ARTE is different and will stay that way. Thanks to our creative and talented staff, the channel has<br />

maintained a strong Franco-German identity for 20 years and established its unique presence on the<br />

audiovisual landscape. ARTE is demonstrating its commitment to the digital age by bringing HD<br />

quality to its viewers, as well as exploring the potential of the Internet as a new space for freedom<br />

and creativity and livening up smartphones and social networks with its programmes.<br />

In times of crisis and sweeping change, few things could be more exciting than creating programmes<br />

that are open to all, embody our values and beliefs, provide direction, and above all, hope for the<br />

ARTE is based on quality and innovation.<br />

In an age when the latest technological<br />

developments and increasing competition<br />

are leading to fundamental changes<br />

across the media landscape, our viewers<br />

appreciate that we keep our editorial<br />

promises and continue to offer highquality<br />

programming. In Germany, ARTE<br />

is successfully attracting and retaining<br />

an ever greater number of viewers,<br />

particularly with its daytime and prime<br />

time schedules. In France too, ARTE’s<br />

share of the DVB-T market is continually<br />

increasing, although the launch of new<br />

channels has had a serious impact on<br />

the French television landscape.<br />

ARTE is reacting to the dynamic changes<br />

occurring within the media environment<br />

in both countries by introducing a new<br />

approach to its programme line-up that<br />

will give a particular boost to the prime<br />

time and late evening slots. Since its<br />

launch, ARTE has provided its viewers<br />

with the stories behind world affairs<br />

as well as explaining their signifi cance.<br />

Innovations to news reporting are also<br />

being introduced, with ARTE Journal,<br />

The Blogger and Yourope outlining current<br />

events from a European and international<br />

perspective. ARTE is producing more<br />

science-based <strong>documentaries</strong> and<br />

magazine programmes for peak viewing<br />

hours. ARTE is also approaching its goal<br />

of reaching a younger target audience<br />

with a new style for culture and music<br />

programmes that features the stars<br />

of yesterday and tomorrow. In 2010,<br />

ARTE will continue to plan programmes<br />

from an event-oriented perspective.<br />

200th anniversary, the outstanding works<br />

of the Japanese cartoonist Hayao<br />

Miyazaki, biodiversity, and of course<br />

Africa, site of this year’s Football World<br />

taste and moral sensibilities when fi rst<br />

released but later came to be seen<br />

works, often highly individual, of young<br />

stages of the programming and<br />

broadcasting process, from technical<br />

conformance to advance promotion<br />

with international award winning trailers<br />

harmoniously designed to refl ect<br />

channel branding and identity.<br />

PROGRAMMING<br />

IN TWO LANGUAGES<br />

As a French/German co-operation,<br />

ARTE produces and broadcasts<br />

all programmes in both languages.<br />

French- and German-speaking viewers<br />

automatically receive broadcasts<br />

in their own language but also have<br />

access to the second language<br />

version as well as original language<br />

versions with subtitles for some fi lms.<br />

This creates a daily challenge for the<br />

ARTE staff. The Subtitling/Dubbing<br />

Service supervises subtitling, dubbing<br />

and re-versioning of voice-overs and<br />

provides simultaneous translation<br />

ARTE is a European cultural public service channel. Subdivided into three main<br />

companies: ARTE France, ARTE Deutschland, and ARTE GEIE, the group<br />

employs staff from France, Germany and other European countries.<br />

In both France and Germany, 95% of funding for the channel comes from<br />

the direct tax on home television sets. The network is not allowed to show<br />

advertising, but may seek additional revenue from other sources, in particular,<br />

corporate patronage.<br />

With its Europe-wide reach, ARTE has also developed a range of successful<br />

partnerships for co-production and exchange of programmes with the major<br />

A workforce of 430 French and German employees ensures<br />

the smooth operation of ARTE GEIE, which also relies on the<br />

efforts of freelance and independent journalists and occasional<br />

performers, as well as various contractors for miscellaneous<br />

services. The average staff age is forty-two, with around nine<br />

years of service. In an enterprise with dual nationality like ARTE,<br />

the need to establish a common corporate culture and identity<br />

that all staff can identify with is a major challenge faced daily,<br />

in all of its activities. Good communication between, and<br />

co-ordination of, the channel’s three operational centres are<br />

critical elements in this process. An internal forum and a staff<br />

exchange programme enable everyone involved to experience<br />

the varied skills and know-how that go into making the channel<br />

successful while also providing a space for inter-personnel<br />

dialogue within the company.


BUDGET<br />

ARTE GEIE is a fi nancially independent,<br />

self-governing entity. In addition<br />

to management controls exercised<br />

by two controllers from ARTE France<br />

and ARTE Deutschland appointed<br />

by the General Assembly – currently<br />

Fabrice Rebois and Dr. Klaus Wenger –<br />

and the fi nancial controls provided by<br />

the auditors, an external control function<br />

has been created to check on the<br />

implementation of resolutions adopted<br />

by the General Assembly, compliance<br />

with current legislative requirements,<br />

and the effective use of funds.<br />

THE GENERAL<br />

ASSEMBLY<br />

The General Assembly, which meets<br />

at least four times a year, makes<br />

fundamental decisions of strategic<br />

importance to the channel, approves<br />

the Business Plan and not only appoints<br />

members but also top managerial staff<br />

to ARTE GEIE. The twelve delegates<br />

– six German and six French – represent<br />

the two members of the ARTE Group.<br />

The associate partners, RTBF, ORF<br />

and TVP have an advisory role.<br />

Since 2007, ARTE has broadcast<br />

programmes in HD via ADSL, cable,<br />

the ASTRA satellite, and on Digital<br />

Terrestrial Television (DTTV).<br />

The number of HD productions<br />

is growing constantly and all ARTE<br />

programmes are being converted<br />

to a technical quality that is ideally<br />

suited to fl at widescreen televisions.<br />

BRINGING ARTE<br />

ARTE features in several triple play<br />

packages (Internet / telephone / TV)<br />

offered by ADSL providers.<br />

Hybrid Broadcast Broadband TV<br />

The idea of HBB-TV is to merge<br />

broadcast audiences with Internet<br />

users in front of a single screen,<br />

enabling viewers to surf the web and<br />

watch TV on the same set. All ARTE’s<br />

programming, free-to-air and on<br />

demand, is available via broadband<br />

with excellent picture quality.<br />

On mobile phones and iPhones<br />

In Germany, the latest mobile phone<br />

models allow reception of ARTE<br />

via DTTV. In both Germany and France,<br />

special iPhone packages offer access<br />

to ARTE using 3G streaming technology.<br />

SAME PICTURE,<br />

DIFFERENT LANGUAGES<br />

Thanks to digital transmission,<br />

ARTE programmes are always<br />

available in stereo and in both local<br />

languages. French and German<br />

speaking viewers automatically<br />

receive broadcasts in their own<br />

language but also have access to<br />

the second language version as well<br />

as original language versions with<br />

subtitles for some fi lms.<br />

SUBTITLES FOR HEARING-<br />

IMPAIRED VIEWERS AND<br />

AUDIO DESCRIPTION<br />

Every year ARTE broadcasts<br />

about thirty cinema titles<br />

and television dramas with<br />

Audio Description on the second<br />

channel via DTTV, satellite and<br />

over-the-air. The AD feature,<br />

available in both French<br />

and German, makes visual<br />

and narrative content accessible<br />

to the blind and visually impaired.<br />

The channel is also increasingly<br />

offering programmes for the hard<br />

of hearing: up to 50% of its broadcasts<br />

can be accessed in a subtitled<br />

version via teletext, or by using<br />

the “subtitles” function on TNT,<br />

satellite, ADSL and cable<br />

New transmission technologies are constantly<br />

expanding the number of viewers in Europe<br />

who can receive ARTE programmes. In 2009,<br />

the total reach of the channel was 190 million<br />

viewers in 80 million households.<br />

IN FRANCE<br />

AND GERMANY<br />

ARTE can be watched by about<br />

95% of the population in the two<br />

countries.<br />

In France 5.3 million households<br />

have a satellite dish, 2.9 million<br />

are cable subscribers, 7.4 million<br />

receive DTTV and 3.6 million<br />

are still using the analogue<br />

terrestrial network, on which<br />

ARTE is broadcast from 7 pm<br />

daily. Nearly all of France and<br />

its territories now receive DTTV<br />

and the transition from analogue<br />

will be complete by the end<br />

of 2011. Almost 3 million<br />

households are ADSL subscribers.<br />

In Germany 15.8 million<br />

households are cable<br />

subscribers and 14.7 million<br />

have a satellite dish. 3.6 million<br />

households have access<br />

to DTTV. 300.000 households<br />

are ADSL subscribers.<br />

received by 1.5 million households<br />
