11Helpful Hints from<strong>State</strong> <strong>PATH</strong> <strong>Contacts</strong>Plan ahead and start your application as soon as possible. It ispossible to complete several tasks for the annual applicationbefore release of the RFA (for instance, state-level informationfor Section B). Several states schedule a training sessionor conference call with providers to prepare them for theRFA. If you are new to <strong>PATH</strong> administration, contact your<strong>State</strong> Office of Grants Management or Contracts to ensurethat you follow the state-required contracting processes.Review the application submitted last year in advance of theRFA. If you need a copy of that application, you may accessthe previous application on the “<strong>PATH</strong> <strong>Resource</strong>s” page of theSPCRC on the <strong>PATH</strong> website (http://pathprogram.samhsa.gov).• Try to get the governor’s signature(s) as early aspossible to avoid delays in submission. If you areunclear if a designation letter is on file, contact theGrants Management Officer at 1-240.276.1422.• Make contact with your providers early in theprocess. Issuance of the RFA is to the states, not theproviders, so the SPC is responsible for notifyingthem of the annual application requirements. Sendthe IUP requests to them as soon as possible.• Require providers to submit their IUPs at leastthree weeks or so prior to when you actually needthe documents. The IUPs are a part of your state’sapplication for funding, so you will want to reviewand revise these documents carefully as needed incoordination with the local agency. For example, aprovider requests a certain amount of <strong>PATH</strong> fundingin the IUP and the SPC has to approve the request.If the SPC does not approve the amount initiallyrequested, the local provider must amend the IUPand budget and resubmit it with the amount the SPCapproves. Check to make sure the provider changedthe amount of <strong>PATH</strong> funding requested in the IUP.• Check for the following:»»correct Federal fiscal year (possibly different thanthe state fiscal year and the <strong>PATH</strong> program year)»»services provided are eligible under <strong>PATH</strong>and appropriate to the identified needs»»administrative costs fall within the 4 percent cap»»housing assistance, in the aggregate, consists of20 percent or less of the total funding requested• Consider including a question in the IUPregarding proposed outcomes.• The information in the IUP needs to be consistentwith the state section. For example, each organizationin the IUPs projected number of clients served andthe amount of funds received must match the figuresreported in the state level information. Beforesubmission of the application to SamHSA, checkthe numbers to make sure they are the same.• You must submit an IUP for each <strong>PATH</strong>-fundedorganization. If your state does not select theorganizations to receive <strong>PATH</strong> funding before the <strong>PATH</strong>application is due, provide as much information aspossible about the intended use of <strong>PATH</strong> funds. Forexample, if the same organizations funded in the prioryear are the same organizations for the current year,but the state RFP process is not complete, you maysubmit information about the organizations from theprior year. Once the selection process is complete,submit a revised IUP to SamHSA. Also, in Section B,indicate any changes in providers compared to theprior year and state the rationale for the changes.• Carefully review the local budgets to account fortheir match (if required) and to indicate the matchand Federal funds separately in their budgets. Thebudget for each provider requires accuracy andjustification for each item requested. Again, makesure to leave enough time to check this information.• Be flexible and supportive of provider needsand base the determination of funding orcontinuation of funding on those needs, as wellas on service gaps in their geographical areas.• Review your most recent <strong>PATH</strong> Site Visit report toaddress areas for improvement or accomplishments.<strong>State</strong> <strong>PATH</strong> <strong>Contacts</strong> <strong>Welcome</strong> <strong>Manual</strong>
