CASH PROGRAMME REVIEW FOR IDPs IN KABUL INFORMAL SETTLEMENTS 59“Despite <strong>the</strong> accomplishments of <strong>the</strong> projects and increased involvement of organizations in <strong>the</strong>informal settlement communities continue to live in conditions of extreme poverty and vulnerability.Whilst emergency response programmes remain needed – especially in <strong>the</strong> harsh winter period -<strong>the</strong>re is a need for a fundamental shift in <strong>the</strong> approach of both humanitarian actors and municipal andnational authorities to adopt strategies that both alleviate <strong>the</strong> immediate humanitarian needs of <strong>the</strong>communities whilst taking steps to actively address <strong>the</strong> root causes of <strong>the</strong>ir vulnerability. Both – inkindassistance and programs with a mid-/long-term approach are needed in order to tackle <strong>the</strong>needs of <strong>the</strong> most vulnerable population in Afghanistan. One of <strong>the</strong> biggest issues of families is <strong>the</strong>lack of cash, regular income and debt. Cash-based programs are <strong>the</strong>refore needed, <strong>the</strong>ir approachshould though not only give cash injections to <strong>the</strong> target family, but improve <strong>the</strong> general situation of acommunity and or tackle mid and long term solutions”.INGO Director, Kabul
