<strong>Association</strong> <strong>of</strong> <strong>Chief</strong> <strong>Police</strong> <strong>Officers</strong> –Written evidenceanother rape but not on an EAW as they did not know that he was in the UK. Asa result <strong>of</strong> this, an urgent EAW was generated. <strong>The</strong> previous conviction for murder(due to the MO) was instrumental in convicting brother one <strong>of</strong> the gang rape.Brother two was acquitted but immediately arrested on the EAW. He was swiftlyextradited to Lithuania (within a matter <strong>of</strong> weeks) and has since been convictedand sentenced, thus removing a dangerous <strong>of</strong>fender from the UK. Although it wasthe EAW that removed him, it was another TPM that allowed the identification totake place in the first instance.UKBA deport EU nationals with serious <strong>of</strong>fending history:Since April 2010 the UK Central Authority for the Exchange <strong>of</strong> Criminal Records(UKCA-ECR) has been sharing serious foreign conviction information with UKBA<strong>of</strong> EU nationals subject to criminal proceedings in the UK for minor <strong>of</strong>fences. <strong>The</strong>UKBA are deporting EU nationals who are identified as posing the highest risk tothe UK and putting in place measures to refuse them re-entry.4.7 Joint Investigation Teams (JIT)4.7.1 JITs are covered by Council Decision 2002/465/JHA. Historically these have notbeen extensively used by UK policing. <strong>The</strong> reason for this seems to be nothing morethan a lack <strong>of</strong> knowledge around their use. This is changing though as more and morepolice units discover the benefits <strong>of</strong> them.4.7.2 JITs are legal agreements between two or more states whereby a cross border crimeis investigated. <strong>The</strong>y are designed to speed up the investigation and reducebureaucracy and they are very successful at doing this.4.7.3 What the JIT does is set up an agreement between the states whereby each countryinvestigates the crime in their own country by using their own domestic powerswithout having to resort to letters <strong>of</strong> request. For example, consider a murderinvestigation JIT between England, Germany and France. If the investigator in Englanddecides that they need some banking evidence from France and a search to beconducted in Germany, they simply picks up the phone to their counterparts in thosecountries who have signed the JIT and they go and do it: no letters <strong>of</strong> requests, nounnecessary delays. <strong>The</strong> benefits for speedy investigations are immediately obvious toanyone who has had to deal with letters <strong>of</strong> requests. Decisions around prosecutioncan easily be made so that suspects can be indicted in the most suitable jurisdictionto ensure that court time is most effectively utilised and uses a single court processinstead <strong>of</strong> many.Operation VeerdeOperation Veerde was a JIT with the Czech Republic and Eurojust. It was aninvestigation into human trafficking, prostitution and rape <strong>of</strong> females brought to theUK by a criminal network. 33 victims were located in the Czech Republic. A JIT wasagreed so that the UK and Czech police could quickly gather evidence usingdomestic laws. Nine suspects were indicted in England on behalf <strong>of</strong> both states; allwere convicted <strong>of</strong> trafficking <strong>of</strong>fences and sent to prison.Operation RomabankCurrent ongoing operation with Poland. 485 victims have been located in Poland and14
