3.38Cargo facility planningACI POLICY3.38.1 <strong>Airports</strong> should ensure that thefuture needs of air cargo are adequatelycovered in facility development plans.ACI RECOMMENDED PRACTICE / COMMENTAirport operators should review the present <strong>and</strong> future dem<strong>and</strong> for facilities <strong>and</strong>the space available at their <strong>airport</strong> prior to deciding how to accommodateoperators’ needs within their facility planning, possibly including cargo operationswith new large aircraft.Airport operators may find it advantageous to develop common use facilities forjoint use by several airlines or through one neutral h<strong>and</strong>ling agent, in view of thediminishing space available at many <strong>airport</strong>s for the construction of exclusive-usefacilities. Common use facilities permit greater building, ramp <strong>and</strong> h<strong>and</strong>ling areautilization, <strong>and</strong> may provide better economic justification for the construction ofadvanced h<strong>and</strong>ling systems, etc. However, existing principles of competitionmust be adhered to.3.39Mail h<strong>and</strong>lingACI POLICY3.39.1 <strong>Airports</strong> should facilitate, wherewarranted <strong>and</strong> as far is practicable, thesafe, efficient <strong>and</strong> secure processing<strong>and</strong> storage of mail consignments.ACI RECOMMENDED PRACTICE / COMMENTACI recommends that <strong>airport</strong> operators should be flexible with regard to theneeds of postal authorities, other mail operators <strong>and</strong> airlines for warehousespace <strong>and</strong> systems, <strong>and</strong> controlled access to apron areas for the h<strong>and</strong>ling ofmail.ACI Policy <strong>and</strong> Recommended Practices H<strong>and</strong>book | Seventh Edition | November 2009 Section 3 | Page 19
