Later, in a thinly veileddefence of the DPRK, Yang promoted that the international community should: “fully respectthe sovereignty and territorial integrity of the countries concerned, provide active andconstructive help, and avoid willfully applying pressure or sanctions”.25 May <strong>2009</strong> Shanghai – United States House of Representatives Speaker Nancy Pelosi isleading a delegation of US lawmakers for an eight-day visit to China for climate talks.Accompanied by four Democrats and one Republican - all members of the House SelectCommittee on Energy Independence and Global Warming, Pelosi met Shanghai Mayor HanZheng. According to the Washington Post, Pelosi is understood to be seeking support for aglobal pact on reducing carbon emissions in advance of the Copenhagen Conference inDecember:"It is the purpose of the trip to follow up on meetings that we have had here withrepresentatives of China's government on the subjects of climate change and energyand how that relates to our economy."25 May <strong>2009</strong> Almaty - Kyrgyz Minister of <strong>Foreign</strong> Affairs Kadyrbek Sarbaev met ZhangMeiying, Vice-Chairperson of the CPPCC in the Kyrgyz foreign ministry building. Accordingto the Kyrgyz Ministry of <strong>Foreign</strong> Affairs Russian-language press-statement, Sarbaev andZhang discussed “further strengthening bilateral cooperation between the Kirghiz Republicand the Peoples Republic of China” on the basis of the previous agreement on “goodneighbourhood, friendship and cooperation”.Zhang separately met Speaker of the Kyrgyz Supreme Council Aitibai Tagayev.26 May <strong>2009</strong> Beijing – According to the China Daily, the DPRK’s "successful undergroundnuclear test" on 25 May was “shocking” to China and the world. Su Hao, director of China<strong>Foreign</strong> Affairs University's Centre for Asia-Pacific Studies, was quoted as saying that the‘six-party talks’ were the "only channel": "But I don't see the talks reopening in theforeseeable future (because) other parties won't accept DPRK's status as a nuclear power."This suggests a key demand by DPRK towards the other members of the ‘six-party talks’ –recognition as a nuclear power – has been rejected leading to stalemate. It is unclearwhether China should be included in this category; despite its denunciation of the DPRK’smost recent nuclear test. The DPRK gave no details of the test or the site where it wasconducted. But ROK officials said an "artificial earthquake" was detected near DPRK'snortheastern town of Kilju, about 10 km from the site where it conducted its first nuclear testin October 2006. Yesterday's test came about a month after the UN Security Council adopteda statement condemning the <strong>April</strong> 5 rocket launch by the DPRK and asking it "not (to)conduct any further launch". Pyongyang responded in late <strong>April</strong> by quitting the ‘six-partytalks’, and announcing that it would reopen its disabled plants and strengthen its nuclear85
