Duration <strong>of</strong> <strong>Evaluation</strong> and Tentative Work PlanDescriptionDesk ReviewMeetings UN headquarters and Regional Office for Asia PacificYangon and Ayeywaddy Delta region (team splits) <strong>to</strong> engage ininformation collection through engagement <strong>of</strong> humanitarianac<strong>to</strong>rs and beneficiary populationsPresentation <strong>of</strong> findings <strong>to</strong> UNCT in Myanmar, followed byhumanitarian community in Yangon, Bangkok and New YorkPreparation <strong>of</strong> draft reportsPreparation <strong>of</strong> final reportsApproximate TotalDuration0.5 week1 week3 weeks1.5 weeks1 week1 week8 weeksCompetency and Expertise RequirementsThe evaluation will employ <strong>the</strong> services <strong>of</strong> a team <strong>of</strong> consultants embodying <strong>the</strong> followingexperience:Proven senior-level experience and ability <strong>to</strong> provide strategic recommendations <strong>to</strong> keystakeholders;Good knowledge <strong>of</strong> strategic and operational management <strong>of</strong> humanitarian operations,preferably in south east Asia; <strong>the</strong> ability <strong>to</strong> bring on board national consultants(s) fromMyanmar / Thailand would be an asset;Good knowledge <strong>of</strong> humanitarian system and its reforms, including <strong>of</strong> UN agencies, IFRC,NGOs, and local government disaster response structures and systems;Demonstrable experience in conducting evaluations <strong>of</strong> humanitarian programmes and <strong>the</strong>capacity <strong>to</strong> work collaboratively with multiple stakeholders and on a team;Strong analytical skills and ability <strong>to</strong> clearly syn<strong>the</strong>size and present findings, draw practicalconclusions and <strong>to</strong> prepare well-written reports in a timely manner;Strong workshop facilitation skills;Excellent writing and presentation skills in English; andImmediate availability for <strong>the</strong> period indicated.Reporting Requirements and DeliverablesInception report <strong>of</strong> no more than ten pages outlining methodology <strong>to</strong> be employed andindicating clarity <strong>of</strong> understanding <strong>of</strong> <strong>the</strong> questions and issues <strong>to</strong> be addressed, context inwhich <strong>the</strong> evaluation will be undertaken, and political sensitivities;A series <strong>of</strong> presentations <strong>of</strong> findings <strong>to</strong> UNCT and humanitarian community in Yangon,Bangkok, New York and Geneva;A series <strong>of</strong> short evaluation briefing reports <strong>of</strong> no more than 2500 words each targeted<strong>to</strong>wards specific user communities, such as UNCT, UN agencies, INGOs and NGOs, whichpresent findings and recommendations relevant <strong>to</strong> <strong>the</strong> specific user community. Thesereports shall serve as stand alone documents, <strong>the</strong> information from which may also beincluded in <strong>the</strong> final report, but will allow for users <strong>to</strong> easily access information mostrelevant <strong>to</strong> <strong>the</strong>ir operations; andA final evaluation report containing elements specified in <strong>the</strong> document on standards forevaluation (pp. 17 – 23) developed by <strong>the</strong> United Nations <strong>Evaluation</strong> Group (available athttp://ochaonline.un.org/esu).
