Apart from that, farmers aredevoid <strong>of</strong> reliable and timely <strong>market</strong> information. As such, <strong>the</strong>y are losing <strong>the</strong> bargainingpower with <strong>the</strong>ir respective buyers.Minimum support from GOs and NGOs: Producers are not satisfied with <strong>the</strong> research andextension services provided by government agencies. Some <strong>of</strong> <strong>the</strong> projects implemented bygovernment and development agencies are short lived and could not impact significantly atproducer levels.5.1.3 ProcessingLack <strong>of</strong> cleaning/washing facility: From <strong>the</strong> fresh consumption <strong>market</strong> perspective, <strong>the</strong>quality <strong>of</strong> <strong>Nepal</strong>i <strong>ginger</strong> is considered inferior to Indian and Chinese <strong>ginger</strong> due to its highfibre contents and dirty appearance. Due to <strong>the</strong> lack <strong>of</strong> washing facilities, <strong>Nepal</strong>i <strong>ginger</strong> is notcleaned properly and is unattractive, resulting in a lower <strong>market</strong> price.Inefficient processing technology: Sutho (dry <strong>ginger</strong>) is <strong>the</strong> major processed product madeout <strong>of</strong> fresh <strong>ginger</strong>. <strong>Nepal</strong>ese farmers make Sutho by using <strong>the</strong>ir traditional skills, which islabor intensive and tedious. Lack <strong>of</strong> <strong>ginger</strong> peelers and <strong>the</strong> mechanical dryers are <strong>the</strong> majorpost-harvest problem. Ginger Research Program (GRP) under <strong>Nepal</strong> Agricultural ResearchCouncil (NARC) at Kapurkot, Salyan is responsible for addressing <strong>the</strong> problems on <strong>ginger</strong>.Hence, <strong>the</strong> GRP, in association with Agricultural Engineering Division (AED) under NARC,has attempted to develop a <strong>ginger</strong> peeler and a dryer under Hill Agriculture Research Project.However, <strong>the</strong> result was not encouraging 3 . O<strong>the</strong>r products like candy, powder, and squash arealso lacking <strong>the</strong> appropriate technology to maintain <strong>the</strong> shelf life <strong>of</strong> <strong>the</strong> products and increaseefficiency <strong>of</strong> production.Regarding processing technology, <strong>the</strong> <strong>ginger</strong> slicing and drying technology is one <strong>of</strong> <strong>the</strong>constraints for <strong>the</strong> exporters at Kathmandu. Slicing and solar drying is labor intensive, and assuch, not suitable for mass processing, which results in high per unit cost <strong>of</strong> production <strong>of</strong>sliced <strong>ginger</strong> (NPRs. 250 / kg 4 <strong>of</strong> dried slice) making it less competitive in <strong>the</strong> global <strong>market</strong>.5.1.4 MarketingLow quality <strong>of</strong> product: Rhizome with low fibre content, large size, equal fingers, and aclean and waxy appearance are considered <strong>the</strong> features <strong>of</strong> high quality <strong>ginger</strong> in international<strong>market</strong>s. Most <strong>of</strong> <strong>the</strong> produce <strong>of</strong> <strong>Nepal</strong> is high in fibre contents and not proportionate inshape. And because <strong>the</strong>re is limited opportunity and practice <strong>of</strong> proper cleaning, sorting, andgrading <strong>of</strong> <strong>ginger</strong>, <strong>Nepal</strong>ese <strong>ginger</strong> is less competitive in international <strong>market</strong>s compared toIndian and Chinese <strong>ginger</strong>.Multiple taxes and un<strong>of</strong>ficial payments during transportation: As per <strong>the</strong> Local Self-Governance act (1999), <strong>the</strong>re is a provision for raising taxes by <strong>the</strong> DDC from where <strong>the</strong><strong>ginger</strong> originated. However, various DDC along <strong>the</strong> transportation <strong>chain</strong> are charging taxesillegally.
