CASH PROGRAMME REVIEW FOR IDPs IN KABUL INFORMAL SETTLEMENTS 492. Include o<strong>the</strong>r community members in <strong>the</strong> validation of criteria; making sure <strong>the</strong> information ispublic in <strong>the</strong> camp and that both beneficiaries and non-beneficiaries understand whyhouseholds are targeted and under which modalities;3. Develop complaint mechanisms for community members, and ensuring regular monitoring offield teams to collect and react to those complaints.5. Monitoring and EvaluatingMonitoring is a system which allows, throughout <strong>the</strong> process, to understand what <strong>the</strong> programme isachieving, verify assumptions, and is key to ensuring it is reaching its intended objectives. It is a toolto measure performance and give and indication on <strong>the</strong> progress and potential margins forimprovement. In <strong>the</strong>se regards, it is recommended that DRC:1. Develops a database both prior to <strong>the</strong> implementation of programmes, and have acomparative impact assessment after;2. Involves of staff for household checks of purchased items, focus group discussions andconsultation of community leaders, and micro-surveillance market surveys;3. Adopts a dual approach:- Longitudinal (across time) – in order to assess <strong>the</strong> progress of <strong>the</strong> project, including postcash distribution monitoring assessments, in order to assess <strong>the</strong> usage of cash, how long itlasted, eventual impacts on market prices, its conformity with <strong>the</strong> initial objectives 41 .
