Air Purifying Respirators• Explanation of why more positive control isnot immediately feasible. This must includerecognition that every reasonable effort isfirst being made to reduce or eliminate theneed for respiratory protection• A discussion of why various types ofrespiratory protection devices are suitablefor particular purposes• A discussion of the device’s capabilitiesand limitations• Instruction and training in actual use ofrespiratory protection equipment, anddefinite and frequent supervision to assurethat it continues to be properly used• Classroom and field training to recognizeand cope with emergency situationsBefore an employee may be required to useany respirator with a negative-or positivepressuretight-fitting facepiece, the employeemust be fit tested with the same make, model,style, and size of respirator that will be used.Training should provide personnel with anopportunity to handle the device, have it fittedproperly, test its face-to-facepiece seal, wearit in normal air for a long familiarity period,and, finally, wear it in a test atmosphere.OSHA requires fit tests to ensure proper fitfor workers who use respirators.Fit TestingAS/NZS 1715 / OSHA requires fit testing forany face mask (full or half) designed to havea tight seal along the face, whether it is usedin a positive-or negative-pressure mode, andwhether it is disposable or not.Qualitative fit test methods are subjective innature and rely on the judgment of the testsubject. They are essentially a pass/fail fit testto assess the adequacy of respirator fit.Quantitative testing methods rely on objectivedata to determine a proper fit. An assessmentof the adequacy of respirator fit is determinedby numerically measuring the amount ofleakage into the respirator.If the required fit factor is greater than 100,i.e., when higher levels of respiratoryprotection are needed, quantitative fit-testingmust be conducted. Most experts agree thatquantitative fit-testing provides the mostaccurate information, because it uses actualtest data, rather than depending on therespirator wearer’s sense of smell and taste(subjective responses).OSHA requires these eight exercises for bothqualitative and quantitative fit testing:1 - normal breathing2 - deep breathing3 - head side to side4 - head up and down5 - talking out loud6 - grimacing (quantitative only)7 - bending8 - normal breathing6Respirator CareProper inspection, maintenance, and repairof respiratory protective equipment aremandatory to ensure success of any respiratoryprotection program. The goal is to maintainthe equipment in a condition that providesthe same effectiveness as it had when itwas first manufactured.All equipment must be inspected before andafter each use. A record of all inspections bydate must be kept, with the results tabulated.It is important to follow the recommendationsof the manufacturer precisely.All non-disposable respiratory protectiveequipment must be cleaned and decontaminatedafter each use. Disposable respirators andaccessories should be discarded after each use,and replaced with identical new respirators.Replacement of other than disposable parts mustbe done only by personnel with adequate trainingto ensure that the equipment is functioningproperly after the work is accomplished. Onlyparts supplied by the manufacturer for theproduct being repaired must be used.7Medical SurveillanceAccording to OSHA,“using a respirator mayplace a physiological burden on employeesthat varies with the type of respirator worn,the job and workplace conditions in which therespirator is used, and the medical status ofthe employee.” Employers must determine anemployee’s ability to use a respirator.Workers should never be assigned to anyoperation requiring respiratory protectionuntil a physician has determined that theyare capable - physically and psychologically- to perform the work using the respiratoryprotective equipment.Program EvaluationEmployers are required to conduct periodicevaluations of the workplace to ensure thatthe written respiratory protection program isbeing properly implemented, and to consultemployees to ensure that they are usingthe respirators properly. The employer mustregularly consult employees required to userespirators to assess the employees’ viewson program effectiveness and to identify anyproblems. Any problems that are identifiedduring this assessment must be corrected.Factors to be assessed include, but are notlimited to:• Respirator fit (including the ability to use therespirator without interfering with effectiveworkplace performance)• Appropriate respirator selection for thehazards to which the employee is exposed• Proper respirator use under the workplaceconditions the employee encounters• Proper respirator maintenanceRecord KeepingEmployers must retain written informationregarding medical evaluations, fit testing,and the respirator program. This informationwill facilitate employee involvement in therespirator program, assist the employerin auditing the adequacy of the program,and provide a record for compliancedeterminations by OSHA.• Records must be kept on:• Medical evaluation• Qualitative and Quantitative Fit Tests,which are retained until the next fit testis administered• Employee identity• Make, model, style, and size of respiratortested• Date of test• Results• Written copy of the current respiratorprogramAlthough instituting a sound respiratoryprotection program will take effort andfinancial investment, the objective of a such aprogram is sound - ensuring that every workeris protected against potentially fatal diseases.ImportantThis article is intended to help employersunderstand the respiratory protectionrequirements of OSHA and NIOSH governmentstandards, and is not intended to be the soleguide for complying with 29 CFR Part 1920.134(OSHA) and 42 CFR Part 84 (NIOSH).These government documents may be foundin their entirety on the Internet at: www.osha.gov www.cdc.gov/niosh/part84.
