ProbationCopy of Circular letter No. 15574-GI-56/8603, dated the 19th November, 1956 from Nakul Sen,I.C.S. <strong>Chief</strong> <strong>Secretary</strong> to Government, Punjab, to all the Heads of Departments, etc., etc.Subject:- Pay to be allowed to direct recruits to various services during the period of probation.I am directed to say that it has come to the notice of Government that there is no uniformpractice in allowing the pay to candidates appointed to various services during the period of probationand training in as much as in some departments the new recruits start at the minimum of the time scaleof pay prescribed, while in others some sort of allowance is allowed during the period of probation,which is much less than the time scale of the officers concerned. This state of affairs is unsatisfactoryand causes heart burning among the service. Accordingly the matter has been considered at length byGovernment and after a careful examination, it has been decided that a uniform policy should befollowed in all departments and that the direct recruit should be given the minimum of the time scale ofpay of the post during the period of training and probation. In order, however, to ensure successfulcompletion of training by the probationers within the prescribed period, it has been further decidedthat such candidates should not be allowed to draw the first increment till they have completed alltraining and passed the departmental examinations, whichever required under the existing rules.2. The above decision will come into force immediately and the existing direct recruits who areundergoing training or are on probation should be allowed the pay at rate equal to the minimum of thetime scale of the service to which they belong with effect from 1st November, 1956.3. I am to request that action may be taken in accordance with these orders and the servicerules may be amended wherever necessary._____________Copy of Circular letter No. 7978-G(II)-57/21306, dated the 25th October,1957 from the<strong>Chief</strong> <strong>Secretary</strong> to Government, Punjab, to all the Heads of Departments etc., etc.Subject:- Amendment of Service Rules so as to make provision for probationary period at all stagesof promotion.I am directed to say that the procedure regarding the confirmation of the <strong>Chief</strong> Engineers inthe three branches of the P.W.D. has not been uniform. While in some cases, proposal regarding theconfirmation of a <strong>Chief</strong> Engineer are put upto Government after, say one year of appointment of anindividual as such, in other cases, such proposal are put up soon after a Superintending Engineer isPromoted as <strong>Chief</strong> Engineer.2. To ensure uniformity of practice in the matter, question has been examined in detail and ithas been decided that a probationary period of one year should be provided in the Service Rule of allthe Departments under the Punjab Government at all stages of Promotions. I am to request that to giveeffect to this decision of Government, immediately steps should be taken to make necessary provisionin the relevant Service Rules._____________3
