· <strong>Nepal</strong> is highly dependent on India for its export. The <strong>market</strong>diversification/promotion activities are inadequate and irregular. Even within India,<strong>the</strong> <strong>market</strong> is limited to certain traders only and more lucrative <strong>market</strong>s are not tapped.· No <strong>market</strong> information system is available to give guidance to exporters on current<strong>market</strong> trends, price movements, quality requirements, changes in consumption habitsetc.· There are limited domestic <strong>market</strong> promotion activities.4.1.4 Enabling Environment and Policy· Inadequate support from <strong>the</strong> Government and Tea Board compared to o<strong>the</strong>r similargovernment agencies like India and Sri Lanka.· Although <strong>the</strong> government in its FY 2011/12 budget has announced 50 percent <strong>sub</strong>sidyon <strong>the</strong> capital expenditure to <strong>the</strong> small farmer cooperative institutions in <strong>the</strong> purchase<strong>of</strong> machinery and equipment for processing, <strong>the</strong> <strong>sub</strong>sidy is limited and no <strong>sub</strong>sidiesare allocated for o<strong>the</strong>r necessary inputs such as packaging materials and is focused toonly small farmer cooperative.· The import duty for packaging materials such as chest, paper etc, which are mostlyused in export products, is very high.· VAT refund process for exported goods is difficult.· There is a serious problem in accreditation <strong>of</strong> quarantine checks done in <strong>Nepal</strong>.· <strong>Nepal</strong> is a landlocked country and is facing issue <strong>of</strong> transit route and ports. There areobstruction and delays in <strong>the</strong> transit despite <strong>of</strong> bilateral trade agreement between<strong>Nepal</strong> and India.· There is inadequate coordination between government agencies and private sectororganization and within government bodies (such as MoCS and MoAC) as well.· Proper incentives and policy is not devised for encouragement <strong>of</strong> organic farming.· NTCDB is not functioning properly and <strong>the</strong>re is minimal support and poorimplementation <strong>of</strong> <strong>the</strong> programs. The organization is also dealing with inadequatefunds.· The commodity specific organizations such as CTCF, HOTPA, and HIMCOOP donot have enough capacity to deliver <strong>the</strong> required promotional and supporting activitiesto <strong>the</strong> development <strong>of</strong> <strong>the</strong> <strong>sub</strong>sector. There is weak horizontal linkage between <strong>the</strong>seorganizations.4.2 OPPORTUNITIES4.2.1 Production and Productivity· There are various input supplying companies in <strong>the</strong> <strong>market</strong>s.· The improved variety <strong>of</strong> mo<strong>the</strong>r bushes to produce saplings are available in <strong>the</strong><strong>market</strong>s.· The climatic condition <strong>of</strong> hilly regions <strong>of</strong> <strong>Nepal</strong> is favorable for <strong>orthodox</strong> <strong>tea</strong>production. This can allow nationwide expansion <strong>of</strong> <strong>the</strong> <strong>tea</strong> plantation.· The plantation is comparatively new in <strong>the</strong> country. Most <strong>of</strong> <strong>the</strong> bushes are young andare cultivated in virgin lands.· Being neighbor <strong>of</strong> Darjeeling, India, a pioneer area in <strong>tea</strong> industry, <strong>Nepal</strong> <strong>tea</strong> industryhas advantage <strong>of</strong> relatively easy access to improved inputs, technology and expertsfrom its neighbor.· The <strong>tea</strong> industry has provided good employment opportunity especially to ruralpeople and women.Value Chain/Market Analysis-Orthodox Tea 33
