8 IMPLEMENTATION OF MSP8.1 Why is implementation important to Maritime Spatial Planning (MSP)?Implementation of Maritime Spatial Planning (MSP) is the translation of policies and plans into practice.The benefits of achieving MSP in practice were summarised in a recent UNESCO publication (Ehler andDouvere, 2009).8.2 Best practice in implementation of MSPThis chapter aims to assess whether, given the right policies and legislations are in place to what extenthave countries developed Maritime Spatial Plans, how these are being implemented and enforced andwhether they are being monitored and reviewed. It also draws from experience on MSP to highlight what isconsidered best practice.8.2.1 Planning processBased on a range of guidelines that have been published recently on best practice for MSP (Box 1 below),it is possible to determine a range of linked steps involved in developing a maritime spatial managementplan:1.
