1A Campbell Grove, Northcote (VCAT Ref: P1503/2012) Expert Evident - Traffic 4.3 Existing Traffic Volumes Traffic surveys were recorded by video, allowing assessment by gap analysis to establish capacities for individual movements at the intersection of Campbell Grove with High Street, and peak hour turning movement counts at the Campbell Grove/ Laneway intersection on Thursday 2 August 2012 between 7am to 9am and 5pm-7pm. The peak hour was recorded between 7:30-8:30am in the morning, and 5:45pm-6:45m in the afternoon. A summary of the traffic movements is illustrated in Figure 8. Figure 8: Existing AM and PM Peak Hour Traffic Volumes – Thursday 2 August 2012 Subject Site 10 August 2012 0 (0) 0 (3) 0 (0) Laneway 0 (0) 0 (1) 0 (0) 0 (0) 0 (0) 0 (1) Review of the traffic survey data indicates that Campbell Grove currently carries 13 vehicles per hour in the morning peak (1 outbound and 12 inbound movements), and 6 vehicles per hour in the afternoon (3 inbound and 3 outbound movements). It is also noted that during the morning peak between 7am-9am Monday to Friday, ‘No Right Turn’ restriction applies from the High Street north approach to Clarke Street west approach. Consequently, High Street southbound traffic travelling to Clarke Street is required to find alternative traffic routes. As such, there were 8 vehicles recorded turning right from High Street into Campbell Grove to access Clarke Street during the morning peak hour, via the southern section of the laneway. At this time, no traffic movements were recorded between the western end of Campbell Grove and the laneway. 1A Campbell Grove, Northcote (VCAT Ref: P1503/2012) Expert Evident - Traffic 4.3.1 High Street/ Campbell Grove/ Bayview Street Intersection The traffic survey at the High Street/ Campbell Grove/ Bayview Street intersection was analysed to determine the capacity for individual movements, as summarised in Table 1. The capacities are based on an initial gap of 5 seconds and follow up headway of 3 seconds for left turn egress and right turn ingress, and an initial gap of 8 seconds and follow up headway of 5 seconds for right turn egress. Various values of degree of saturation and their rating are shown in Table 2 below. Average Delay (seconds) is the delay time that can be expected for all vehicles making a particular movement in the peak hour. The results of the traffic analysis are summarised in Table 3, and highlight that the intersection of High Street/ Campbell Grove/ Bayview Street is operating within the ‘excellent’ category during the AM and PM peak periods with minimal queues and delays experienced by motorists.
