10. The Committee shall establish its own rules ofprocedure.11. The Secretary-General of the United Nationsshall provide the necessary staff and facilities forthe effective performance of the functions of theCommittee under the present Convention, and shallconvene its initial meeting.12. With the approval of the General Assembly,the members of the Committee established underthe present Convention shall receive emolumentsfrom United Nations resources on such terms andconditions as the Assembly may decide, havingregard to the importance of the Committee’sresponsibilities.13. The members of the Committee shall be entitledto the facilities, privileges and immunities of expertson mission for the United Nations as laid down in therelevant sections of the Convention on the Privilegesand Immunities of the United Nations.Article 35Reports by States parties1. Each State party shall submit to the Committee,through the Secretary-General of the United Nations,a comprehensive report on measures taken to giveeffect to its obligations under the present Conventionand on the progress made in that regard, withintwo years after the entry into force of the presentConvention for the State party concerned.2. Thereafter, States parties shall submit subsequentreports at least every four years and furtherwhenever the Committee so requests.3. The Committee shall decide any guidelinesapplicable to the content of the reports.4. A State party which has submitted acomprehensive initial report to the Committee neednot, in its subsequent reports, repeat informationpreviously provided. When preparing reports to theCommittee, States parties are invited to considerdoing so in an open and transparent process and togive due consideration to the provision set out inarticle 4.3 of the present Convention.5. Reports may indicate factors and difficultiesaffecting the degree of fulfilment of obligations underthe present Convention.Article 36Consideration of reports1. Each report shall be considered by the Committee,which shall make such suggestions and generalrecommendations on the report as it may considerappropriate and shall forward these to the Stateparty concerned. The State party may respond withany information it chooses to the Committee. TheCommittee may request further information fromStates parties relevant to the implementation of thepresent Convention.2. If a State party is significantly overdue in thesubmission of a report, the Committee may notifythe State party concerned of the need to examinethe implementation of the present Convention inthat State party, on the basis of reliable informationavailable to the Committee, if the relevant report isnot submitted within three months following thenotification. The Committee shall invite the Stateparty concerned to participate in such examination.Should the State party respond by submitting therelevant report, the provisions of paragraph 1 of thisarticle will apply.3. The Secretary-General of the United Nations shallmake available the reports to all States parties.4. States parties shall make their reports widelyavailable to the public in their own countries andfacilitate access to the suggestions and generalrecommendations relating to these reports.5. The Committee shall transmit, as it may considerappropriate, to the specialized agencies, fundsand programmes of the United Nations, and othercompetent bodies, reports from States partiesin order to address a request or indication of aneed for technical advice or assistance containedtherein, along with the Committee’s observationsand recommendations, if any, on these requests orindications.Article 37Cooperation between States parties andthe Committee1. Each State party shall cooperate with theCommittee and assist its members in the fulfilmentof their mandate.2. In its relationship with States parties, theCommittee shall give due consideration to waysand means of enhancing national capacities for theimplementation of the present Convention, includingthrough international cooperation.63 Promoting the Rights of Children with Disabilities Innocenti Digest No. 13
