Inouye alludes to in the above quote.The year 1975 witnessed the greatest revelation <strong>of</strong> the fact that the governmenthas actively researched political control technologies on its own citizens as test subjects.We now know that extensive Cold War-related “mind control” research took placebetween the 1950s and 1970s—and was epitomized by the CIA’s notorious, illegal MK-ULTRA program, an early attempt to narrow the gap against the Russians’ allegedsophisticated “psychotronics” research.Hearings on Project MK-ULTRA were initiated in 1975 in the U.S. Congress bythe Church Committee, and additional inquiries took place through a presidentialcommission known as the Rockefeller Commission. Investigative efforts were hamperedby the fact that CIA Director Richard Helms illegally ordered all MK-ULTRA filesdestroyed in 1973; the Church Committee and Rockefeller Commission investigations12
