Londoners among 31 charged in largestchild-porn sweep in Ontario's historyYou can run but you can't hide."That was the message delivered to Internet child predators by OPP Commissioner Julian Fantino during apress conference held Thursday (Feb. 5) in which police announced the results of the largest childpornography/exploitationsweep in Ontario's history by police forces across the province.Fantino was joined by a total of 19 representatives of police services from across the province inannouncing the results of the province-wide child pornography sweep undertaken Wednesday (Feb. 4),and four London residents were among the 31 people charged.The sweep was part of the Provincial Strategy to Protect Children from Sexual Abuse and Exploitation onthe Internet, a coordinated effort that includes the London police Cyber Crime Unit.Fantino said the blitz was the largest of its kind in Ontario history, with 33 search warrants resulting in31 suspects facing a total of 93 charges, with investigations continuing and additional arrest pending."What's even more important is that we have identified and ended the abuse for two children who werevictims of these terrible crimes," said OPP Det. Frank Goldsmith, Provincial StrategyCoordinator.The two children were a four-year-old boy and a 12-year-old girl, he said.In London, as part of the coordinated police effort, the Cyber Crime Unit conducted four search warrantsat residences throughout the city, on the heels of investigations that began last month.As a result of the local sweep, four London men are facing charges:Nicola Ierullo, 46, of London, is charged with two counts of possession of child pornography, two countsof making available child pornography and possession of a controlled substance.Michael DiMatteo, 18, of London, is charged with three counts of possession of child pornography, twocounts of making available child pornography and production of child pornography.Christopher Clausen, 37, of London, is charged with two counts of possession of child pornography and

"The distribution of images of child abuse, the luring of young people by predators for deviantpurposes and the proliferation of Internet sites where pictures of every imaginable kind of abuse ofchildren – including infants – can be accessed by anyone, continues to be a challenge, a significantconcern to police agencies world wide, and I think to all of us as parents and as concerned citizens of anycommunity."The Provincial Strategy was created in August 2006 in response to the McGuinty government's requestthat police develop a coordinated, province-wide approach to combating Internet crimes againstchildren, Goldsmith said. The strategy is jointly supported by the Ministry of the Attorney-General forOntario and the Ministry of Community Safety and Correctional Services.Prior to this sweep, from Aug. 2006 to Feb. 4, 2009, the Provincial Strategy completed 4,782investigations and laid 1,983 charges against 634 persons, Goldsmith said. The arrests were a response to the creation of aprovincial strategy to combat child pornography.Many sexual offenders trade crime pornography images similar to sports fansmight swap baseball cards, police said.Despite the high numbers, studies show police suspect 19 of 20 cases ofchild sexual abuse in Canada go undetected.OPP Commissioner Jullian Fantino used the press conference to push for across-Canada sexual abuse registry to help people fight the victimization ofchildren by child pornography on the Internet.“The Internet knows no boundaries,” Mr. Fantino said.— with files from thestar.ca

Staff Sgt. Frank Goldschmidt, the co-ordinator for the ProvincialStrategy to Protect Children from Sexual Abuse.Separate search warrants executed in Toronto resulted in the arrest of two people in North York.Police “identified and ended the abuse of two children,” a four-year-old boy and a 12-year-old girl, Goldschmidt said.The names of two men charged in the sweep, one from Burlington and one from Ottawa, and the names of the victims were withheld to protect theiridentities.The provincial strategy was formed in August 2006 and includes the OPP’s Child Exploitation Section and 18 municipal police services.Charges against the 31 accused include making child pornography, sexual assault, sexual interference, possession of child pornography, distribution of childpornography, and making available child pornography.Ninety-one charges were laid in all. The nature of the offences shocked even veteran police officers.Manager of the OPP’s Sexual Exploitation Section Det. Insp. Andrew Stewart said that throughout most of his 30 years of police work he “thought thathomicides were the worst offence one human could commit against another.”“In the past two years of managing the Child Exploitation Section, I’ve had the opportunity to rethink that,” he said. “The tortuous images identified by ourofficers are beyond what society can imagine. They scar the soul and sear the mind. They leave children horribly wounded and forever tortured.”OPP Commissioner Julian Fantino told the media he feels the police “are in catch-up mode” with criminals who are unfettered by regulations and can use theInternet to meet and perpetrate their crimes.He remains optimistic, however, that co-ordinated police work can make significant inroads.“What has changed today … is our ability to approach this on a united front, working together across agencies, boarders, jurisdictions and oceans,” Fantinosaid. Fantino told the press he was surprised at the age of some of the people charged in the sweep.In a trend that extends beyond child-pornography related crimes, offenders are getting younger, he said.Three people charged with child-pornography related offences in the sweep could not be named under the Youth Criminal Justice Act, according to police.Staff Insp. Elizabeth Byrnes, of Toronto Police Services Sex Crimes Unit, said the Toronto Police Service is the largest municipal member of the provincialstrategy, with 15 officers dedicated to the Sexual Exploitation Section.With almost 10 years of experience in investigating crimes on the Internet, she said the Toronto Police Service are a solid resource for the other members ofthe strategy to draw on.Byrnes said the co-operation and the strong relationships formed between police agencies across Ontario is “unheard of,” and the provincial strategy’sgreatest assets.Fantino also called for a “national, effective and efficient sex-offender registry that would enable us to be even more vigilant.”He pointed at Ontario’s sex-offender registry as a model that would help police extend their efforts if its efficiency could be extended nationally.Police would not give the exact numbers but said that “a couple” of those charged are re-offenders. Since the provincial strategy began it has seen anannual increase in the number of investigations it has completed, the number of people arrested and the charges laid, police said.According to police, the sexual abuse of children is most often perpetrated by a friend, family member or someone who has access to the child. Theinvestigations that resulted in yesterday’s raids are ongoing and more charges are pending, police said.“For those children waiting to be rescued: we are looking for you,” Stewart said. “Tell someone.”

Additionalarrests are pending as the investigation continues.Police executed a total of 33 search warrants, resulting in 93 charges against 31 people, including sexual assault and making, distributing and possession childpornography. In addition, two child victims have been identified during the investigation thus far.On Thursday, Nathan Engler, 33, of Ottawa, appeared in the provincial court on Elgin Street charged with one count of possession of child pornography and one countdistributing child pornography.Adam Rizewiski, 27, of Ottawa, also appeared in court facing one count of possessing child pornography, one count of making available child pornography, and one count ofpossessing contraband cigarettes.A 53-year-old Ottawa man, whose name is being withheld to protect the identity of one of the victims, has also been charged with two counts of possessing, two counts ofdistributing and one count of making child pornography.
