The St<strong>and</strong>ard Installation/ Division Personnel System (SIDPERS–USAR) is an automatedpersonnel management information system that provides data for unit strength accounting. This system will reportorganization, authorization <strong>and</strong> personnel data through the following functions:a. The organization management function provides support to comm<strong>and</strong>ers in maintaining <strong>and</strong> updating unitidentification <strong>and</strong> related force structure data to support the personnel distribution processes.b. The personnel management function provides support to comm<strong>and</strong>ers for managing <strong>and</strong> controlling officer <strong>and</strong>enlisted assignments, reassignments, <strong>and</strong> transfers; <strong>and</strong> for identifying personnel requirements by grade <strong>and</strong> skill.c. The position management function provides support to comm<strong>and</strong>ers for managing <strong>and</strong> controlling the authorizedpositions within each unit.d. The <strong>Unit</strong> Manning Report provides each unit comm<strong>and</strong>er with a management tool for reviewing/maintainingpersonnel authorization data, <strong>and</strong> for monitoring <strong>and</strong> controlling the assignment of unit personnel to authorizedpositions by position number, paragraph number, <strong>and</strong> line number.e. The mobilization support function supports comm<strong>and</strong>ers <strong>and</strong> mobilization planners by providing organization <strong>and</strong>personnel data on a recurring basis to automated systems which directly support mobilization.f. The personnel actions function supports comm<strong>and</strong>ers <strong>and</strong> personnel staff officers in providing information tomanage <strong>and</strong> control personnel actions. The Personnel Suspense Roster identifies personnel eligible to reenlist <strong>and</strong> datarelated to the incentive status of individual reservists.g. Since SIDPERS–USAR feeds DOD Reserve Components Common Personnel Data System (RCCPDS) whichprovides the official assigned strengths used by the Federal Government (planning, programing <strong>and</strong> budgeting),personnel data accessions <strong>and</strong> losses must be processed quickly. The guidelines below must be followed to update DAForm 1379 <strong>and</strong> SIDPERS–USAR.(1) <strong>Unit</strong>s will—(a) Submit requests for assignment orders to ARPERCEN same day individual requests assignment to unit.(b) Request orders for reassignment as soon as concurrence/acceptance from gaining unit is received.(c) Submit requests for discharge orders 30 days prior to the individual’s expiration term of service (ETS) when it isapparent individual will not reenlist.(d) Not hold at the unit, under any circumstances, a request for orders when it is evident the individual will be aloss.(e) Initiate immediate follow-up action when required documentation has been submitted to the SIDPERS InterfaceBranch to input a change to DA Form 1379; i.e. gain, loss, or personal data, <strong>and</strong> the change has not occurred on thesecond preprinted DA Form 1379 received after the submission of request.(2) Area comm<strong>and</strong>ers will—(a) Cut <strong>and</strong> return orders to units within 10 working days after request for orders has been received <strong>and</strong> approved.(b) Process personnel changes, gains, <strong>and</strong> losses to the SIDPERS–USAR.(c) Make inquiries to units, when possible, if a remark has been made on DA Form 1379 such as“ Pending Orders”or“ Pending Transfer,” to determine the status of request for orders.(3) ARPERCEN will produce orders <strong>and</strong> return to requesting unit within 30 working days after receipt forassignment—if the individual is in the Individual Ready Reserve (IRR) strength.(4) ARPERCEN will—(a) Submit records to the appropriate Continental <strong>Unit</strong>ed States Army (CONUSA) within 60 working days afterreceipt of request for assignment—again if the individual is in the IRR strength.(b) Process other individual requests as quickly as possible.(c) Provide SIDPERS–USAR data processing support.1–6. Duty Qualification Codes for SIDPERS-USAR Data BaseThe Duty Qualification Code indicates the ability of a person to perform the duties of the authorized position to whichassigned or the duties to which assigned as excess. Follow the procedures in the SIDPERS-USAR Users Manual foraccessioning <strong>and</strong> updating the Duty Qualification Codes. The qualification <strong>and</strong> training status of each person assignedwill be indicated by a one-letter code. (See Table 1–1 for the Duty Qualification Codes <strong>and</strong> definitions.Chapter 2Crediting <strong>and</strong> Awarding of <strong>Retirement</strong> <strong>Point</strong>s2–1. Criteria for crediting retirement pointsThe limitations on the number of points which may be credited to a soldier during a retirement year are—a.
