China National Petroleum Corp. (CNPC), China's largest oil producer, announced that itwould lend 5bn US dollars to the Kazakh state oil company KazMunaiGas, which would beused for the joint purchase of a local company, MangistauMunaiGas, a major oil developer inKazakhstan. KazMunaiGas agreed in January to buy 52 per cent of MangistauMunaiGas.Terms of the loan were not disclosed.17 <strong>April</strong> <strong>2009</strong> Wen Jiabao met his Myanmar counterpart Thein Sein. Wen said Chinasupports Myanmar's sustainable development, and is committed to helping the country to getover the difficulties brought by global financial crisis. China sincerely hopes for Myanmar'spolitical stability, economic development and national reconciliation.17 <strong>April</strong> <strong>2009</strong> China filed complaints to the WTO about a US law effectively banning importsof <strong>Chinese</strong> poultry products, saying the law may violate WTO regulations. Pursuant toSection 727 of the Omnibus Appropriations Act of <strong>2009</strong>, which was already signed into law,the United States effectively prohibits the establishment or implementation of any measuresthat would allow poultry products to be imported from China, the <strong>Chinese</strong> WTO mission said.17 <strong>April</strong> <strong>2009</strong> <strong>Foreign</strong> Minister Yang Jiechi has said that China wants the United States toengage with the DPRK directly to ease escalating tensions over Pyongyang's renewednuclear weapons activities. In an interview published in Japan's Nikkei newspaper, Yang saidthe Six-Party Talks hosted by Beijing remain the way forward in making the KoreanPeninsula nuclear free, despite Pyongyang's declaration this week that it would boycott thetalks for good and resume work at shuttered atomic facilities. But Yang, a formerambassador to Washington, hoped that the Obama administration would deal directly withPyongyang. "(China) hopes for an improvement and development of US-DPRK relations. It isa relationship that will mutually help both sides whether it takes a bilateral or multilateralroute."17 <strong>April</strong> <strong>2009</strong> Beijing - Hu Jintao, General Secretary of the CCP Central Committee,president of the state, and chairman of the Central Military Commission, met representativesattending the 15th Session of the Military Attaches Working Conference. Those participatingin the meeting were Guo Boxiong, member of the CCP Central Committee Political Bureauand vice-chairman of the Central Military Commission; Xu Caihou, member of the CCPCentral Committee Political Bureau and vice-chairman of the Central Military Commission;and Chen Bingde, Li Jinai, Liao Xilong, Chang Wanquan, Jing Zhiyuan, and Wu shengli,members of the Central Military Commission. Hu Jintao stressed:“Profound and complex changes are taking place in the international situation, andthe global financial crisis is still deepening and spreading. We are facingunprecedented opportunities as well as unprecedented challenges.”Also participating in the meeting were Ge Zhenfeng, Liu Zhenwu, and Ma Xiaotian, DeputyChiefs of the General Staff of the PLA, and Qi Jianguo, Assistant Chief of the General Staffof the PLA.18 <strong>April</strong> <strong>2009</strong> Parviz Davoodi, first vice president of Iran, said at a press conference at theongoing BFA Annual Conference in Hainan Province, that Iran desired extending energycooperation with China. Davoodi also said <strong>Chinese</strong> investorscould invest in the area (of the privatization of Iran's industry) and also in oil and gasindustries.18 <strong>April</strong> <strong>2009</strong> Sanya - The BFA Annual Conference officially opened in Boao, HainanProvince - taking its theme as "Asia: Managing Beyond Crisis". <strong>Chinese</strong> Premier Wen Jiabaodelivered a keynote speech, "Strengthen confidence and deepen cooperation for win-winprogress", at the opening plenary meeting. He promoted greater free trade and regionalintegration: "We should make greater efforts to promote free trade and expand intra-regional15
trade.” He announced a 10 billion US dollar "China-ASEAN Fund on InvestmentCooperation" to support infrastructure development in the region. Wen also called on Asia topromote reform of the international financial system:"We should advance reform of the international financial system, increase therepresentation and voice of emerging markets and developing countries, strengthensurveillance of the macroeconomic policies of major reserve currency issuingeconomies, and develop a more diversified international monetary system."Zhou Xiaochuan, governor of the People's Bank of China, said that the InternationalMonetary Fund (IMF) failed to give alarm or diagnosis, let alone remedies when problemsoccurred in developed countries. Zhou made the comment at a panel discussion during theconference, saying that the IMF needs improvement in this respect.18 <strong>April</strong> <strong>2009</strong> Sanya - Wen Jiabao, at a meeting with Fredrick Chien, chief adviser ofTaiwan's Cross-Straits Common Market Foundation, called on the <strong>Chinese</strong> mainland andTaiwan to: "discard past enmity and face the future to tackle the financial crisis and seekcommon prosperity.” Chien told reporters after his longer-than-expected talks with Wen thathe came up with several proposals in his capacity as a Taiwanese citizen, not as arepresentative of Taiwan's government.19 <strong>April</strong> <strong>2009</strong> A Xinhua article describes the 42 nd escort provided by the <strong>Chinese</strong> Navy in theGulf of Aden and the waters off Somalia, started on 16 <strong>April</strong>. It was the first escort taskcommanded by the second escort formation of the <strong>Chinese</strong> Navy. The 13 ships to beescorted were divided into two groups. The first group comprising the “Shenzhen” and thedestroyers “Wuhan” and “Haikou” formed an escort which accompanied nine merchantvessels - the "Mingzehu", "Carmen", "Anlihu", "Gangqiang", "Taixing", "Xijinuosi", "Friends ofthe Thunder God", "Tairong" and "Kangqiang" - that advanced in double files. In the secondgroup, the [frigate] "Huangshan" escorted four merchant vessels - "Fuyuxing", "Daming","Xique" and "Changhang Xingyun" - which arrived slightly late at the rendezvous point.During the three-day-long escort operation, the escort formation encountered 42 suspiciousboats in 16 batches. Among others, at 1816 on 17 <strong>April</strong>, not long after the first escortformation left the formation for a return voyage, six batches of 19 suspicious boats appearedaround the nine merchant vessels but the ship "Shenzhen" successfully drove them away.19 <strong>April</strong> <strong>2009</strong> Taizhou, Zhejiang - Li Keqiang, standing committee member of the PoliticalBureau of the CCP Central Committee and vice-premier of the State Council, attended theopening construction ceremony of the Sanmen Nuclear Power Plant and promoted nuclearpower. Li acknowledged that Sanmen Nuclear Power Plant was: “China's first project toincrease self-sufficiency in developing third-generation nuclear power plant.” The SanmenNuclear Power Plant is the biggest energy cooperation project between China and the UnitedStates so far. The <strong>Chinese</strong> and US governments signed a memorandum of understanding onmaking joint efforts to build an advanced pressurized water nuclear power project and relatedtechnical transfers in December 2006. The Plant will be constructed in three phases, with aninvestment of more than 40 billion yuan injected in the first phase. The first generating unitwill be finished in 2013. The AP1000 nuclear power generation units will use third-generationpressurized water reactor technology.
