <strong>of</strong> insulatinggloves in work environments.Given the aforementioned, a study consisted <strong>of</strong> literature review, pilot interview <strong>and</strong>questionnaire survey was conducted on a group <strong>of</strong> r<strong>and</strong>om sampled REW amongst thecontracting branch, servicing branch, power supply companies <strong>and</strong> trade unions.
