PANDORA scientists later carriedout classified studies on monkeys in laboratories, with significant results. Researcherssoon discovered that animal brain waves could be altered directly by electrical fields; likea tuning fork, their brains would fall in phase with electromagnetic waves directed atthem if modulated at the right frequency. These waves could easily pass through theskull, which normally protected the central nervous system from outside influence.Many <strong>of</strong> us don’t understand that electromagnetism is intrinsic to human anatomyand, along with biochemical changes, actually controls human physiology. For example,any time a muscle moves there are electrical discharges. Brain waves are themselveselectrical; indeed, the data and information that is detected by the human senses, movesinward to the central nervous system and then on to the brain—is comprised <strong>of</strong>electrical signals. Enzymes are electrically influenced, cell division has electricalfeatures, wound healing is electrical, and the heartbeat itself is an electrical impulse.Finally, in April 1976, Secretary <strong>of</strong> State Henry Kissinger sent the followingtelegram to the U.S. Embassy in Moscow that summarized the conclusions <strong>of</strong> theagency’s covert study <strong>of</strong> the Moscow signal.Subject: Radiation and UHF and Electromagnetic DangersBeginning in 1960 the Soviet Union directed the high frequency beams <strong>of</strong> radiation at theU.S. Embassy in Moscow which were calculated not to pick up intelligence but causephysiological effects on personnel. The effects the Soviets calculated to achieve in thepersonnel serving (at least as early as 1960) included (A) Malaise (B) Irritability, (C)Extreme fatigue. At this time the Soviets believed that the induced effects were temporary.Subsequently, it has been verified that the effects are not temporary. Definitely tied to suchradiation and the UHF/VHF electromagnetic waves are: (A) Cataracts, (B) Bloodchanges that induce heart attacks, (C) Malignancies, (D) Circulatory problems, and(E) Permanent deterioration <strong>of</strong> the nervous system. In most cases the after-effects do notbecome evident until long after exposure—a decade or more. 3Such was the first known formal high-level report on what are the now-familiarsymptoms <strong>of</strong> EM attack being reported all over the globe.But even by the late 1960s, according to the History Channel and many othersources, U.S. government-funded scientists like Dr. Robert Becker and independentscientists such as Dr. Andrija Puharich had discovered monumental facts aboutelectromagnetic frequencies and human consciousness. Puharich showed, for example,that ELF electromagnetic fields (i.e., extremely low frequencies that are measured inHertz, or “Hz”), if delivered to subjects under controlled conditions, had specific andpredictable neurological effects if calibrated to very specific frequencies to the nearesthundredth <strong>of</strong> a Hertz:• 6.6 Hz could predictably cause depression in a normal subject• 7.83 Hz led to an altered state associated with a pleasant feeling• 10.80 Hz led to “riotous behavior” 48
