7 Traffic Considerations<br />

7.1 Traffic Generation<br />

7.1.1 Residential<br />

In areas such as <strong>Northcote</strong>, while residents may choose to own and garage a vehicle, peak hour<br />

traffic generation is influenced by a number <strong>of</strong> locational factors such as:<br />

The proximity to public transport;<br />

The proximity to work places, shops and other facilities allowing residents to walk or cycle;<br />

and<br />

Existing levels <strong>of</strong> traffic congestion on the road network that can influence choice <strong>of</strong> transport<br />

mode at peak times.<br />

Surveys undertaken by my firm at two apartment developments at 350 Toorak Road and 15 Copelen<br />

Street, South Yarra in May 2009 recorded peak hour traffic generation rates <strong>of</strong> between 0.10 and 0.35<br />

vehicle movements per apartment, with an average <strong>of</strong> 0.28 vehicle movements per apartment per<br />

hour recorded.<br />

Both apartment developments included a range <strong>of</strong> apartment types and provide parking at least in<br />

accordance with the rates in the revised Clause 52.06 <strong>of</strong> the Planning Scheme.<br />

Conservatively adopting a generation rate <strong>of</strong> 0.40 movements per apartment and a daily rate <strong>of</strong> 4.0<br />

movements per apartment, the subject development will generate 364 vehicle movements per day,<br />

and 36 movements during each peak hour.<br />

During the morning peak, it is estimated that 80% <strong>of</strong> residential traffic will be outbound, while during<br />

the afternoon peak, 60% <strong>of</strong> residential traffic will be inbound.<br />

Based on the above, a total <strong>of</strong> 36 vehicle movements are expected to be generated to and from the<br />

subject site during each peak hour, as shown in Table 8.<br />

7.2 Traffic Impact<br />

7.2.1 High Street/ <strong>Campbell</strong> <strong>Grove</strong>/ Bayview Street Intersection<br />

In consideration <strong>of</strong> the adjacent road network, it will be assumed that all traffic generated by the site<br />

will enter via the intersection <strong>of</strong> High Street and <strong>Campbell</strong> <strong>Grove</strong>.<br />

Given that motorists will have to choose an acceptable gap in the High Street traffic to depart<br />

<strong>Campbell</strong> <strong>Grove</strong>, it is my view that the critical period is during the morning peak hour. At this time, the<br />

development will generate an additional 29 departure movements to this intersection.<br />

Assuming that traffic is distributed to the intersection with a directional split <strong>of</strong> 80% south and 20%<br />

north, there will be 23 additional right turning vehicles and 6 left turning vehicles departing from<br />

<strong>Campbell</strong> <strong>Grove</strong> in the critical morning peak hour.<br />

It should also be noted that <strong>Campbell</strong> <strong>Grove</strong> has an existing departure volume <strong>of</strong> 1 movement in the<br />

morning peak hour. Therefore, it is expected that the proposed development will generate up to 29<br />

vehicles per hour to the <strong>Campbell</strong> <strong>Grove</strong>, resulting in a post development peak hour volume <strong>of</strong> up to<br />
