Your offer shall be valid for 90 days from the date of price bidopening for placement of order. Quotations, not received in line with above are liable to be rejected.Technical Bids shall be opened on 15.02.2013 at 3:30PM., In the presence of tenderers ortheir representatives, who may be present at that time. Price Bid of the technically eligiblebidders shall be opened in due course on any latter suitable date. Page 3 of 7Annexure AKindly note following rules with regard to cleaning work.1. In STI (T) Hostel for all the six blocks (containing all rooms, common area,corridor, terrace, internal road & approach road Open area on all sides)are to be cleaned daily.2. Cleaning of all room toilet, corridor, common area & internal roads are tobe done daily. Persons deployed for cleaning will remain present dailyfrom 06.00 AM to 02.00 PM. on 7X365 days basis, if some person doesnot report then alternate Person is to be deployed by contractor. Onepersons is to be kept daily between 02.00 PM to 09.00 PM, for cleaning ofcommon areain second shift.3. STI (T) Hostel’s furniture, almirah, window, doors and other items are tobe dusted daily. In morning in and in evening also. Toilets are to becleaned daily.in morning & in evening.4. From 06.00 AM bathroom and from 07.00 AM to 10.00 AM hostel roomsare to be cleaned. From 07.00 AM to 02.00 PM Hostel premises &remaining area is to be cleaned. The firm will inspect the Areas cleaned.In case work is not satisfactory on any day, that day’s payment will bededucted from the contractor’s bill@ Rs 500/- per day on pre rota basic.5. Period of contract will be for one year .6. Payment will be made by account payee cheque on completion ofcleaning job per month. Contractor has to submit his bill in duplicate everymonth to the office (in the first week of next month)7. Contractor will be responsible for the safety of worker engaged forcleaning jobs.8. In case cleaning work is not found to be satisfactory, contract can becancelled at any time at short notice.9. Koora-Kachra is to be taken out of Hostel & to be disposed off properly bycontractor.10. In case contractor leaves work in between of a month, then work of theremaining period will be got done on his expenses. If on any day someworker donot report for work, then on his place a person is to be deployedby contractor. In case contractor fails to deploy any person, the contractorwill have to pay for the person engaged by the office.11. Other works related to cleaning are to be done as per the instruction of thecare taker.12. The contractor has to provide name and address of person deployed byhim after verification by police, so that required gate pass can be issued.Without proper gate pass no body will be allowed to enter the hostel oroffice premises. The incoming & outgoing time of each deployed person isto be recorded by security staff posted at the main gate as well as by CareTaker of this office.13. In case any government property / items is damaged by contractor’sperson, the cost of the same is to be paid by contractor.14. During duty if any person(engaged by contractor) is hurt or meets with anaccident, this office will not be responsible in any way for anycompensation & contractor will be responsible for the same.

Page 4 of 715. As per rule Income-Tax (TDS) will be deducted from the amount of the billby office.16. Working place can be seen on any working day from 10.00 AM to 05.00PM to asses the quantum of work before quoting the rates.17. Supervision of his deployed staff and their cleaning work is to be done bycontractor or this representative.18. In office premises any type of liquor and/or any type of banned items is notto be used.19. Service tax registration number is to be written on the quotation. Withoutthis the offer will be rejected.20. Necessary cleaning material & tools will be provided by the office.21. Experience certificate for the last three years from any two Governmentoffice, P.S.U. etc government office, may be enclosed. Firms havingexperience will be given preference.22. In order to complete above jobs satisfactorily, number of persons deployedper day will be also to be mentioned on quotation.23. In emergency situation, STI (T) ‘s office ‘s rooms & premises are also tobe cleaned (Maximum twice in a month)24. Add.DirGen. Page 5 of 7Annexure BTerms & conditionsThe following Terms & conditions are to be followed strictly during the contract period forcarrying out the jobs, mentioned above.1. Some of the above works have to be taken up at all the time throughout the day and someof them at specific time depending upon the requirement. But the agency should ensuresufficient man power availability at every time for cleaning of the hostel to providecomplaint free services in respect of the occupants of the hostel2. Man power engaged by the contractor should be of more than 18 years of age .Theyshould be well conversant with Hindi for writing, reading and orally.3. The full proof addresses and photograph of the man powers should be submitted whileengaging them after duly verified by concerned police stations.4. Contractor should ensure that no man power should be involved in any type of activitywhich goes against the social law and affects the sanctity of the hostel atmosphere. Eachman power of the contractor should wear uniform, decided by the contractor.5. The contractor should pay the losses if any, incurred due to working of his staff at any timeduring the contract.6. This office will not be responsible for any conflict between the man power, engaged by thecontractor and the contractor in respect to their payments/claiming of service, etc. Thecontractor should adhere to the minimum wage act of Government and other stricturesissued by the Government regarding the claim of contract laborers. The contractor will beheld responsible for any non-compliance.7 This office reserves the right to cancel the contract of the work, if found unsatisfactory, atany time during the contract period.8 The successful contractor will have to deposit 5 % of the contract value as the performancesecurity in the form of DD/FD in favor of DDO, Staff Training Institute, Delhi.9 The caretaker will inspect the work and if found unsatisfactory on any day, the payment will bededucted from contractor’s bill for the day on prorate basis.10 The contractor will be responsible for the payment of his workers. The payment must beaccording to the minimum wages rule of local government. An undertaking to this effect is to besubmitted by the contractor along with the bills.11 Contractor will also be responsible for producing (on demand if required ) the followingdocuments:.i. Maintaining of service tax deposition record.ii. Maintaining of Income tax record.12. Only registered firms are eligible to participate in the tender process.13 Successful contractor will have to submit the month wise bill in duplicate to the office.14 The period of contract will be for 1 year only. This period can be extended if the services foundsatisfactory.15 The payment will be made by account payee cheque on monthly basis.16 The contractor will give his own contact number, mobile phone no & will make arrangementfor attending calls in 24x7 modes------------------------------------------------------------------------
