3.20Banks and foreign exchange facilities at airportsACI POLICY3.20.1 Currency exchange facilitiesshould be provided at internationalairports and in service at those timeswhen passenger flights are operating.ACI RECOMMENDED PRACTICE / COMMENTSuch facilities should be easily accessible to both arriving and departingpassengers. If the volume of traffic at certain times does not justify the openingof banks, other currency exchange facilities such as vending machines should bemade available. It is important that ICAO-recommended signs for currencyexchange facilities be used universally.3.21Vehicle parking facilities at airportsACI POLICY3.21.1 Adequate parking facilitiesshould be provided to meet the needsof passengers, crew, staff andmembers of the public using the airportfacilities, when feasible.ACI RECOMMENDED PRACTICE / COMMENTThe distance between vehicle parking areas and terminal buildings is not asimportant as the speed and convenience of access to the terminals from theparking areas.3.22Duty-free shops on arrivalACI POLICY3.22.1 Duty-free shops for arrivingpassengers should not replace thosefor departing passengers.ACI RECOMMENDED PRACTICE / COMMENTAn increasing number of airports have established duty-free shops for arrivingpassengers. These should be in addition to the duty-free shops for departingpassengers.3.23Transfer of downtown duty-free purchasesACI POLICY3.23.1 The general principlesgoverning airport duty-free shopsshould apply to downtown duty-freeshops.ACI RECOMMENDED PRACTICE / COMMENT3.23.1a The conveyance and delivery procedures involved should be simple andshould place no obligation upon airline or airport personnel. The operator of thedowntown shop should assume the costs of the facilities that are provided.3.23.1b The delivery process should meet the security requirements in force atthe airport and should not create congestion or interfere with the flow ofpassengers.3.23.1c The goods should be delivered in sufficient time prior to boarding.ACI Policy and Recommended Practices Handbook | Seventh Edition | November 2009 Section 3 | Page 12
3.24Facilities for general aviationACI POLICY3.24.1 Where general aviationoperations are permitted at an airport,adequate facilities and proceduresshould be in place for their facilitation.ACI RECOMMENDED PRACTICE / COMMENT3.24.1a Owing to the constraints imposed by air transport movements, someairports may need to impose restrictions on general aviation, both in terms ofaccess and the services provided.As general aviation may require more airport infrastructure (on a per passengerbasis), an airport may consider it necessary to adopt different charges forgeneral aviation, in order to recover its costs.3.25Airport handling arrangementsACI POLICY3.25.1 Airport operators shouldretain the right to approve groundhandling services at their facilities.ACI RECOMMENDED PRACTICE / COMMENTACI supports ICAO Annex 9 Recommended Practice 6.6 on airport traffic flowarrangements, which says that airlines should have the choice of providing theirown ground handling services, “subject to reasonable limitations which may beimposed by the airport authorities”. While agreeing with this RP, ACI wishes topoint out that airport operators must retain the right to set limits on the number ofGround Handling Services Providers (GHSPs) and self-handling airlines at theirfacilities. The uncontrolled proliferation of handling agents and equipment couldcreate check-in area and ramp congestion, and safety and security hazards.If an airline is not allowed, or does not wish to provide its own services, it shouldideally have more than one choice of GHSPs available.3.25.1a ACI supports free and fair competition between GHSPs, so as to give achoice to airlines, provided that space at the airport allows, and the GHSPs meetminimum standards relating to safety and security etc.3.25.1b If the airport operator itself provides handling services, it should alsocompete on a free and fair basis.To take account of the different situations at airports, and in line with ICAOCouncil Statements on Charges for Airports and Air Navigation Services (Doc.9082), ACI maintains that equal treatment for all user airlines implies that aconcession fee should be charged on all providers of ground handling services,including the local carrier when it provides such services to other carriers.ACI Policy and Recommended Practices Handbook | Seventh Edition | November 2009 Section 3 | Page 13
