© <strong>UNICEF</strong>/HQ98-0860/Roger LeMoyne<strong>Children</strong>’s rights can be promoted through <strong>the</strong>regular reports <strong>of</strong> <strong>the</strong> UN system and o<strong>the</strong>rorganizations, including on progress towards <strong>the</strong>Millennium Goals. The Convention on <strong>the</strong> <strong>Rights</strong><strong>of</strong> Persons <strong>with</strong> <strong>Disabilities</strong> will provide importantmechanisms to monitor progress towards <strong>the</strong>attainment <strong>of</strong> <strong>the</strong>ir rights. 128Identifying common goals creates synergies thatmake international efforts more effective. The 1981International Year <strong>of</strong> <strong>the</strong> Disabled represented acritical watershed moment in relation to children<strong>with</strong> disabilities, <strong>with</strong> interest being mobilizedaround disability issues in <strong>UNICEF</strong> and o<strong>the</strong>rinternational agencies, and international NGOs suchas Rehabilitation International, stimulating a range <strong>of</strong>innovative efforts. Subsequently, following <strong>the</strong> end<strong>of</strong> <strong>the</strong> Decade <strong>of</strong> Disabled Persons (1983–1992),an inter-agency working group consisting <strong>of</strong> WHO,UNESCO, <strong>the</strong> International Labour Organization (ILO)and <strong>UNICEF</strong> was formed to consult on issues relatedto childhood disability. The working group cametoge<strong>the</strong>r to build joint technical capacity through <strong>the</strong>development <strong>of</strong> training materials, workshops, andguidelines <strong>with</strong> indicators for early detection, and bydesigning effective interventions, including promotingaccess to mainstream education and social services.The governments <strong>of</strong> <strong>the</strong> Asia and Pacific region,which has by far <strong>the</strong> largest number <strong>of</strong> persons<strong>with</strong> disabilities in <strong>the</strong> world, joined forces <strong>with</strong>NGOs in declaring 1993–2002 and 2003–2012 asAsian and Pacific Decades <strong>of</strong> Disabled Persons,establishing mutual initiatives and targets, goalsand timeframes. 129 These initiatives were developed<strong>with</strong>in <strong>the</strong> work programme <strong>of</strong> <strong>the</strong> UN Economic andSocial Commission for Asia and <strong>the</strong> Pacific (ESCAP),which provided leadership and coordination across<strong>the</strong> entire region.Review <strong>of</strong> <strong>the</strong> work carried out under <strong>the</strong> Asian andPacific Decades has shown that a great deal canbe achieved by well-planned regional collaborativemechanisms including South–South cooperation topromote national commitment to disability action,mainstreaming <strong>of</strong> disability in national policies,establishing enabling legislation and enforcementmechanisms, and streng<strong>the</strong>ning statistics ondisability. 130 Close cooperation <strong>with</strong> bilateralagencies, including <strong>the</strong> Government <strong>of</strong> Japan and<strong>the</strong> Government <strong>of</strong> Thailand, was instrumentalin achieving <strong>the</strong> gains that have been assessedin empowering persons <strong>with</strong> disabilities, <strong>with</strong> anincrease in public awareness in addition to <strong>the</strong> areasmentioned above. 131Innocenti Digest No. 13<strong>Promoting</strong> <strong>the</strong> <strong>Rights</strong> <strong>of</strong> <strong>Children</strong> <strong>with</strong> <strong>Disabilities</strong>36
