1A Campbell Grove, Northcote (VCAT Ref: P1503/2012) Expert Evident - Traffic 3 History Planning application D/19/2012 for redevelopment of the subject site was lodged with Council in January 2012, proposing the construction of six storey building comprising 107 dwellings and 111 car spaces. My firm prepared a traffic and transport assessment dated 5 December 2011, which was submitted as part of the application. The application was advertised and a total of 3 objections were received. Grounds of objection included: 10 August 2012 Traffic congestion. Insufficient car parking. The application was considered by Council on 29th March 2012 under delegation, where it was resolved to issue a Notice of Refusal to grant a Planning Permit. The Refusal cited a number of grounds, including detrimental impact on amenity of the area. No car parking or traffic reasons were included within the grounds of refusal. Review of the officer’s report indicates that Council was generally satisfied that sufficient car parking was provided and traffic generated by the proposed development could be accommodated by the existing road network. A summary of the comments from Council’s Transport and Planning Unit in relation to car parking and traffic is provided as follows: The location and layout of the on-site car parking is considered to be generally satisfactory. The provision of a high density housing development close to services and public transport supports the general aim of making better use of existing infrastructure and allowing residents the ability to reduce car use. It is considered that the car parking provided for the proposed development is appropriate. Given that the low level of traffic currently occurring in Campbell Grove (a cul de sac servicing 13 dwellings and an aged care facility the proposal will increase traffic substantially, however the amount of traffic within the street will remain low in comparison to other streets. Subsequently, the applicant submitted an Application for Review with the Victorian Civil and Administrative Tribunal on 23 May 2012. Because the planning application had not been advertised when the Council made its decision, Norton Rose attended a Practice Day hearing on 1 June 2012 and obtained orders that: 1) Substituted amended plans in the proceeding; and 2) Required notice of the Application of Review (on the basis of the amended plans). The applicant took the opportunity to circulate amended plans, which delete one storey and reduce the number of dwellings from 107 to 91. The amended plans also revise the layout of the basement car park, reducing the number of car spaces from 111 to 104. 1A Campbell Grove, Northcote (VCAT Ref: P1503/2012) Expert Evident - Traffic 4 Existing Conditions 4.1 Location and Land Use The subject site, addressed as 1a Campbell Grove Northcote, is situated at the western end of Campbell Gove, between James Street and Clarke Street. The site is generally rectangular in shape, with a frontage of approximately 12 metres to Campbell Grove and a depth of approximately 60 metres. A laneway runs along the northern site boundary, which connects with Dalziel Lane to the west and James Street to the north. The land is currently occupied by a vacant 2 storey building, which was previously occupied by a nursing home. Vehicle access to the site is provided from Campbell Grove. Other land uses in the vicinity of the site are primarily of a residential nature, apart from the St Joseph Primary School in James Street, and commercial and retail uses along both sides of High Street. The location of the site is illustrated in Figure 1.
