OverviewThe states, the District of Columbia, Puerto Rico, the Virgin Islands,Guam, American Samoa, and the Northern Mariana Islands areeligible to apply for grants under the <strong>PATH</strong> program. Section 522 of thePublic Health Service Act requires states to use funding for makinggrants to political subdivisions of the state and to nonprofit entities. Astate match of not less than one dollar for every three dollars of Federal<strong>PATH</strong> funds is necessary. The state can match the funds directlyor through contributions from local public or private/non-Federalcontributions. The territories are exempt from the match requirement.Each year, CMHS within SamHSA issues a Request forApplications (RFA). <strong>State</strong>s and territories must complete theapplication included in the RFA to receive <strong>PATH</strong> funding.The SPCs are responsible for preparing and submitting theFederal <strong>PATH</strong> grant application under the signature of thegovernor (or designee) of the state or territory. Usually, CMHSissues the RFA between January and March of each year.The SPCs receive notification via the <strong>PATH</strong> listserv that theRFA is available in the SPCRC on the <strong>PATH</strong> website, with theRFA then sent to the governor of the state and the directorof the SPC’s agency at the same time. The application duedate is sixty days from the release of the RFA, and applicationsubmission is acceptable either via mail or electronically.The SPCs must review the RFA carefully each year as theapplication content may change. The <strong>PATH</strong> TechnicalAssistance Center hosts a webcast for the SPCs to reviewthe annual RFA with the national <strong>PATH</strong> Director.
