(2) No employee shall, except with the previous sanction of the competentauthority or in the bona fide discharge of his duties, publishes a book,participate in a radio/television broadcast or contribute any article or writeany letter either in his own name or anonymously, pseudonymously or inthe name of any other person to any newspaper or periodical or othervehicles of publicity, whatsoever:Provided that no such sanction shall be required if such letter, broadcast or suchcontribution is of a purely literary, artistic or scientific or Engineering/ Sociological/Historical character.Rule 10.TAKING PART IN POLITICAL ACTIVITIES(1) No employee shall be a member of, or be otherwise associated with, anypolitical party or an organization, which takes part in politics, nor shall hetake part in, subscribe in aid of, or assist in any other manner, anypolitical movement or activity.(2) No employee shall canvas or otherwise interfere with, or use his influencein connection with or take part in an election to any Legislature or LocalAuthority.(3) If any question arises whether a party is a political party or whether anyorganization takes part in politics or whether any movement or activity ofthe organization is subversive of the Government/Company by lawestablished, the decision of the Government/Company thereon shall befinal.Rule 11.CRITICISM OF GOVERNMENT <strong>AND</strong>/OR OF THE COMPANYNo employee shall, in any radio broadcast or telecast through anyelectronic media or in any document published under his name oranonymously, pseudonymously or in the name of any other person orunder any pen name or pseudonym, or in any communication to the pressor in any public utterances, make any statement--(1) which has the effect of adverse criticism of any policy or action of theCentral or State Government or of the Company; or(2) which is capable of embarrassing the relations between the Company andthe public:Provided that nothing in these rule; shall apply to any statement made or viewsexpressed by an employee of purely factual nature which are not considered to be ofconfidential nature, in his official capacity or in due performance of the duties assignedto him:Provided further that nothing contained in this clause shall apply to bonafideexpression of views by him as an office bearer of a recognized Trade Union/Association/Society/Institution for the purpose of safeguarding the conditions of serviceof such employees or for securing any improvement thereof.12<strong>BSNL</strong> CDA <strong>RULES</strong> <strong>2006</strong> (Updated upto 24-01-2013)
