that rogue elements <strong>of</strong> the government and corporations use advanced surveillancecapabilities to support the identification, tracking, and covert stalking <strong>of</strong> thousands <strong>of</strong>private citizens, toward the end <strong>of</strong> “mass control <strong>of</strong> the population,” says FFCHSpresident, Derrick Robinson. Bear in mind: A person must be efficiently tracked beforethey can be effectively targeted and controlled.FFCHS’s attorney Jonathan Wilson recently addressed the Senate JudiciaryCommittee in a letter to Senator Patrick Leahy requesting a hearing and congressionalinvestigation into FFCHS’s allegations <strong>of</strong> non-consensual experimentation on Americancitizens using directed energy weapons and organized stalking. The organization statesthat these activities are perpetrated by the US military and other intelligence agencies,corporations, and teams <strong>of</strong> private citizens. (See Appendix C)In recent years, groups like FFCHS have enabled thousands <strong>of</strong> targetedindividuals (or “TIs”) to discover one another and form citizens groups. TIs have evenjoined forces globally. For the first time, a global coalition <strong>of</strong> TI organizations met onOctober 21, 2006 in hopes <strong>of</strong> ending this egregious form <strong>of</strong> human rights violation.A notable example <strong>of</strong> a TI is African-American novelist and National Book Awardwinner Gloria Naylor, whose harrowing story began in 1996 when she moved tosecluded St. Helena Island <strong>of</strong>f the coast <strong>of</strong> South Carolina. A minor run-in with acantankerous neighbor whose brother worked for the National Security Agency set intomotion a series <strong>of</strong> events that made Naylor the object <strong>of</strong> surveillance. The fictionalizedaccount <strong>of</strong> the true story <strong>of</strong> her subsequent ordeal appears in the book entitled 1996.“The intensely private Naylor soon found herself in the company <strong>of</strong> other prominentblack writers and activists targeted by the government with electronic harassment,”explains the flap <strong>of</strong> the book. “She was harassed until she feared for her sanity andconsulted a psychiatrist. When she discovered that her tormentors were using mindcontroltechniques, she fought back with the only weapon she had—her writing talent.”Naylor was among those participating in an international event co-organized byFFCHS that was known as the “World Day to End the Silent Holocaust.” In this historicgathering held in 2006, scientists, former intelligence <strong>of</strong>ficers, legal experts, publishedauthors, and others from eight countries launched an international coalition tostrengthen awareness about the hidden crime wave involving electronic harassment andmind control, and to press for investigations and government enquiries. The sponsors <strong>of</strong>the conference were (as stated) <strong>Freedom</strong> <strong>From</strong> <strong>Covert</strong> <strong>Harassment</strong> and an Australianhuman rights organization called Duprevent International.Aside from Naylor, speakers included Dr. Robert Duncan, Ph.D. (artificialintelligence expert from Harvard University and former defense scientist), who washimself once a targeted individual, and Dr. Nick Begich, author <strong>of</strong> Angels Don’t PlayThis HAARP (whose work is covered below). Representatives from Australia, Canada, theNetherlands, the United States, Belgium, Austria, England and India attended,indicating that this criminal activity is more widespread than most realize.At the event, human rights activist and event co-organizer Deborah Dupre statedthat common targets include whistleblowers and peace workers. Dupre estimated “aminimum <strong>of</strong> two million innocent citizens globally are presently tortured in-home and[in their] community” by electronic stalking and related crimes. She cited for examplethe findings <strong>of</strong> the Toronto Rape Crisis Center, which recorded numerous cases <strong>of</strong>clients, especially single women, who are apparently being targeted. These womenpresented consistent stories and physical symptoms “attributable to microwave weaponsassaults on them.”More recently, on April 16, 2010, FFCHS—in alliance with Ms. Connie Marshall,14
