This is a relatively low level of traffic, and in my opinion is acceptable for the proposed function and operation of Campbell Grove. In addition to the above, the impact of the anticipated traffic generated by the proposal can be determined by capacity analysis to compare the existing operation to the post development operation. Table 9 summarise the results of the analysis and shows a comparison between existing and projected future conditions in the AM peak hour. Therefore, it is my view that residents of the development will access High Street via Campbell Grove, rather than the southern section of the laneway which connects to Clarke Street. No vehicle movements between Campbell Grove and James Street were recorded during the survey period. Given the difficult manoeuvres required to access the laneway connections, it is not expected that this laneway will be an attractive alternate traffic route for future residents of the development. 1A Campbell Grove, Northcote (VCAT Ref: P1503/2012) Expert Evident - Traffic 8 Bicycle Considerations The bicycle parking requirements for the proposed development are set out in Clause 52.34-3 of the Darebin Planning Scheme, which requires that in residential developments of four or more storeys, bicycle parking should be provided at a rate of 1 space to each 5 dwellings for residents and 1 space to each 10 dwellings for visitors. Application of the above rates to the proposed development equates to a bicycle parking requirement for 18 resident spaces and 9 visitor spaces. The applicant has proposed a generous bicycle parking provision of 90 spaces for the development, comprising of 78 resident spaces and 12 visitor spaces. Of the 78 resident bicycle parking spaces, 46 of these spaces are provided within storage units.
