Just when you think it is safe to turn off your TIVO® …<br />
Just when you think it is safe to turn off<br />
your TIVO® <strong>and</strong> start watching TV live again<br />
because the elections are over, another<br />
specter is looming in media l<strong>and</strong>: the 2012<br />
Presidential elections.<br />
C<strong>and</strong>idates like Newt Gingrich, Mitt Romney<br />
<strong>and</strong> Sara Palin will be vying to become the<br />
Republican st<strong>and</strong>ard-bearer to challenge the<br />
“Obama Dragon.” All of them <strong>and</strong> more will take<br />
to the news talk channels <strong>and</strong> rubber chicken<br />
circuit, trying to call in the chits they doled out<br />
during the <strong>2010</strong> election cycle helping congressional,<br />
state <strong>and</strong> local c<strong>and</strong>idates win elections<br />
or mightily challenge the Democrats.<br />
This next election on the horizon brings up an<br />
ugly sore in the Republican <strong>and</strong> Democratic<br />
corpus. No, I am not talking about unwinding<br />
ObamaCare or fixing Social Security. Those are<br />
patty-cake games compared to the Big Problem<br />
for politicians: primary elections.<br />
If you recall – in what seems like light-years<br />
ago – <strong>Florida</strong> <strong>and</strong> Michigan were particularly<br />
piqued that their significant delegate count<br />
would hardly matter in the Silly Season of the<br />
Presidential Party Primaries.<br />
Every c<strong>and</strong>idate, no matter how crazy or brilliant, has an opportunity<br />
to soar, or crash <strong>and</strong> burn from these runway states.<br />

Those states, Iowa <strong>and</strong> New Hampshire, have<br />
populations that are antithetical to most<br />
populous states <strong>and</strong> are the darlings of the<br />
c<strong>and</strong>idates <strong>and</strong> the party apparatchik. To them,<br />
the Iowa Caucuses were the “kiddy wading<br />
pool” for presidential contenders. The media<br />
markets are cheap, <strong>and</strong> winning in those states<br />
is all about putting together an army of supporters,<br />
which anyone can do.<br />
Every c<strong>and</strong>idate, no matter how crazy or brilliant,<br />
has an opportunity to soar, or crash <strong>and</strong><br />
burn from these runway states.<br />
Like Little League parents of a Frank Viola<br />
watching the coach installing his son of questionable<br />
abilities to be the starting pitcher,<br />
<strong>Florida</strong> <strong>and</strong> Michigan said “No Mas!”<br />
Those states’ political parties thought they<br />
should also be invited to the dance.<br />
(How many metaphors do you think I can cram<br />
in this column? I am going for the record!)<br />
When <strong>Florida</strong> moved up its primaries to January<br />
of 2008, you would have thought the state had<br />
contracted Ebola <strong>and</strong> it quickly became the pariah<br />
of the contenders.<br />
Votes cast for Obama or Hillary, McCain or<br />
Romney would not be counted in the conventions,<br />
<strong>and</strong> delegates from these states would<br />
not be seated at the party conventions. (Never<br />
mind that party conventions are little more<br />
than poorly staged Shakespeare plays, with a<br />
well-known script <strong>and</strong> outcome.)<br />
When <strong>Florida</strong> announced its date in late January,<br />
both Iowa <strong>and</strong> New Hampshire moved their<br />
elections up to early January, <strong>and</strong> pledged titfor-tat<br />
if any state tried to move earlier.<br />
It was only resolved in 2008 when Obama <strong>and</strong><br />
McCain came out of the pack <strong>and</strong> secured the<br />
necessary delegate votes by the middle of the<br />
summer. Then both graciously agreed to seat<br />
those delinquent delegates at the party conventions.<br />
Lord knows what would have happened<br />
if either had been a close race.<br />
It did help the public underst<strong>and</strong> that the<br />
primary races are actually private elections.<br />
That is, they are not open to the public. If you<br />
are not a party registered voter in most states,<br />
you cannot vote in the primary election. Also,<br />
the National Party determines the rules, not<br />
the Constitution, not the state legislature or<br />
even the state party. (Tell me again why tax<br />
money should go to pay for these primary<br />
election costs???)<br />
So, here we are at the starting line of the 2012<br />
presidential elections, <strong>and</strong> nothing has been<br />
resolved. Unless the disenfranchised states like<br />
<strong>Florida</strong>, Ohio, Texas <strong>and</strong> California are allowed<br />
to be part of the decision-making process,<br />
particularly in the Republican primaries, you<br />
might see the primary elections a year or more<br />
earlier than 2008.<br />
Given the ugliness in this primary, the litany<br />
of blame <strong>and</strong> accusation, don’t look for these<br />
folks to suddenly become Solomon <strong>and</strong><br />
Mother Teresa when it comes to winning the<br />
big prize in 2012.<br />

the Star Tower - new additions project. The<br />
Gallery of Hope is the transformation of an<br />
existing Caring Center, into a fully interactive<br />

Henri L<strong>and</strong>wirth. The Star Tower project will<br />
provide a new tower addition to the existing<br />

gold star. Then, with the aid of animation, the<br />
star “magically” disappears. The next morning<br />

star on the ceiling, with all of the other stars!<br />
The castle sky is running out of room – no star<br />
is ever removed from the ceiling, as family<br />
members often return once their child has<br />
passed on, to find their star <strong>and</strong> think back<br />
to the best week of their lives. In order to<br />
make room for the 8,000 stars a year that are<br />
added to the castle sky, Barton Malow will<br />
help provide space for an additional 10 years<br />
worth of stars <strong>and</strong> wishes!<br />
Both of these projects will be complete in<br />
time for the Give Kids The World 25th Anniversary<br />
Celebration that will take place in<br />

for this contract includes lawn mowing<br />
<strong>and</strong> edging; shrubbery trimming, pruning<br />
<strong>and</strong> shaping; trimming of ornamentals <strong>and</strong><br />
groundcover; tree <strong>and</strong> palm canopy maintenance;<br />
hardscape pressure cleaning; <strong>and</strong><br />
storm debris clean-up <strong>and</strong> removal for the<br />
venue’s inner loop common space. D & A’s<br />
initial contract includes the same scope of<br />
services for the Zoo’s outer loop common<br />
area. Services are performed weekly.<br />

… spent a day working at the Coalition for the<br />
Homeless in downtown Orl<strong>and</strong>o. They reorganized<br />
the storage closet where toiletries,<br />
school supplies, <strong>and</strong> baby supplies are stored<br />
<strong>and</strong> installed new blinds in the Men’s Pavilion.<br />
They also prepared a lunch of hamburgers <strong>and</strong><br />

a new re-locatable covered walkway canopy<br />
system for the Hillsboro K-8 School. The re-locatable<br />
covered canopy walkway system will<br />
use the patent pending design to help protect<br />
students from weather <strong>and</strong> give high-quality<br />
product that can be completely re-located,<br />
100% Green, at a later/needed time to the<br />
school <strong>and</strong>/or facility operations.<br />
The re-locatable covered canopy walkway<br />
system is the world's only temporary/permanent<br />
re-locatable system approved by the U.S.<br />
Army Corps of Engineers. Begun in 2005, it<br />
is now distributed all over the U.S. The goal<br />
of the re-locatable covered canopy walkway<br />
system is to provide quality cost efficient canopy<br />
quicker, <strong>and</strong> more directly, to temporary<br />

renovated 24,000-square-feet of the existing<br />
140,000-square-foot facility into space that<br />
will provide outpatient therapy <strong>and</strong> other<br />

construction services for Coca-Cola North<br />
America’s Northampton, MA plant expansion<br />
<strong>and</strong> renovation. R. C. Stevens has provided<br />
continuous construction services to CCNA for<br />
over 40 years. Construction started in August<br />
with an expected completion in April 2011.<br />
… has completed construction on the Center<br />
for Drug Free Living (CFDFL), a treatment<br />
facility recognized for combating chemical<br />
dependency among veterans in the <strong>Central</strong><br />

8,000-square-feet of new construction <strong>and</strong> is<br />
located on the corner of Rio Gr<strong>and</strong>e Ave. <strong>and</strong><br />

… recently obtained a contract to provide window<br />
treatments for <strong>Florida</strong> Hospital’s Tower<br />
Expansion in Celebration, <strong>Florida</strong>. Window<br />
Interiors scope of work is to provide motorized<br />
solar shades for 125 patient rooms in the<br />
five-story, 250K square foot expansion. The<br />
shades will be controlled by a state-of-the-art<br />
Crestron Building Automation System (BAS).<br />
Work will begin in January of 2011. Brasfield<br />
& Gorrie is the contractor with Window Interiors<br />
contract totaling $304,000.00.<br />
… recently obtained a contract to provide<br />
window treatments for <strong>Florida</strong> Hospital’s<br />
Apopka location. Window Interiors scope of<br />
work is to provide manual solar shades for<br />
27 patient rooms in the facility that includes<br />
blackout shades <strong>and</strong> custom matching fascia.<br />
The shades will be installed in three phases<br />
to be completed by early 2011. Window<br />
Interiors has contracted directly with <strong>Florida</strong><br />
Hospital for this project. Window Interiors is<br />
installing its own custom fabricated br<strong>and</strong> of<br />
shades, WI Shades. The value of the contract<br />

are finding opportunities in old, familiar places.<br />

TO GO?<br />
It doesn’t take an advanced economics degree<br />
to know the restaurant business is still<br />
climbing out of a funk. Reams of sales data<br />
<strong>and</strong> market research can confirm it, but the<br />
restaurant industry's tale can likely be told by<br />
anecdotes culled from any American family.<br />
We’re eating out less, spending less per check<br />
<strong>and</strong> changing the way we perceive value in a<br />
bought-<strong>and</strong>-paid-for meal.<br />
The stakes for this industry are high. According<br />
to the National Restaurant Association,<br />
about one in every ten working Americans is<br />
employed in the restaurant industry, including<br />
more than 804,000 Floridians. Even in an off<br />
year, the restaurant business is expected to<br />
generate $27.6 billion in sales, <strong>and</strong> there is a<br />
positive outlook for the future. The Association<br />
expects restaurant employment to grow by<br />
nearly 16 percent during the next ten years.<br />
The current cloud over the market, however,<br />
remains.<br />
The National Restaurant Association's monthly<br />
Restaurant Performance Index report for<br />
September <strong>2010</strong> shows restaurants are still<br />
missing targets for sales, capital expenditures<br />
<strong>and</strong> customer traffic. The last time the Index<br />
showed consistently positive results in those<br />
categories was the summer of 2007. In lieu<br />
of numbers, take a drive through your town's<br />
main street to see the evidence firsth<strong>and</strong>.<br />
Empty storefronts are an all-too-common<br />
sight in most <strong>Central</strong> <strong>Florida</strong> communities,<br />
<strong>and</strong> in many of those holes a thriving restaurant<br />
once stood.<br />
For ABC <strong>Central</strong> <strong>Florida</strong> members, however,<br />
those empty spaces are turning out to be<br />
part of the solution, not just a symptom of<br />
the problem. A glut of available space <strong>and</strong><br />
aggressive pricing from contractors is creating
a shift in the buying <strong>and</strong> building strategies<br />
of many of the area's largest restaurateurs.<br />
A new focus on renovation <strong>and</strong> remodeling<br />
of old <strong>and</strong> existing restaurant space is giving<br />
quick-thinking contractors an infusion of new<br />
work on projects that were completely off<br />
the radar for corporate <strong>and</strong> private restaurant<br />
owners only a few short years ago.<br />
“About 30 percent of our restaurant business<br />
today is remodel or buildout work,” says Brian<br />
Roehn, project manager for Schmid Construction<br />
in Clermont. “When I started with the<br />
company five years ago, we had plenty of<br />
projects, but virtually none of them involved<br />
the renovation of existing space, especially<br />
not in the restaurant sector. It’s a different<br />
story today, <strong>and</strong> we’re seeing a major shift<br />
toward cost-effective use of old or existing facilities.<br />
Fortunately, it’s helping to offset some<br />
of the new, vertical construction business that<br />
has yet to re-materialize.”<br />
Buffalo Wild Wings Grill <strong>and</strong> Bar, together<br />
with the company’s local franchisees, has<br />
been a major Schmid client for several years,<br />
<strong>and</strong> the sports-themed eatery’s recent expansion<br />
strategy is a perfect example of the<br />
emerging balance between building out <strong>and</strong><br />
building up. Schmid recently completed two<br />
new ground-up restaurants for the company,<br />
one in Kissimmee <strong>and</strong> another in Clermont.<br />
Meanwhile, two more Buffalo Wild Wings locations<br />
are on the horizon for Schmid, but the<br />
new stores in Lake Buena Vista <strong>and</strong> Daytona<br />
will both be retrofits of existing freest<strong>and</strong>ing<br />
restaurants that had gone out of business.<br />
Schmid’s success with Buffalo Wild Wings<br />
<strong>and</strong> its other restaurant clients is the result<br />
not only of aggressive bidding, but a change<br />
in the contractor’s working relationship with<br />
the property owners themselves. Brian reports<br />
that he <strong>and</strong> his colleagues at Schmid<br />
are working much more closely with owners<br />
directly <strong>and</strong> getting involved in projects, both<br />
new vertical <strong>and</strong> remodel, sooner than they<br />
have in the past.<br />
The owners who are still exp<strong>and</strong>ing or renovating<br />
are looking for more value than ever<br />
before,” Brian says. “That means we’re meeting<br />
directly with them early in the pre-planning<br />
stages of projects to evaluate potential<br />
costs <strong>and</strong> give them as much value for the<br />
dollar as possible. Nothing gets overlooked.<br />
Fixtures that cost $25 each instead of those<br />
that cost $100 make a big difference, <strong>and</strong><br />
those types of decisions are being scrutinized<br />
harder <strong>and</strong> sooner than before.”<br />
It’s a similar experience at Window Interiors,<br />
a provider of cutting-edge window treatments<br />
<strong>and</strong> shades to a variety of commercial<br />
clients, including several of the largest fastfood<br />
<strong>and</strong> casual-dining restaurant chains in<br />
the country.<br />

“Owners are relying on subcontractors a lot<br />
more now to keep costs down <strong>and</strong> find new<br />
ways to trim net operating income once the<br />
new building is up or the remodel is completed,”<br />
according to Christine Cutler, director of<br />
business development at Window Interiors in<br />
Altamonte Springs. “Instead of leaving many<br />
of the decisions to the designers or architects,<br />
we’re being brought in at the earliest<br />
planning stages to incorporate money-saving<br />
ideas from the beginning.”<br />
Early involvement is taking place in both new<br />
construction <strong>and</strong> remodeling projects by Window<br />
interiors's restaurant clients, <strong>and</strong> just as<br />
it is at Schmid Construction, the shift toward<br />
renovation business is significant.<br />
“Our largest fast-food client predicted several<br />
years ago that renovation of current stores<br />
would be a major focus in <strong>2010</strong> <strong>and</strong> 2011,”<br />
Christine says. “As such, about one-third of<br />
our business with that client now occurs at<br />
existing locations. There will always be new<br />
vertical construction projects, but the new<br />
emphasis on buildout work is huge, <strong>and</strong> I expect<br />
the mindset to continue even after the<br />
economy rebounds. Owners have discovered<br />
that smart use of existing facilities can be<br />
profitable <strong>and</strong> cost-effective. Together with<br />
the desire to be more environmentally conscious<br />
<strong>and</strong> energy efficient, we expect clients<br />
to make expansion via buildout a major part<br />
of their growth plans from here on out.”<br />
At the same time, a merger involving one of<br />
Window interiors's largest sit-down restaurant<br />
clients is creating even more opportunities<br />
for remodel work as newly acquired locations<br />
are renovated to incorporate the style<br />
<strong>and</strong> br<strong>and</strong>ing of the new parent company.<br />
“Mergers are happening often right now<br />
because acquisition prices are so attractive,”<br />
Christine says. “For us <strong>and</strong> many of the subcontractors<br />
we work with, it’s providing a lot<br />
of much-needed work.”<br />
For those general- <strong>and</strong> sub-contractors who<br />
rely heavily on the restaurant business, the<br />
new emphasis on retrofit construction is helping<br />
to keep the doors open <strong>and</strong> staff levels<br />
stable, but it also means smaller contracts<br />
per project. Consequently, a greater number<br />
of remodel projects are needed to match the<br />
revenue-generating power of traditional vertical<br />
construction. Both Schmid Construction<br />
<strong>and</strong> Window Interiors have seen a decline<br />
in dollars per contract bid, but a spike in the<br />
number of contracts in-house <strong>and</strong> those in<br />
the bidding pipeline. Competitors, no doubt,<br />
are in the same boat. Therefore, while the<br />
supply of renovation jobs is up, dem<strong>and</strong><br />
among all the competing contractors is higher<br />
still. The natural result is severe downward<br />
pressure on pricing, making remodel business<br />
far from ideal, but necessary in today’s environment<br />
to keep revenue streams flowing.<br />
“It’s aggressive, no doubt about it,” says<br />
Brian, who reports that Schmid Construction<br />
has been able to hold steady at around<br />
25 employees through the last several lean<br />
years. They’ve even added a couple of superintendents<br />
to the payroll to accommodate<br />
the larger number of open projects. “Talk to<br />
ten clients, <strong>and</strong> pricing is at the top of each<br />
of their lists of concerns, <strong>and</strong> it can’t come<br />
at the expense of job quality, either. Smaller,<br />
more nimble contractors can be aggressive<br />
in the bidding <strong>and</strong> still deliver high-quality<br />
work with a lot of value. We’ve seen a lot of<br />
medium <strong>and</strong> large-sized contractors go out of<br />
business, but we’ve managed not to fall into<br />
any big holes.” ■<br />

4. Define what the employee needs to<br />
learn achieving both personal <strong>and</strong> professional<br />
results, ROI (return on investment).<br />
5. Engage employees in company goals <strong>and</strong><br />
how those larger goals are affected by<br />
the department <strong>and</strong> by the work of individual<br />
employees.<br />
Let’s explore what the High-Five TEAM Award<br />
winning companies do:<br />
• All employees are required to annually<br />
complete a specific number of training<br />
hours <strong>and</strong> this is tracked by a dedicated<br />
person.<br />
• Intranet courses are available to all<br />
employees <strong>and</strong> the software tracks progress.<br />

locating <strong>and</strong> tracking training with input<br />
from managers.<br />
• Training Committee is responsible for determining<br />
company training goals, working<br />
on curriculum, instructors, sources,<br />
<strong>and</strong> budget.<br />
• Learning plan defined by job title <strong>and</strong><br />
aligned with performance reviews <strong>and</strong><br />
may be tracked through an LMS (learning<br />
management system). Learning plan<br />

employees assigned to them <strong>and</strong> are<br />

Here are some options for assigning responsibility<br />
for training at your company:<br />
If your company does not have spare resources<br />
(people or time):<br />
Have supervisors define training goals for<br />
individual employees. Develop an Excel<br />
spreadsheet for all employees to access <strong>and</strong><br />
individual employees log their own training<br />
achievements as they occur. Supervisors use<br />
this information during performance reviews.<br />
Distribute the responsibility among multiple<br />
employees:<br />
Divide training into categories <strong>and</strong> among<br />
multiple knowledgeable employees: safety,<br />
CEUs, soft skills, computer skills, leadership,<br />
estimating, marketing, business skills, financial,<br />
continuing education, etc. Each category<br />
includes options for training providers <strong>and</strong><br />
specific topics. Track all training in one common<br />
file or software. Supervisors define what<br />
training their employees need to accomplish<br />
in a defined period of time <strong>and</strong> record accomplishments.<br />
Progress is reviewed <strong>and</strong> communicated<br />
monthly, quarterly, etc. as part of<br />
performance reviews.<br />
Develop a Committee<br />
The committee’s objective is to develop, implement,<br />
<strong>and</strong> continuously improve training<br />
procedures, programs, policies <strong>and</strong> practices.<br />
All goals should be aligned with company<br />
goals <strong>and</strong> clearly communicated to employees.<br />
Include upper management, supervisors,<br />
<strong>and</strong> employees <strong>and</strong> define an annual<br />
meeting schedule. Managers <strong>and</strong> supervisors<br />
work from what the committee establishes<br />
<strong>and</strong> training is tracked in one common file or<br />
software.<br />
Training Mentors or Coaches<br />
Employees in your company have mastered<br />
skills in various areas. Effectively use these<br />
skills by engaging them to help others learn
<strong>and</strong> give both the mentor/coach <strong>and</strong> the<br />
learner credit on their performance reviews.<br />
LMS (Learning Management System)<br />
Purchase an LMS which is customized to<br />
include a wide variety of training courses<br />
supporting learning plans developed for each<br />
employee. Classes can be taught internally or<br />
by external resources. The LMS will communicate<br />
<strong>and</strong> track all available training as defined<br />
by your company. Progress is evaluated in<br />
performance reviews.<br />
Assign responsibility for training<br />
Employ a dedicated employee to make available<br />
<strong>and</strong> track employee training that sup-<br />

Your owner’s manual for your vehicle is helpful<br />
for keeping you up-to-date on the maintenance<br />
intervals <strong>and</strong> checks necessary to<br />
keep your vehicle running smooth. But some<br />
answers to the most commonly asked questions<br />
are not found in the manual. We have<br />
compiled a list of frequently asked questions<br />
about vehicles <strong>and</strong> vehicle maintenance, with<br />
answers provided by the ASE certified technicians<br />
at Enterprise Fleet Management.<br />

on Maintenance<br />

How can I make my tires last longer?<br />
Properly maintaining you tires including<br />
pressure, alignment <strong>and</strong> rotation is the key<br />
to making them last longer. Try to check tire<br />
pressure at least once a month <strong>and</strong> before<br />
any long road trips. If possible, have your<br />
tires rotated in conjunction with every other<br />
oil change. Tire rotation is important <strong>and</strong> can<br />
extend the life of the tires by as much as 20<br />
percent. Another factor that can affect the life<br />
of your tire is driving conditions such as on or<br />
off road, frequent turns, rapid acceleration<br />
<strong>and</strong> hard braking. Also, overloading the vehicle<br />
can cause extra wear on your tires as well.<br />
Can I extend my oil change intervals by<br />
switching to synthetic oil?<br />
Even with synthetic oils, you need to change<br />
your oil at or before the manufacturer’s recommended<br />
interval. It is important to follow<br />
these intervals for preventive maintenance<br />
set by the manufacturer to ensure that the<br />
vehicle’s warranty stays valid <strong>and</strong> the vehicle<br />
keeps running well.<br />
What causes the foul odor when I turn<br />
on my air conditioner?<br />
This is especially likely in humid climates. The<br />
most common cause for the air conditioner<br />
to emit a foul odor is that the evaporator<br />
case has collected moisture due to condensation.<br />
The mold <strong>and</strong> mildew left behind by the<br />
moiswture causes the odor. In most cases,<br />
you can spray Lysol or a similar product into<br />
the system’s air intake (usually located at<br />
the base of the windshield) with the blower<br />
on high to kill the odor causing mold. Some<br />
products available at local automotive parts<br />
vendors are specifically designed to fix this<br />
problem, but it may be necessary to have a<br />
professional automotive technician disinfect<br />
the evaporator case if the problem persists.<br />
Do I need to take my vehicle in for a<br />
tune-up at 30,000 miles?<br />
At 30,000 miles we do not recommend replacing<br />
your vehicle’s spark plugs. Most of<br />
today’s vehicles have engines equipped with<br />
platinum tipped spark plugs that do not require<br />
replacement for up to 100,000 miles.<br />
The only instance you would consider replacing<br />
these spark plugs prior to 100,000 miles is<br />
if you are experiencing drivability problems,<br />
poor fuel mileage or similar problems that<br />
can be attributed to the spark plugs. Consult
your owner’s manual for the recommended<br />
tune-up interval.<br />
Why do the brakes on some vehicles<br />
wear out more rapidly than others?<br />
There are several factors that can contribute<br />
to brake wear. A major factor is the quality<br />
of material used to make the brake pads.<br />
This depends on the make <strong>and</strong> model of the<br />
vehicle. Like the tires, the wear on the brakes<br />
is also affected by the driving conditions in<br />
which they are used. Whether or not they are<br />
used in the city, on the highway, or in a hilly<br />
or flat area makes a big difference on how<br />
quickly the brake pads will wear out. Heavily<br />
loaded vehicles <strong>and</strong> vehicles pulling trailers<br />
are also harder on brakes. The more stops the<br />
driver makes <strong>and</strong>, even more importantly, the<br />
more quick or sudden stops a driver makes,<br />
the more wear there will be on the brakes.<br />
How often do filters need to be changed?<br />
The filters that keep your engine clean <strong>and</strong><br />
running smoothly should be examined regularly<br />
<strong>and</strong> changed when necessary. Engine<br />
oil filters should be replaced every 5,000 to<br />
6,000 miles, along with an oil change. Air filters<br />
should typically be changed at 50,000-mile<br />
intervals or as needed. In situations where<br />
vehicles are operating in extremely dusty conditions,<br />
the filters should be checked daily or<br />
weekly <strong>and</strong> replaced when needed. The fuel<br />
filter should be replaced every 30,000 miles for<br />
gasoline engines <strong>and</strong> every 12,000 to 15,000<br />
miles for diesel engines. Finally, the automatic<br />
transmission filter <strong>and</strong> fluid should be replaced<br />
at 60,000 mile intervals. If your vehicle is pulling<br />
a trailer, carrying heavy loads or doing a<br />
lot of stop-<strong>and</strong>-go driving, it may be necessary<br />
to service the transmission more frequently<br />
because transmissions in these situations can<br />
develop excess heat. Because vehicle specific<br />
service intervals may vary, check the owner’s<br />
manual for your vehicle.<br />
Finally, remember always to pay close attention<br />
to the manufacturer’s warranty information<br />
in the owner’s manual. Failing to adhere<br />
to specific guidelines established by the<br />
manufacturer may prevent your repairs from<br />
being covered by warranty. ■<br />

Lunchtime Barbecue<br />
ABC members had a special treat at the<br />
monthly barbecue in September thanks to<br />
Tri-City Electrical Contractors. District Vice<br />
President, Mike Cornelius, <strong>and</strong> Doug Craig set<br />
up their smoker at 4:30 a.m. to cook enough<br />
chicken <strong>and</strong> ribs for what was to be the largest<br />
crowd of the year for the lunchtime barbecue<br />
under the pavilion at the Bahia Shrine.<br />
Tri-City Electrical Contractors hosted their<br />
annual barbecue for over 300 people, bringing<br />
out the field management team to help<br />
serve up the BBQ, beans <strong>and</strong> slaw.<br />
The Poker Run Committee, on h<strong>and</strong> to help<br />
promote the October Poker Run, set up their<br />
motorcycles <strong>and</strong> h<strong>and</strong>ed out flyers while<br />

On September 28, the annual ABC Construction Expo hosted over 100 ABC member exhibitors at the<br />
<strong>Central</strong> <strong>Florida</strong> Fair Grounds. The three <strong>and</strong> half hour event drew over 1,000 people even though the<br />
skies opened up during exhibitors set up, <strong>and</strong> all through the evening. The rain never dampened<br />
spirits, as attendees walked the aisles of movie themed booths enjoying the light hearted<br />
atmosphere <strong>and</strong> cheery greetings.<br />
Members encountered the likes of the Wizard <strong>and</strong> Dorothy along the Yellow Brick Road, Austin<br />
Powers, Spiderman, Harry Potter, Zombies from Night of the Living Dead, <strong>and</strong> the crew from<br />
Final Frontier of Star Trek. Members got to walk down the red carpet <strong>and</strong> Hollywood walk<br />
of fame before stopping at one of the concession st<strong>and</strong>s to get snacks from Marilyn<br />

As the inspiration to start a training<br />
a “learner” himself, Bob Lipscomb,<br />
president of Williams Company, got<br />
program from a book he was reading. The book,<br />
“First, Break All the Rules: What the World's<br />
Greatest Managers Do Differently” is based on<br />
in-depth interviews by the Gallup Organization<br />
of over 80,000 managers in 400 companies.<br />
In reading the book, Lipscomb learned that<br />
without satisfying an employee’s basic needs<br />
first, a manager can never expect an employee<br />
to give stellar performance. These basic needs<br />
are: knowing what is expected of the employee<br />
at work <strong>and</strong> giving him/her the equipment <strong>and</strong><br />
support to do the work right. “It is critical to<br />
make sure everyone has the tools they need,”<br />
said Lipscomb. “Then, they need to know how<br />
to use those tools.”<br />
From there, the Williams “Knowledge College”<br />
was born.<br />
To get the Knowledge College kicked off, Cheryl<br />
Ranier was selected as the training coordinator.<br />
The program requires that each employee<br />
complete 32 training hours each year, <strong>and</strong> a<br />
training budget is set based on a percentage<br />
of payroll.<br />
The training runs the gamut based on each<br />
particular person’s needs <strong>and</strong> interests. Training<br />
hours have been earned for attending<br />
a conference in Seattle, trade association<br />
training sessions, tuition reimbursement for<br />
someone seeking their bachelor or master’s<br />
degree <strong>and</strong> more. There is currently no maximum<br />
amount for each person, <strong>and</strong> although<br />
the training budget has been affected by the<br />
current economic slowdown, it has also given<br />
the team at Williams the opportunity to get<br />

to keep employees on track. Quarterly reports<br />
that document the progress of training efforts<br />
for each individual are completed, <strong>and</strong> the<br />
completion of training goals is a factor during<br />
performance evaluations conducted by<br />
management. The training credits are tracked<br />
by Ranier in an Access database, <strong>and</strong> the company<br />
Intranet site is utilized for distribution of<br />
training material.<br />
Special incentives such as gift cards given to<br />
the employee with the most training hours or<br />
a trip with family for the first three employees<br />
to receive the LEED AP designation are also<br />
available to keep employees motivated <strong>and</strong><br />
excited about their training.<br />
Another successful program was the launch of<br />
the annual “Training Camp,” where the office<br />
was set up like a campus, <strong>and</strong> several classes<br />
ranging in a variety of topics were offered<br />
throughout the day. “The Power of Thanks,”<br />
“Williams Company History” <strong>and</strong> “Scheduling,”<br />
were just some of the topics covered. The<br />
Training Camp was held during a traditionally<br />
slow time for the company <strong>and</strong> gave employees<br />
the opportunity to fulfill their training requirements<br />
before the end of the year.<br />
According the Lipscomb, the training program<br />
has helped Williams in two ways: On the technical<br />
side, it has helped the team get the most<br />
pertinent <strong>and</strong> current technical education, <strong>and</strong><br />
on the soft side, it has helped with skills such<br />

as underst<strong>and</strong>ing customer relations, time<br />
management <strong>and</strong> organization.<br />
Williams has received numerous TEAM<br />
awards, <strong>and</strong> Lipscomb feels the true benefit<br />
comes from the employees realizing the company<br />
is at the forefront of the industry <strong>and</strong> all<br />
the hard work is paying off. “We want this to<br />
be a special place where people say, ‘Wow,<br />
what a great company that’s really interested<br />
in my betterment,” said Lipscomb. “If they<br />
don’t stay, they’ve at least taken some valuable<br />
stuff with them.”<br />
The biggest challenges in managing <strong>and</strong> maintaining<br />
the training program according to<br />
Lipscomb <strong>and</strong> Ranier are keeping people interested<br />
<strong>and</strong> getting the field employees to take<br />
time out of their schedules to come into the<br />
office for training.<br />
If a company is only able to do the basics, safety<br />
should be a m<strong>and</strong>atory training effort <strong>and</strong><br />
then customer service, said Lipscomb. “We’re<br />
in the service business,” he said. “All you really<br />
have is the level of service you provide. Hold<br />
employees accountable.”<br />
When asked what advice he would give fellow<br />
ABC members considering a training program,<br />
Lipscomb said, “Determine what you are trying<br />
to accomplish. Determine your training goals,<br />
<strong>and</strong> you must have full support of management.<br />
Think to yourself, “What do we need to get<br />
better at?” he said. Lipscomb also stressed the<br />
importance of having management’s support.<br />
“It must come from the top that it’s important<br />
to your culture,” he said. “You can’t fake it.”

Safety<br />
Why Should It Be Important<br />
to My Company?<br />

In my two previous articles (September <strong>and</strong><br />
October), I described a day’s work when you<br />
learn of a serious incident at one of your<br />
sites, the disruption it caused to your operations,<br />
<strong>and</strong> to top it off, the arrival of the OSHA<br />
inspector on site. For more details, please<br />
read those previous articles.<br />
Why safety? The aftermath; continued.<br />
Upon arrival, the inspector identifies herself<br />
<strong>and</strong> explains her presence while walking<br />
to where the incident happened. She takes<br />
plenty of notes, video <strong>and</strong> pictures, conducts<br />
soil tests, <strong>and</strong> bags some soil samples from<br />
the excavation. She talks privately with the<br />
excavator operator <strong>and</strong> your foreman, who<br />
was already warned about the unsafe conditions.<br />
Your foreman is struck with grief. The<br />
inspector also talks to other employees who<br />
had been in the vicinity or in the hole when<br />
<strong>and</strong> before the incident happened. After she<br />
finishes talking with nearly everyone on site,<br />
she talks to first responders <strong>and</strong> the county<br />
inspector. She tells you that the inspection<br />
will continue <strong>and</strong> leaves the site. The foreman<br />
approaches you <strong>and</strong> blames the accident on<br />
the push for completion. He feels guilty, quits<br />
his job, <strong>and</strong> leaves the site.<br />
You visit the injured worker at the hospital to<br />
learn from his sobbing wife that the doctor allegedly<br />
told her that if her husb<strong>and</strong> survived,<br />
he might not walk again. His two young children<br />
are also in the room. You try to comfort<br />
them but you do not know what to say or do.<br />
In the following days, the inspector calls to<br />
coordinate interviews on <strong>and</strong> off site with<br />
other employees. Every time the inspector is<br />
onsite, operations come to a crawl <strong>and</strong>, she<br />
visits for several days. In the meantime, you<br />
resolve the situation with the developer <strong>and</strong><br />
the county inspector at the other site where<br />
work was stopped for a week. Now you’re<br />
behind schedule on both sites.<br />
The OSHA inspector calls to meet with you<br />
<strong>and</strong> have her closing conference. During the<br />
conference she summarizes her findings from<br />
the incident <strong>and</strong> indicates that citations may<br />
be issued. Several months later, you receive<br />
the OSHA correspondence <strong>and</strong> citations are<br />
issued. Some carry a Willful designation <strong>and</strong><br />
some Serious. Total penalties are in excess of<br />
$300,000.<br />

Everything goes through your mind again.<br />
How will this affect the future of your business?<br />
Your attorney says you probably need<br />
to contest the citations because the Willful<br />
designation weakens workers compensation<br />
protections. Your carrier also informs you that<br />
they plan to drop your coverage <strong>and</strong> might<br />
not even cover your claim because the injured<br />
was an undocumented worker. You now<br />
remember that an officer from ICE was at the<br />
hospital when you visited the injured worker<br />
<strong>and</strong> briefly spoke with you.<br />
Can we quantify the costs incurred <strong>and</strong> those<br />
not yet known? Because there were Willful<br />
citations, you opened the door to being sued<br />
<strong>and</strong>, if the worker dies, you <strong>and</strong> your foreman<br />
could be criminally charged. On top of that,<br />
your mod/rate changes, the project delays represent<br />
additional costs, you are turned down<br />
at other sites you were bidding, ICE is investigating<br />
you, legal costs are quickly adding up,<br />
<strong>and</strong> I could go on <strong>and</strong> on. Your liability is now<br />
in the millions of dollars. Do your own math.<br />
Was it worth taking chances?<br />
If you would have implemented <strong>and</strong> enforced<br />
an effective onsite safety program, workers<br />
would have been safe <strong>and</strong> the accident would<br />
not have happened. Work would have been<br />
on schedule at both sites. Your company<br />
would continue to thrive.<br />
Can this happen to you? It did! The owner is<br />
now employed elsewhere.<br />

Bid protests usually present acute situations<br />
with tight deadlines. Your lawyer must quickly<br />
analyze your legal position <strong>and</strong> prepare the<br />
appropriate documents that preserve your<br />
rights. Sometimes the bid protest must be<br />
filed within a few days, or within hours of the<br />
agency’s notice of the award. You can help<br />
your lawyer by quickly providing the documents<br />
that need to be reviewed in an organized<br />
fashion. The following is a list of what<br />
your attorney needs:<br />
• The solicitation documents issued by the<br />
agency, including all addenda <strong>and</strong> amendments<br />
issued during the solicitation process<br />
• Responses to the solicitation submitted by<br />
you <strong>and</strong> other bidders/proposers<br />
• The Bid Tabulation<br />
• Minutes or transcripts of any<br />
pre-bid meetings<br />
• Minutes or transcripts of any<br />
meetings of evaluators<br />
• Letters, emails, or other communications<br />
from or to the agency<br />
• Notes of conversations with<br />
agency personnel<br />
• An outline of your own analysis of<br />
why you want to file a protest<br />
• Applicable bid protest procedures<br />
<strong>and</strong> deadlines<br />
Most of these documents should be in your<br />
files; but what is not in your files can be obtained<br />
from the agency either consensually<br />
or by your attorney through applicable public<br />
records laws. One final point, bid protest<br />
procedures are not uniform. Make sure you<br />
underst<strong>and</strong> the bid protest procedures <strong>and</strong><br />
deadlines. If they are not included in the solicitation<br />
documents, you should get a copy<br />
<strong>and</strong> give it to your lawyer.<br />
