Geophysicist Gordon J.F. MacDonald, a specialist inproblems <strong>of</strong> warfare, says accurately-timed, artificially-excited electronic strokes couldlead to a pattern <strong>of</strong> oscillations that produce relatively high power levels over certainregions <strong>of</strong> the earth . . . in this way one could develop a system that would seriouslyimpair the brain performance <strong>of</strong> very large populations in selected regions over anextended period . . . No matter how deeply disturbing the thought <strong>of</strong> using theenvironment to manipulate behavior for national advantages, to some, the technologypermitting such use will very probably develop within the next few decades.” 7Brzezinksi was right, <strong>of</strong> course. Such capabilities have been developed, much <strong>of</strong>it under cover <strong>of</strong> “Star Wars” funding as well as in dozens <strong>of</strong> other classified defense andintelligence programs.According to Dr. Armen Victorian and many other sources, PANDORA was astepping stone to a massive expansion <strong>of</strong> research and extensive testing <strong>of</strong> these findings,research that has been conducted ever since by the Army, Navy, Air Force and CIA,<strong>of</strong>ten with “non-volunteer human test-beds.” Years later, even in the face <strong>of</strong> a flood <strong>of</strong>court cases brought by unwitting victims, “no liability has ever been admitted by theestablishments or their contractors,” writes Victorian. “The situation remains the sametoday . . . U.S. military interest in electromagnetics is now well established.” 8A few scientists have been open about the capabilities <strong>of</strong> controlling humanconsciousness and behavior with EM technology. One such researcher is Dr. ElizabethRauscher-Bise, who has worked at Lawrence Berkeley National Laboratory and StanfordResearch Institute, and as a research consultant to NASA and the U.S. Navy. In 2003,Rauscher-Bise told independent journalist Joe Vialls that she had identified the specificfrequency effects needed to induce nausea, happiness, and many other behavioral statesdecades ago. “Give me the money and three months,” she boasted to Vialls, “and I'll beable to affect the behavior <strong>of</strong> 80 per cent <strong>of</strong> the people in this town without theirknowing it. Make them happy—or at least they'll think they're happy. Or aggressive.”Elizabeth Rauscher-Bise is reportedly above board with her work, havingdemonstrated the effects <strong>of</strong> various frequencies quasi-public forums. Vialls tells the storyabout “one memorable demonstration in California, [when] she turned a specific brainwave on all students in the left-side <strong>of</strong> her auditorium, whereupon their teeth startedchattering collectively and uncontrollably. When the unaffected students on the rightside<strong>of</strong> the auditorium suggested this might be some sort <strong>of</strong> trick, Elizabeth Rauscher-Bise calmly turned the specific brain wave on them instead. The right-side now sufferedexactly the same fate, watched by the stunned, but no longer affected students on theleft-side.” 9The militarization <strong>of</strong> American neuroscienceWhile developments in brain research are touted for their amazingtherapeutic advances in the medical field, they primarily serve the purposes<strong>of</strong> the U.S. military.
