Appendix 3<strong>International</strong> Code <strong>of</strong> Practicefor the Safe Conduct <strong>of</strong> JournalismThe dangers posed to journalists and media staff working indangerous situations and conflict zones are the subject <strong>of</strong>extensive record. Many journalists are killed, injured orharassed in war zones, either targeted by one side or another orcaught in the crossfire <strong>of</strong> violence. Others are the victims <strong>of</strong> premeditatedassault and intimidation either by criminals, terroristsor by agencies <strong>of</strong> the state — the police, the military or the securityforces — acting secretly and illegally.There will, inevitably, be accidents, no matter how much care istaken to provide protection and there is little one can do whenthose targeting media use ruthless and brutal methods to crushjournalistic inquiry.However, there are steps that journalists and media organisationsshould take to minimise the risks to staff. In particular, thefollowing are vital considerations in providing protection:Adequate preparation, training and social protection. It is essentialthat journalists and media staff be in a state <strong>of</strong> readiness whendifficulties arise. There should be a framework for providingindividuals with health care and social protection.Media pr<strong>of</strong>essionals must be informed and inform themselves aboutthe political, physical, and social terrain in which they are working.They must not contribute to the uncertainty and insecurity<strong>of</strong> their conditions through ignorance or reckless behaviour.Media organisations must guard against risk-taking for commercialadvantage, and should promote co-operation among journalistswhenever conditions exist which are potentially hazardous.Governments must remove obstacles to journalism. They must notrestrict unnecessarily the freedom <strong>of</strong> movement <strong>of</strong> journalists orcompromise the right <strong>of</strong> news media to gather, produce and disseminateinformation in secure and safe conditions.People must keep their hands <strong>of</strong>f media. Everyone should respectthe physical integrity <strong>of</strong> journalists and media staff at work.Physical interference with filming or other journalistic workmust be prohibited.134
